Plater Department, List of Delinquents. A list of Delinquent water accounts, many of them considered uncollectible, was prepared by the Water Dept. and presented to the Council for their consideration and dispos 1. This list visa not read in full but was referred to the Finance Committee for investigation and report. Main Line Meter Readings. The report of the later Supt., shorting the flour of water through the main line line meters for the period ending Apr. 5th, 1937, was presented, read and ordered filed. Suptts March Report. The report of the Plater Superintendent for the month ending Larch 31st, 1937, was presented, read, and referred to the Plater Committee. REPORTS OF STANDING COMMITTEE. ON Insurance of Street Equipment. Committee to whom was referred the matter of insurance on Street and Highway Equipment, reported in favor of placing insurance on the said equipment, and it was moved by Councilman Lafferty and seconded by Councilmen Brown that the City Clerk be directed to ask for proposals to insure the motorized equipment of the street department to cover fire, public liability and property damage. Motion declared carried. Quincy Street Stairmay. In the matter of the Quincy Street stairs or zigzag, the Street Committee requested and was granted more time to report. Both of the foregoing reports were verbal. BUILDING PERMITS. Applications for building permits were presented, read, and disposed of as follows: From Edw. Quenell, to -wit: Port Townsend, Washington, April 6, 1937 To the Honorable Mayor and City Council, Port Townsend, Washington. Gentlemen: - Permission is requested to put in partitions in the first floor room of my building at 636 Water Street, to change the dame to an apartmenj. Cost is estimated at $125.00 for material. Motion declared carried. Councilman Paul H. Sather arrived at this time and took his seat in the Council 0OM1dUNICATIONS. Re: Yleppner Award. A copy of letter addressed to Roy S. Yleppner, advising that the Joint Board of the Department of Labor and Industries had reversed the ruling of the ®ugor- visor of the Dept. and had classified the claimant as totally disabled and placed him on s monthly pension allowance, was presented and read, and same visa ordered filed. REQUISITIONS. Requisitions for supplies for various departments of the city were presented, read an disposed of, as follows: For the Police Department, to -wit: One Police Court Docket Book; Complaint and Warrant for Arrest Forms For City Clerkrs Department, to -wit: Printed Warrant Forme for: Water Department Fund; Current Expense Fund; Str^et and Highway Fund. For Street and Highway Fund; to -wit: 500 ft. 6" w.w. wood culvert pipe; 200 ft. Bs w.w. wood culvert pipe. It was moved by Councilman Naughton and seconded by Councilman Brown that the said requisitions be granted. Upon Roll Call vote, allfive Councilmen present voted in the affirmative and motion was declared carried. ORDINANCES AND RESOLUTIONS. Union Oil Company Franchise. The Ordinance to grant al,franchise to the Union oil Company to construct a wharf upon and across Front Street, which ordinance has been duly introduced and read in full for the first reading, visa now taken up for further consideration. Amendments: This ordinance having been referred to City Attorney Daly for probable changes, Mr. Daly now read proposed amendments to the ordinance to cover certain matters omitted from the original ordinance, as follows: Amendment 110. 1, to -wit: To insert after Section 1, the following to be known as Section 2: Section 2. If, at any time, the City Qgt}il of the City of Port Townsend deems it advisable to relocate, improve or otherwise ront Street, Union Oil Company of Cali fornia, a California corporation, and its ass gns, shall upon written notice given by said J� City Council of the City of Port Townsend, immediately so remove, change or alter its pipes and pipe lines and other equipment used in connection therewith, so as to conform to such change in said street. The cost of so moving, changing or altering such pipes and pipe lin s will be at the expense of the Union Oil Company of California, a California Corporation, or its assigns. Amendment No. 2, to -exit: That there be added, to be known as Section 7, the following Section 7. That the Union Oil Company of California, a California corporation, and its assigns, shall pay to the City of Port Townsend the sum of Dollars per annum for each and every year during the term of this franchise, sa sum o Dollars to be payable, in advance, on or before the 15th day of April of each year dui ng t e term of this franchise; that in case the said grantee or its assigns shall fail to comply with any or all of the conditions of this ordinance, then and thereupon this franchise shall be- come null and void and all rights and franchise herein granted shall become forfeited. To adopt amendments. It was then moved by Councilman Naughton and seconded by Counci - J man Lafferty that the proposed amendments be adopted as read. Upon Roll Call vote, all fi Councilmen present voted in the affirmative and motion vies declared carried. I Councilman Ammeter arrived at this time and took his seat in the Council Annual Rental. In the matter of the annual rental to be charged, it was moved by Coun- cilman Lafferty and seconded by Councilman Sather that the said rental be fixed at $15.00 per annum. Upon Roll Call vote all six councilmen present voted in the affirmative and motion vras declared carried. Second Reading: The City Clerk then read the ordinance,as amended, in full for the second reading, and it visa moved by Councilman Lafferty and seconded by Councilman Sather that the third reading be by title only. Upon roll call vote, all six councilmen voted in the affirmative and motion visa declared carried. Third Reading and Passage. The Clerk then read the said ordinance by title only for the third reading, whereupon it vras moved by Councilman Lafferty and seconded by Councilman Sather that said ordinance do now pass. Upon Roll Call vote all six councilmen voted in the affirmative and motion visa declared carried, F _ ,_
