ORDINANCES AIM RESOLU'TIGI S.
Richfield Pipeline Ordinance.
A proposed ordinance granting to the Richfield Oil Corporation the right to lay
pipes in the city streets, which ordinance is entitled "An Ordinance granting to Richfield
Oil Corporation, a Delaware Corporation. and its assigns, the right to construct, maintain
and operate pipe lines on certain streets in the City of Port 'Townsend, Washington," was
submitted to the Council by the said corporation, and visa read in full by the City Clerk
for the first reading, and, in accordance with State Statutes, goes over to the next regu-
lar session for further action.
Rankers and Peddlers 6rdinance.
The ordinance to regulate the acts of solicitors, peddlers, etc., which had been
introduced and read in full at a previous meeting, was now taken up and again read in full
for the second reading.
3rd Reading by Title —Only.
It was moved by Councilman Lafferty and seconded by Coun-
cilman Ammeter that the 3rd reading be by title only. notion declared carried and the
Clerk then read the said ordinance by title only, for the 3rd reading.
Ordinance Passed.
It 'ryas moved by Councilman Lafferty and seconded by Councilman Am-
meter that said ordinance do now pass. Upon moll Call vote, Councilmen Lewis, Ammeter,
Brorrn and Lafferty voted in the affirmative and Councilman Naughton in the negative.

The following is a copy of the said ordinance as passed by the
City Council April 5, 1938, approved by the Mayor April 6, 1938, and published in the Port
Townsend Leader April 7, 1938, to -wit:

AN URDINANCE of the City of Port Townsend declaring the acts of certain solicitors,
peddlers, hawkers, itinerant merchants, and transient vendors of merchandise, to be a nuisa:
and providing a penalty for violation thereof.
THE CITY COUNCIL OF THE CITY OR PORT '0'1aSZ1:D DO ORDAIN AS FOLLWM:
Section 1. That the practice of being in and upon private residences in the City of
Port Townsend by solicitors, peddlers. hawkers, itinerant merchants, and transient vendors
of merchandise, not having been requested or invited so to do by the owner or owners, occu-
pant oi' occupants of said private residence, for the purpose of soliciting orders for the
sale of goods, •naves and merchandiso, and/or for the nurpose of disposing and/or peddling
or hawking the same, is hereby declared to be a nuisance, and punishable as such as a mis-
demeanor.
Section 2. The Chief of Police of the City of Port Tovmsend is hereby required and
directed to suppress the same, and to abate any such nuisance as is described in the first
section of this ordinance.
Section 3. Any person convicted of perpetrating a nuisance, as described and prohibi-
ted in the first section of this ordinance, shall be punished by a fine of not to exceed
$100.00, or by imprisonmeny in the City Jail of not to exceed thirty (30) days, or by both
such fine and imprisonment.
Section n. That this ordinance be published once in the Port Townsend Leader, to be
in force and take effect as provided by lmv.

To :.:ove Poles on Monroe Street.
In the matter of widening and improving Monroe Street at the intersection of Hoos,
velt Street, Councilman Brown reported that :ilectric LiCht and Telephone transmission poles
must be moved from a location on the west side of'idonroe within a distance of 21 feet south
of the south line of Roosevelt Street before the said improvement could be effected. It
was then moved by Councilman Brown and seconded by Councilman Lafferty that the City Cleric
give written notice to the Puget Sound Power & Light Co., and the Pacific 'Telephone and

Councilman Lewis brought up the matter of the need of improvement in the roadway
ix 4cic y� �; at the intersection of Tyler and Taft Streets, to provide a wider and easier turn from one
street to the other, and that the owner of the property at the south-east corner of the
intersection (':r. A. R. Brooling) had expressed himself favorably toward idonating a rea-
sonable tract of his land to permit the said improvement. the matter was referred to tic

Councilman Ai:meter brought up the matter of the condition of septic tanks within

The proposed Gasoline Tax Initiative was taken up for discussion and inasmuch Al
as some of the Councilmen had not given the matter full consideration, it visa decided to
defer action in the matter until the next meeting of the Council.
