THE CITY COUNCIL of the City of Port Townsend, Washington, met in regular session $:his
15th day of March, 1938, at 7:30 o'clock p.m., in the Council Chambers of the City Hall,
Maypr H. L. Hirtzler presiding.
ROLL CALL.
Upon Roll Call, those answering present were: Mayor E. L. Hirtzler, City Attorne
W. J. Daly, City Clerk C. F. Christian, and Councilmen Fred G. Lewis, R. E. Ammeter, Peter
Naughton abd Robt. W. Brown; Councilman Tony Deleo arriving during the reading of the min-
utes, making a total of five councilmen present for the transaction of business.
MINUTES APPROVED.
The minutes of the regular session of }larch let, 1938, were read and approved as
read.
REPORTS OF OFFICERS.
Attorney wrote Mrs. Loutre.
City Attorney Daly reported that he had written to Mrs. Loutre, owner of the prop
arty needed to open up streets between the easterly end og "E11 Street, and Van Ness and F
Streets, but that no reply had been received to date.
Business Tax Paid.
The City Clerk reported that he had issued, under date of March 4th, warrant He.
7184 upon the Olympic uravity Vlater Fund in payment of the State Business Tax for the months
of January and February, 1938.
Treasurer's Report.
The City 'Treasurer's report for the month of February, 1938, was presented, read
and referred to the Finance Committee.
Water Suptts Report.
The report of the Water Superintendent for the month ending February 28th, 1938,
was presented, read, and ordered filed.
Lain Line Meter Readings.
The report of the Vlater Supt., showing the flow of water through the main line
meters, for the period ending Liarch 14th, 1938, was presented, read, and ordered filed.
Street Lmondys Available.
In response to inquiries made to the Highway Department, Mayor Hirtzler reported
receipt of the following letter, to -wit:
Olympia, Washington, March 14, 1938.
Mr. II. L. Hirtzler, Mayor,
Port Townsend, Vlashington.
Dear Sir: -
It will be permissible to include the amount of y465.50 remaining from your last
year's Primary Maintenance allotment in the funds set aside for bituminous surfacing of the
various streets.
With reference to the VI.P.A. project for repairing the sea wall, which you men-
tioned in your letter of March 3rd, this As doubt would be a good project, but a check of
the town finances show that then the oiling project is taken care of there will be no funds
available for other work until 1939, so we doubt if this project could participate in State
gas tax money this year.

The Clerk was directed to inform the Highway Department that the city did not desire
to use 1936 Highway Maintenance money in the surfacing project and that it was not included
in the amount set aside By resolution for that purpose.
Letter from J. D. Ross.
Llayor Hirtzler reported receipt of a circular letter from J. D. Ross. Administra-
tor of the Bonneville power project, requesting views on the rate question, pending several
hearings to be had on the subject.
REPORTS OF STANDING CO:21ITTEES.
Septic Tanks.
Councilman Ammeter, chairman of the Harbor and health Committee, brought up the
matter of the discharge from septic tanks in several sections of the city, which had become
public nuisances and recommended that steps be taken to abate the same.
The matter was referred to to the Police Dept, and the City Health Officer.
