It was moved by Councilman Brown and seconded by Councilman Ammeter that the said per-
mits be granted. ',lotion declared carried.
ORDIFANCES AND RESOLUTIONS.
Puget Sound Pilots
\Thar£ Franchise.
The "Puget Sound Pilots" submitted a proposed ordinance granting to them a fran-
chise to construct a small wharf or dock, which ordinance was entitled ,
"An ordinance granting to Puget Sound Pilots, a voluntary association of licensed pi-
lots under Chanter 16, Laws of Ylashington, 1935, their successors and assigns, the right to
construct, maintain, and operate a wharf, pier, or landing place in said City of Port Town-
send," and which proposed ordinance was read in full at this Council meeting and , in ac-
cordance with State Statutes, laid over to the next regular session of the Council.
Special
Election Ordinance.
An ordinance to provide for the holding of a special city election entitled "An
Ordinance of the City of Port Townsend providing for and fixing the time of a special elec-
tion for the qualified voters of the City of Port Townsend to ratify or reject propositions
granting to the City Council of said city authority to levy taxes on the taxable property
of said city in excess of the fifteen :rills now authorized by law", cras now introduced and
read in full for the first reading; date of election, levy in mills and approximate amounts
to be raised being left blank.
Proposition II Stricken:
f It was moved by Councilman Sather and seconded by Councilman
j ;;aughton, that Proposition II of the proposed ordinance be stricken out, and upon roll call
vote, motion cras declared carried.
Library Levy.
It cras moved by Councilman Sather and seconded by Councilman Naughton
that the levy for the Public Library be fixed at 2 mills and so inserted in the ordinance.
Upon roll call vote all five councilmen present voted in the affirmative and motion visa do-
clared carried.
Street Dent, levy proposed.
It visa then moved by Councilman Sather and seconded by
Councilman Brown that Proposition III be made Proposition II ant that the City Street levy
I be fixed and inserted at 4 mills.
',:otion to Table. Lost
It Was moved by Councilman Ammeter and seconded by Councilman Lewis
that the motion be tabled until the next- regular session, in order to ascertain if that larg
a levy would be required. Upon roll call vote, Councilmen Ammeter and Lewis voted in the
affirmative and Councll;.en .:aughton, 3rorn and mother in the negative and motion to table
was declared lost.
4 mill levy carried.
Call was then made for the original question and upon roll call
vote, Councilmen ;laughton, Brown and Sather voted in the affirmative and Councilment Ammeter
and Lewis in the negative. ;lotion declared carried.
Election date set.
It visa moved by Councilman Sather and seconded by Councilman Brown
that the date for the said election be set,for Tuesday, the 14th day of September, 1937.
Upon Roll call vote, Councilmen Naughton, Brown, Sather and Lewis voted in the affirmative
and Councilman ra meter in the negative otion d clared carried

AN ORDINANCE of the City of Port Townsend providing for and firing the tilne of a spec-
ial election for the qualified voters of the City of Port Townsend to ratify or reject prop
ter. '
ositions granting to the City Council of said city authority to levy taxes on the taxable
property of said city in excess of the fifteen mills now authorized by law.
17HEREAS, it now appears to the City Council of the City of Port Townsend, that there
will be insufficient money returned to the City 'Treasurer of said city during the year 1938

thru taxation and otherwise, to provide for and carry out all the functions of city govern-

ment for that year; and
WIIEREAS, under the provisions of Chapter 1,Laws of the State of Pfashington, 1937, (In-

itiAtive Leasure No. 114), cities and towns are granted power to levy tares in excess of
fifteen mills when authorized so to do by the electors of such city or torn; and

';REREAS, it appears to the City Council that an election for that purpose is necessary

various precincts thereof on Tuesday, the 14th day of September, 1937, which day and date
be, and hereby is, fixed as the date upon which said election shall be held and shall be'

Proposition I: Shall the City Council of the City of Port Townsend be authorized to co

reshaping and draining, therefore,

BE IT RESOLVED, by the City Council of the City of Port Townsend that the following

streets of said city, that is to say:
Jefferson Street from Cass Street to Van Buren Street; Jefferson Street from Harrison
Street to Tyler Street; Pierce Street from Washington Street to Van Ness Street; Van Buren
