(21)a 1, 398 MINUTE �i OF REGULAR SE3SION OF CITY COUNCIL, APRIL 19, 1938 PORT TOVIIISEND, WASHINGTON, APRIL 19th, 1938 The CITY COUNCIL of the City pf Port Townsend, Washington, met in regular session this 19th day of April, 1938, at 7:30 o'clock p.m., in the Council Chambers of the city hall, Mayor H. L. Hirtzler, presiding. ROLL CALL. Upon Roll Call, those answering present were Mayor H. L. Hirtzler, City Attorney W. J. Daly, City Clark C. F. Christian, and Councilmen N. S. Lafferty, Fred G. Lewi9, R. E. Ammeter, Peter Naughton and Bobt. W. Broom. MINUTES APPROVED. It was moved by Councilman Brown and seconded by Councilman Naughton that the min- utes of the regular session of April 5th be approved as written. Motion declared carried. REPORTS OF OFFICERS. Poles in Street. The City Clerk reported that, as instructed, he had addressed letters to the Puget Sound Pourer & Light Co. and to the Pacific Telephone and Telegraph Co. that they remove cer- tain poles on xonroe St., to permit of street improvement. Treasurer's Report. The report of the City Treasurer for the month of March, 1938, vise presented, read and referred to the Finance Committee. Water Supt. Report. The report of the water Superintendent for the month ending March 31, 1938, was presented, read and ordered filed. Main Line Meter Readings. The report of the water Superintendent, showing the flow of water through the main line meters for the period ending April 19th, was presented, read and ordered filed. BUILDING PERMIT. Application from Wm. J. Morrison. was presented and read, as follows: Request for building permit from 14m. J Morrison, To the Honorable Mayor and City Council, Port Townsend , Washington, April 11, 1938 Port Townsend, Washington. Gentlemen: Permission is requested to erect a poultry house on Lots 7 and 8, O.C.Hastings Addition, at an estimated cost of 4200.00. Respectfully submitted, {7m. J. Morrison. It was moved by Councilman Broom and seconded by Councilman Lafferty that the said per- mit be granted. Motion declared carried. COMMUNICATIONS. The Clerk reported receipt of the following communications: Convention Bulletin: A bulletin dontaihing-the program of the Association Convention at Tacoma, May 5th and 6th, and other convention matters, from the Association of Washing- ton Cities. This bulletin was ordered filed for ready reference. Occupation Tax Bulletin. Also a bulleting showing Municipal Occupation Taxes in force in a Selected group of Washington Cities. This was ordered filed for future reference. A.M.A. News Letter. A news -letter from the American Municipal Association, covering current topics of interest to municipalities, which comes as a serviceof the State Associa- tion. Ordered filed. Dedication Deed from Roy Dale, at ux: A letter submitbimg a dedication deed covering several streets and alleys, from Roy Dale, was presented and read, as follows: Honorable Mayor and City Council, Port Townsend, Washington, April 19, 1938. City of Port Townsend, Port Townsend, Washington. Gentlemen: - At the last 'Pax Judgment sale of Jefferson County, the undersigned was success ful in purchasing certain land in Bartlett's Field in the City of Port Townsend. After set- tling with vardnua of my neighbors, I am now pleased to dedicate a portion thereof to the City of Port Townsend for street purposes. The said deed was then presented and read in full, and after :r nlYisvLu+�°., discussion relating to the description, it was moved by Councilman Lafferty and seconded by Councilman Brown that the said deed be accepted and that the City Clerk be directed to have the samerecorded. Franchise. The Ordinance to grant a franchise to the Richfield Oil r xg fsy,I`'in4i Corporation to lay pipes on certain streets, which was introduced and read in full at a previous meeting, was again taken up and again road in full for the 2nd reading. Gentlemen:- # City, 'ac h Permission is requested to lease from the 4 y, that portion of Madison Street `t,�rrt running south from the south line of Franklin Street, a distance of 110 feet, subject to laws and ordinances governing the leasing of city streetd. Some of the Councilmen not being fully advised as to location, etc., the matter was re- ferred to the Street Committee for investigation and report. (It developed later, by informal discussion, that the described property had aldeady been leased to the Federal Government for location of the weather signal tower). n , , Clerk and Attorney granted Leave of Absence.
