Chief of Police Feby Report: The report of the Chief of Police covering the month of February, 1938, was pre- sented, read and ordered filed. REPORTS OF STA;:DING CO::.:.:IT'.EE'S. Re: Richfield Pipe Line Franchise: Councilman Brown made inquiry as to the status of the application of the Richfiel Oil Co., for a franchise to lay pipe lines in certain streets and upon being informed that no report had been filed by the committee, he stated that he and Councilman Lafferty had inspected the proposed site and that he could see no objection to granting a franchise. City Attorney to Negotiate: It r:'Q3 then ,'coved by Councilman Brown and Seconded by Councilman Naughton that City Attorney Daly be instructed to get in touch with the Richfiel,' Oil Co. and inform them that the city council was favorable toward granting a franchise at arrental of N50.00 per year, under the same terms and conditions as contained in the fran- chises granted the Standard Oil Company and the Union Oil Company, Upon roll call vote, all six councilmen present voted in the affirmative and motion was declared carried. Re: proposed Street Improvement: Councilman Sather, Chairman of the Street Committee, submitted the following writ. ten report or co:rmunication, relative to improvement of streets, to -wit: Port Townsend, Washington, March 1st, 1938 Honorable ILayor and City Council, City of Port Townsend. Gentlemen: - The undersigned today discussed with Mir. IN. A. Burge, county engineer for Jaffe, son County, the general outline for street improvement within the city contemplated to be performed during t:-e surmer. To accomplish our objectives it will be necessary for the city council to provide by p proper resolution the :oncy with .:high to perform this work. Before a resolution is intro duced, I believe it will be well worth while for the Street Co:unittee to meet with the boor of County Commissioners of Jef.'erson County. State Accepts County Project. The City Clark further reported receipt,:of a copy of a letter from L. V. Llurrotr, Dived for of Highways, to the Board of County Commissioners, approving a resolution to improve certain roads within the city limits. ORDI14AIlOES AND RESOLUTIONS. Street Surfacing Resolution. In accordance with informal request, City Attorney Daly submitted the following resolution relative to street improvement , to -wit: R E S 0 L U T I 0 11. WHEREAS, it appears to the City Council of the City of Port Tormsond that it is in the public interest that the streets of said 'hereinafter named be improved under city street specifications by the application of a bituminous surface, and, effected b said city in conjunc- tion it is the intention that said improvement be y y j tion with like stork to be performed by the County of Jefferson, therefore, LE IT RESOLVED by the City Council of the City of Port Townsend that there be and here by is set aside for the purposes aforesaid from funds of the City of Port Townsend under Chapter 187 of the Laws of Ilashington, 1937, the sum of u7,470.00, and BE IT FURTHER RESOLVED that the streets to be so improved hereunder shall be: 19th Street from Kearney Street to Sheridnn Street; Sheridan Street from State highway to 19th Street; Jefferson Street from Tyler Street to Cass Street; Van Buren Street from Nashington Street to Garfield Street; Pierce Street from 71ashington Street to Van Noss Street; Harrison Street from Laurence Street to Blaine Street; San Juan Avenue from 19th Street to Fort ','Iorden; Blaine Street from Monroe Street to Chetzemoka Park. Adopted by the City Council at a regular session March 1st, 1938. It was moved by Councilman Naughton and seconded by Councilman Lafferty that the said resolution be adopted. Upon Roll Call vote, all six councilmen present voted in the af- firmative and motion was declared carried. The resolution was then signed by the Llayor and attested by the City Clerk. SOLICITING ORDINANCE. As instructed by the City Council, the City Attorney submitted a proposed ordi- nance governing soliciting, peddling, etc., and the City Clerk read the same in full for t', first reading, the said ordinance being entitled "An Ordinance of the City of Port Townsenl declaring the acts of certain solicitors. peddlers, hankers, itinerant merchants, and tran ient vendors of :merchandise, to be a nuisance and providing a penalty for violation hereof Yotion to consider, lost: It was moved by Councilman Ammeter and seconded by Council: Lafferty that the lst reading be con:idered the 2nd reading and that the 3rd reading be by title only. Upon roll call vote, Councilmen Lafferty, Ammeter, DeLeo and Naughton voted in the affirmative, and Councilmen Lewis and Brown in the negative. Motion declared lost because of lack of five affirmative voted. The proposed ordinance goes over to the next regular session for further consideration.' AL:ENDED TRAFFIC ORDINANCE. A revised or amended copy of the original draft of the proposed traffic ordinanc vise now submitted, and upon motion of Councilman Naughton, seconded by Councilman Brown, 1 voted to defer consideration to the next regular session to enable the members of the Coun oil to give it further study. Taxi and Civil Service Ordinances not considered. No motion being offered to further consider the pending Taxi License or Civil Service ordinances, the same lays over to the next rgeular session.
