The report of the City Treasurer for the month of April, 1938, visa presented,read
and referred -to the Finance Committee.
Report of Chief of Police.
The report of the Chief of Police for the month of May, 1938, visa presented,read,
and ordered filed.
Water Superintendent's Report.
The report of the Water Supt. for the month ending April 30, 1937, was presented,
read and rererred to the '.Pater Committee.
Main Line Water Flow:
The Report of the Water Supt., showing the flow of crater through the main line
meters for the period ending May 17th, v+as presented, read and ordered filed.
Zellerbach Audit Report.
The City Clerk reported that in reply to an inquiry from the Crown Zellerbach
Corporation, (bearing on their seasonal audit), as to the status of indebtedness of the
city, he had written as f611ovrs:

Gentlemen:-
Replying to your letter of May 23, 1938, with reference to the status of your
your claim against the city, we may say that there is no change in the situation as submit-
ted to yourauditors last year.
The Water Department is wholly self-supporting, including payment of interest
on bonds and retirement of bonds as they mature and, without considering depreciation,shows
a small surplus each year.

Mrs. Loutre to accept
City's Offer.
Reporting on the status of negotiations for right-of-way or
easement for an outlet from "E" Street, City Attorney Daly stated that Mrs. Celeste Loutre
had informed him by letter that her attorney had advised her to accept the city'a offer,
and to deed the desired right-of-way to the city.
BUILDING PERMITS.
Applications for Building Permits were presented, read and disposed of as follows:

at $250.00. Building will be used temporarily as a residence.

It was moved by Councilman Brown and seconded by Councilman Naughton that the said
applications be granted. Motion declared carried.
From Chas. Baker, to raze Building:
Application to raze and remove a building, was
presented and read, as follows:
Port Townsend, Washington, May 13, 1938
To the Honorable Mayor and City Council,
Port Townsend, Washington.
Gentlemen: -
Permission is requested to raze and remove the old frame building at 218 Quincy
Street, the same being situate on the north half of Lot 7 of Block 43, Original Townsite
of Port Townsend. All provisions of city ordinances will be observed and a deposit of
$10.00 has been made to insure compliance.

COMMUNICATIONS.
Association Bulletins.
The City Clerk presented Bulletins from the Association of Washington Cities and
the said bulletins were ordered filed for ready reference without being read before the
the council.
These bulletins consisted of a news letter from the American Municipal Assocfatio:
a copy of the address of Carl H. Chatters, Executive Director, Municipal Finance Officers
Association, on ?.Local Government Finance and Democracy" before the Fifth Annual Convention
Association of Washington Cities; a complete report of the proceedings of the Association
convention held in Tacoma May 5th and 6th; and Bulletin No. 37 containing an analysis of
State Highway Funds and Motor Vehivlo Registration by Countids,,1930-1937, by Wm. A. Givens
Tax Accountant.
Initiative No. 127 Bulletin: A bulletin from the Association Officers, urging the ful
support of Initiative No. 127, visa presented and read in full. No action was taken in the
matter, however, when the Clerk, later in the session,brought it up for discussion.
Real Silk Hosiery Protest:
A telegram from the attorneys for the Real Silk Hosiery
Mills of Indfanopolis, addressed to City Attorney Daly, protesting the application of the
terms of Ordinance No. 1092 (soliciting and peddling) to their agents, was presented and
read for the general information of the council.
From Veterans fo Foreign Wars.
A communication from Key City Post 1495, Veterans of Foreign Wars, relativa to
traffic safety, was presented and read, as follows:
To the Mayer and City Council, PORT TOWNSEND, WASHINGTON, JUNE 1, 1938.
Port Townsend, Washington.
Dear Sirs:
At our regular meeting of May 25, 1938, it visa voted that due to the many serfou,
traffic accidents occurring recently that letters should be written to the Mayor and to the
City Council; to the County Commissioners and to the County 'Traffic Safety Council in regarl
to traffic accidents.
It is the earnest desire of the entire membership of this Post of the Veterans of
Foreign Ware to urge upon all City and Count
y,,, that each and every Official do his
utmost in obtaining drastic enforcement of all traffic laws and in having serious offenders
punished to the full extent of the law.
We believe that only a small minority of the drivers are the principal offenders,
probably leas than 10% of all drivers, and we believe that all the rest of the drivers and
public are heartily in favor of rigid enforcement of the present traffic code and will back
the City and Councty Officers to the fullest extent in any action which will control the
offenders, no matter how drastic such action may be.
All members of the Veterans of Foreign liars are men who have had experience, durfi
their Army, Navy oil Marine Service, in the meaning and purpose of strict regulation anddis-
cipline and believe that an even greater measure of regulation and discipline should be han,
out to drivers of automobiles.
We want you to do your best in obtaining results and we will do our beat in coop-
erating with you and in aiding in every possible way, in the prevention of accidents due to
