Minutes of Regular Session of December 7/37 continued.
Port Townsend, Washington, December 7, 1937
Honorable Mayor and City Council
City of Port Townsend, Washington.
Gentlemen: -
The Board of County Commissioners for Jefferson County expressed themselves to
me this morning their willingness to assist in the grading of a road from Hastings Avenue
West to a point on the bluff between Middle Point and Cape George for the purpose of pro-
viding a more satisfactory and sanitary place for the disposition and disposal of city gar-
bage.
The land upon which the proposed garbage dump could be established is now the property
of Jefferson County and, I am satisfied, could be purchased for a nominal sum.
The Board of County Commissioners also inform me that they will take their road equip-
ment out to Morrison's Park and obscure the mesa that exists there today and thus remove
from the business of the Council a matter that has been a continuing source of annoyance
for sometime last past.
I suggest that an appropriate committee be appointed for the purpose of investigating
the feasibility and desirability of the proposed dump change, taking into consideration, of
course, the consequences that might develop from the present and existing contract with
Mr. Lammers.

( I have been requested to request the renewal of the usual street area leases
f ' •' `+,y"u� + �Y}` ?' which have for many years past been granted to the Pioneer Educational Society operating
Manresa Hall, and to the Sisters of Charity of the House of Providence operating St. Johnts
Ifs , ;t r Srh� M1 t f'w i� Hospital.
s,' These street area properties are those immediately fronting the tespective insti
tiltions or those entively bounded by their properties which have been used for gardening,
*xr }tf3'j park purposes and not used for public travel. This request does not include the street
immediately fronting Manresa Hall on the East.
Where such street area leases involve any other property owner it has already
j F,;t.}rKhf' "• �` been arranged to share the closed area. I shall be pleased to go over the details of
this request with your committee at any time.

Current Expense Fund, which was introduced and read in full at the regular session of Nov.

Councilman Sather arrived at this time and took leis seal in Council.
3rd Reading:
It was moved by Councilman Naughton and seconded by Councilman Lewis
that the third reading be b title only. Upon Roll Call vote Councilman Sather who had

just arrived, asked to be excused from voting, all the remaining (6) councilman voting in
the affirmative and motion visa declared carried.
Ordinance passed.

^�T• , An Ordinance providing for the immediate appropriation of money for expenditure during
the year 1937 for the Current Expense Fund of the City of Port Townsend and declaring an
emergency.
Wheeas, during the calendar year 1937 = N'! , necessary governmental demands and requirement
have been exacted on practically all of the various departments of the City of Port Townson
�� rraracif, ; and has entailed the expenditure of money which could not have been foreseen at the time of
4 ;mo t the adoption of the official budget for the Current Expense Fund of the City of Port Town-
send for the year 1937, and,
Whereas, it appears to the City Council of the City of Port Townsend from an examine-

,r, F ti tions have been incurred by the departments hereinafter designated anf that payment of each
�,1iz { and all of said obligations are mandatory and that no funds are now are available for such
payment and that an emergency exists requiring the appropriation of money for the purposes
aforesaid, therefore,
