It was moved by Councilman Lewis and seconded by Councilman Naughton that the said permits be granted. Motion declared carried. COMIiUNICATIONS. U From W. J. Daly, re: Cities Convention. A communication from Attorney W. J. Daly, relative to attendance at the coming Association convention in Bellingham, was presented and read, as follows: i f Port Townsend, Washington, May 4, 1937 Honorable Mayor and City Council, City of Port Townsend, Washington. i� Gentlemen: - May eighteenth and nineteenth, 1937, at Bellingham, Washington, has been fixed as the time and place for the conoentla: of the Association of Washington Cities. From all I can learn on the subject the attendance of representatives from the City of Port Townsend at this convention will be fruitful to the future ddevelopment of the city, and I accordingly submit that your City Clerk, City Water Superintendent, and the undersigne, be instructed to attend such convention as delegates of the City of Port Townsend. I also urge that if possible your Honorable Mayor and other councilmen make arrangements to attend this meeting if convenient. In view of the fact that our present water ordinanceeis rather antiquated, and in view of the further fact that no doubt many water superintendents will be present I feel that the attendance of our water superintendent will be most beneficial. Inasmuch as this convention opens on the date of the next meeting of the City Council I request that the regular meeting of i-fay eighteenth be postponed until I:ay twenty-fifth. I i It was moved by Councilman Naughton and seconded by Councilman Lewis that the date of the next regular meeting be changed from May 18th to May 25th and that the City Clerk, Plater Superintendent and City Attorney be instructed to attend the convention of the Association of Washington Cities to be held in Bellingham on May 18th and 19th, as delegates from this City. Motion declared carried. II 301 Minutes of regular session of May 4/37 continued. Bulletin, Assoc!n of Washington Cities. The City Clerk reported receipt of Report No. 21, Association of Washington Citie and it visa ordered filed for reference. The Clerk further reported receipt from the American Society of Mechanical Engineers, of a copy of the American Standard for Cast -Iron Soil Pipe and Fittings, which has been filed for reference purposes. From Brooks and Waldrop, re: Rubbish. A communication from Brooks & Waldrop, relative to a pile of rubbish, was present ed and read, as follows: Port Townsend, Washington, May 3, 1937 His Worship, the Mayor, City Counsellors. Gentlemen: - Allow us to bring to your attention the apauling unsanitary condition prevail- ing at the back of our store. As you are no doubt aware before we moved in it visa a garage and undoubtedly they just dumped outside in the back any old waste from paper, rags and automobile parts. At the present moment vie would venture to say that as a fire hazard it has no equal, which we have pointed out to the landlord Dr. Kuhn without results. May we request that he be advised through your good selves that same must be cleaned up within so many days or the city will do so and charge him with the expense of removal of same. Yesterday the writer walked up to the top of the hill to the Postoffice and could not but notice that any visitor to the city would at once notice ans see this unsightly condi- tion. The Park Department presented a requisition for, 1 - city model, moto-mower power lawn mower, complete, y 199.21 It was moved by Councilman Naughton and seconded by Councilman Brown that the said requisition be granted. Upon Roll Call vote, Councilmen Lewis, Naughton and Brown voted in the affirmative and Councilman Ammeter in the negative. Motion declared carried. ORDINANCES AND RESOLUTIQJS. Setting up "City Street Fund". Complying with request of the State Department of Highways, that a separate fund be set up for all street activities, to be known as the "City Street Fund", a resolution to comply therewith was prepared by City Attorney W. J. Daly and was presented and read as follows: WHEREAS, in order to standardize the accounting of moneys to be paid to, and disbursed by, incorporated cities in the State of Washington under the provisions of Chapter 167,Laws of the State of Washington, 1937, the Director of Highways has.requested all such cities to establish what shall hereafter be known as "City Street Fund", and, WHEREAS, the City of Port Townsend has been heretofore operating its street department under a regularly budgeted fund known as the "Street and Highway Fund", and, WHEREAS, to accomplish the objectives demanded by said Chapter 187, a change in the name only of such fund will be required, thqrefore, BE IT RESOLVED, by the City Council of the City of Port Townsend that effective May 1, 1937, the fund of such city heretofore known as "street and Highway Fund" be, and the same is hereby abolished, and there is established in lieu thereof, a fund to known as the "City Street Fund", and, BE IT FURTHER RESOLVED, That the budget heretofore adopted for the "Street and Highway Fund" for the year 1937 is and shall be the budget for the "City Street Fund" for that year, and the City Treasurer and City Clerk be, and they are hereby instructed to make appropriate transfers upon the books of their respective offices, and, BE IT FUR'PHER RESOLVED, That in the'numbering of warrants to be drawn against said "Cit Street Fund", the warrants for claims presented and approved for labor performed and mater- ial furnished during the month of April, 1937, shall begin with number 1. Adopted by the City Council of the City of Port Townsend in regular session this 4th day of May, 1937. It was moved by Councilman Brown and seconded by Councilman Lewis that the said reso- lution be adopted. Upon Roll Call vote all four councilmen present voted in the affirma- tion and motion was declared carried. The resolution was thereupon signed by the Mayor and attested by the City Clerk. Resolution to condemn building. A further resolution, to condemn an old building was presented and read, as folows R E S 0 L U T I 0 N. WHEREAS, 1t appears to the City Council of the City of Port Townsend, that the building and structure now located on Lots five (5) and seven (7) in Block Forty-five (45) of the Original Townsite to the City of Port Townsend, is in such a deplorable condition by reason of damage from the elements and deterioration, that it constitutes a public nuisance and is dangerous to the health and well-being of the inhabitants of said city, (continued on next Page) ■
