1'r'hile the acts empowering cities and towns to adopt civilsseervice wereo me passedt foraat two
city
separate and distinct sessions of the State Legislature, it appears
of the size of the city of Port Townsend that the appointment of trio separate and distinct
civil service commissions would be an unnecessary and cumbersome move on the part of the
City Council, and I have accordingly incorporated into this ordinance the creation of a
civil service commission which will function for both and each of these governmental de-
paetments.
The legislative acts of 1935 and 1937 were not in conformity with sober deliberation,
honest study, and the rushes of all persons deeply interested in the merit system of em-
ployment in public service, but were rather the haphazard and ill-advised efforts of cer=
tain persons personally interested, who were able to maintain an effective lobby. In othe
words, these acts of the legislature were not the will and the wish of the Association of
Washington Cities, and I have been informed that in due course, adequate legislation will
be provided from Olympia establishing the merit system for public employment upon a sound,
commom sense and substantial basis.
However, vie have the statute leer before us and the attached effort to conform there-
to is probably as goods. result as can be presently accomplished.

ORDINANCE READ IN FULL.
The said proposed ordinance, which is entitled "Ali ORDINANCE relating to civil
service in the City of Port Townsend; creating a Board of Civil Service Commissioners; pro•i
viding a civil service based upon examination, investigation as to merit, efficiency and
fitness for appointment, employment and promotion of certain officers and men in the Policy
Department and Fire Department; regulating the suspension, discharge and reinstatement of
said officers, policemen and firemen; and adopting all of the provisions of Chapter 13 of
the Laws of 'Washington, 1937, Chapter 31 of the Laws of Washington, 1935, and Chapter 59
of the Laws of Washington, 193711, was then taken up and read in full by the Clerk, for the
first reading.
Notion to consider made and withdrawn.
It was moved by Councilman Lafferty and sec-
onded by Councilman Sather that the first reading be considered the second reading and the
the third reading be by title only. Before the motion was put, City Attorney Daly ad-
dressed the Councill recommending that further study and consideration of the ordinance be
had before final action be taken, inasmuch as it creates a now function of city govern-
ment and that a closer study of the matter may suggest desired changes that are not fully
an at this time. After an informal conference, Councilman Lafferty, with the con-
sent of his second, Councilman Sather, withdrew his motion and the ordinance automatically
goes over to the next regular session of the Council.
UNFINISHED AND NEN BUSINESS.
Wiring Proposals.
Under the order of Unfinished and New Business, proposals for installing wiring
in the City Garage, for electric lighting service, were opened and read, as follows:

Port Townsend, hash. December 20, 1937.
City of Port Townsend Garage.
Following bid to cover all material and labor on above
garage. Consisting of service, two lights, and one duplex outlet.all done in metal con-
duit. Cost ..... 442.00. Above price guaranteed for 10 days from above date.

Robbins bid accepted.
It was then moved by Councilman Brown and seconded by Council-
man Sather that the bid of E. U. Robbins be accepted. Upon roll call vote, all four
Councilmen present voted in the affirmative and motion was d eclaredc arried.
Highway Code Recommended.
City Attrrney Daly addressed the council on the matter
of traffic regulations and laws, stating that the city lacked ordinances covering much
legislation enacted by the legislatures of recent years and the city was therefore, withou
authority to enforce such regulations. The matter was referred to the Street Committee
and the City Attorney.

Council voted to adjourn.
