ORDINANCES AND RESOLUTIONS.
Attorney Daly makes Statement.
City Attorney W. J. Daly addressed the Council, with reference to a proposed ordi-
nance to be submitted, that at the r equest of Mayor Hirtzler, he had prepared and drafted an
ordinance proposing to levy an utility excise tax upon public utilities operating within the
city and that he had made marginal notes with respect to probable additions or deletions to
or from the ordinance as submitted, for study and consideration by the Council..
Utility Tax Ordinance Submitted.
The proposed ordinance, the title of which is "An Ordinance relating to, and pro-
viding for, a license or occupation tax upon certain businesses, occupations, pursuits and
privileges; defining offenses and providing penalties", was presented and read in full for
the first reading.
In the absence of a motion to take'i.mmediate action, further consideration of the
ordinance goes over to the next regular session.
Emergency Appropriation Ordinance
for Street Maintenance.
In line with the notice from the City Clerk that funds for maintenance of the city
streets, provided by the 1937 budget, had been exhausted, anproposed ordinance to provide
and appropriate funds for the said purpose, which ordinance was entitled "An Ordinance of
the City of Port Townsend making an appropriation for expenditure during the year 1937, for
the City Street Fund and declaring an emergency", was presented and read in full for the
first reading and, in compliance with State law, lays over to the next regular session of
the Council.
Proposed Resolution read.
To acquaint the members of the Council with the proposed source of revenue to fi-
nance the additional expenditure for the Street Department, a resolution which it is propo-
sed to present to the Council after the passage of the emergency ordinance before mentioned,
was informally presented and read.
No further business appearing, it visa moved by Councilman Naughton and seconded by
Councilman that the Council adjourn. Motion declared carried.

Townsend, Washington, met in regular session this
2nd day of November, 1937, at 7:30 o'clock
p.m., in the Council Chambers of
the City Hall,
Mayor H. L. Hirtzler presiding.

It was moved by Councilman Naughton and seconded by Councilman Brown that the said

claims be allowed and that the Mayor and the City Clerk be authorized to issue warrants
upon the proper funds in payment of same. Upon Roll Call vote, all four councilmen pres-
'
ant voted in the affirmative and motion was declared carried.
REPORTS OF OFFICERS.

City Attorney, upon Traffice Situation
at High School,Athletic Field.
City Attorney Daly stated that Councilman Brown had brought to his attention the

practice of numerous motorists who park their cars along the wire fence surrounding the
athlectic field at the school grounds, during contests, in such numbers as to create an an -
warranted traffic hazard, and to the financial loss of those organizations sponsoring these
contests. He reported that the Chief of Police had partially cleared up the situation at

the last contest, receiving much personal verbal abuse by so doing, but that in his opinion,

the police, upon the order of the Mayor, had the power to abate Such situations.
The matter was referred to the Police Committee.
Salary Warrants Issued.
The City Clerk reported that he had issued the regular salary warrants for the
month of October, 1937, under date of November 1st, upon the several funds, as follows:
