A proposed ordinance amending the motot vehicle license ordinance which would vest the granting of licenses to taxi's -with the City Council, and which ordinance is enti- tled "An Ordinance amending Ordinance No. 1036, entitled 'An ordinance relating to and pro- viding for the licensing of certain motor and other vehicles; defining offenses; providing penalties; providing for the suspension and revocation of licenses and repealing Ordinance No. 879", passed by the City Council December 5th, 1933, approved by the Mayor December 8th 1933, by providing additional requirements to be taken before the licensiof "For Hire Cars", was submitted to the council and read in full for the first reading Lotion for 2nd and 3rd.Reading Lost. It was moved by Councilman Lafferty and seconded by Councilman Lewis that the first reading be considered the second reading and that the third reading be by title only. Upon roll call vote, Councilmen Naughton, Lafferty and Lewis voted in the affirmative, and Councilmen Ammeter and Sather voting in the negative. Lfotion declared lost because of insufficient affirmative votes. Traffic Ordinance Introduced. A proposed Traffic code or ordinance entitled "An Ordinance relating to vehicles and the use and operation thereof on the public streets, alleys and ways of the City of For Townsend; limiting and restricting certain uses of the public streets, alleys and ways of the City of Port Townsend; prescribing rules of the road for vehicles operating upon the same; providing for conduct in the event of vehicle accidents; providing procrdure for en- forcement of the provisions of this ordinance; providing for certain records and reports; prescribing the powers and duties of peace officers within the City of Fort Townsend rela- tive to the enforcement of this ordinance; providing for the distribution of fines collects for violation of any of the provisions of this ordinance; defining offences and fixing pen- alties, and repealing all ordinances or parts of ordinances of the City of Port Townsend in conflict herewith, save in certain acts performed," was submitted and read in full for the first reading. There being no motion to further consider the proposed ordinance at this session, it goes over to the next regular session of the Council. Unfinished and New Business. Mrs. Harry Brown appointed Library Trustee: Mayor Hirtzler announced the appointment of Mrs. Harry Brown to succeed herself as a Trustee of the Public Library, stating that the Library Board had recommended such appointment. It was then moved by Councilman Naughton and seconded by Councilman Ammeter that the appointment be confirmed. Upon a voice vote the motion was declared carried. Advertise for Gasoline Bids. It was moved by Councilman Lewis and seconded by Councilman Sather that the Clerk be instructed to advertise for bids to furnish the City with gasoline for the current year, bids to be opened at the next regular session of the Council. Motion declared carried. Advertise for Garbage Bids. It was moved by Councilman Lafferty and seconded by Councilman Sather that the Clerk be authorized and instructed to advertise for bids for garbage removal, bidders to have the option of basing their bids on either a one, two, or three year term of contract, and bids to be opened at the next regular session of the Council. Lotion declared Carrie, Presenting requisitions and signing claims. Councilman Lewis brought up the matter of purchasing supplies and requested that xR4mgNxeaxttrs±,xrequisitions be submitted in every instance before supplies are pubehased, so that the council may be apprised in advance of such contemplated expenditure. Councilman Lafferty stated that the employees of the city were lax in certifying to bills presented for payment, which made it more difficult for the Finance Committee when auditing the monthly bills and claims. Adjournment. Upon motion of Councilman Sather, seconded by Councilman Ammeter, the council voted to adjourn. The following is the text in full of the motion to instruct the City Attorney to prepare and submit an ordinance providing civil service for the Fire Department, to -writ: "It now appearing to the City Council of the City of Port 'Townsend that the City of Port Tovmsend maintains a "fully paid fire department, consisting of two men who devote their entire time to fire fighting, I move that the City Attorney prepare and provide for t next meeting of the Council an ordinance providing for civil service for the rpembers of the Fire Department." (As previously shown in the minutes of this session, the foregoing motion was made by Councilman Sather, seconded by Councilman Lafferty, and duly declared carried.) Treasurdrts December Report: The report of the City 'Treasurer for the month of December, 1937, was presented, read, andreferred to the Finance Committee. Re: Cutting Timber on Streets, r. by Councilman Sather. Councilman Sather, reporting verbally on applications to cut timber on the city streets, stated that he had received legal advice that the city council had no jurisdiction in the matter and that he had so advised the applicant. k' COIC.TUNICATIONS . To the Honorable Council of Port Townsend: I request t hat something be done about the lower west end of Jackson Street to make it safer for driving. The block on the right hand side of the street is so heav- ily timbered with trees and brush so that it makes it difficult to see an approaching car.
