Gentleman:- Permission is requested to erect a double garage on the lot adjoining my prop- erty at 1137 Van Ness Street. Cost is estimated at $75.00. Respectfully submitted, From Geo. Welch, to -wit: Port Townsend, Washington, March let, 1937 Honorable Mayor and City Council, Port Townsend, Washington. Gentlemen:-. Permit is hereby respectfully asked to make minor alterations in the front of the premises now occupied by the Olympic Hardware store at a cost' of approximately 0100.00 Respectfully submitted, Geo. Welch. It was moved by Councilman Brown and seconded by Councilman Lafferty that the said permits be granted. Upon a voice vote, motion was declared carried. COMMUNICATIONS. A circular letter distributed by the Association of Washington Cities, being a Memoran dum Prepared by the American Municipal Association, was presented, and because of the lengt of the said circular, it was ordered that it be not read in full but that it be kept filed in the Clerkis office so that it may be conveniently referred to and read by such members of the council as may desire so to do. Special Order. Col. Frazer presents OJDell Claim. It appearing that Lt.-Col. Fraser, who visa present, desired to speak on behalf of Sgt. OrDell in the matter of his claim for damages which had been rejected by the city, unanimous consent of the council was granted Col. Fraser to address the Council at this time. Col. Fraser stated that an investigation showed that the OiDell car was being used in a semi-official duty and was, therefore, within the gurisdiction of the authorities and that in their belief, the city equipment was at fault ':and that the claim was a just one. He.further stated, however, that if the case was re -opened and a thonough investigation mad , the interested parties would accept the findings of the council and would not take the mat- ter to court. Acting Mayor Naughton then referred the matter to the City Council as a whole and to the City Attorney, their findings to be reported back to the Council at the regular ses- sion to be held March 16, 1937. Re -submission of Claim. Col Fraser then handed a communication to the Mayor, which was not read at this session, but which is as follows, to -wit: Fort Worden, Washington, March 2nd, 1937. City Councilmen, Port Townsend, Washington. Gentlemen: - I herewith resubmit my claim for damages against the City of Port Townsend, Washington, in the sum of twenty-four ($g4.75) dollars and seventy-five cents. Said damages done to my car, a Plymouth Sedan, Model of 1935 and driven by my wife, Mrs. O'Dell, who was accompanied by Mrs. Frazer, Mrs. Bonner and Mrs. Fields, all of Fort Worden, was caused, on Fir Street near 0 Street the 19th day of November, 1936,'by a Port Townsend City Truck, driven, from a wooded blind trail, by a Mr. McCullem, then in the employ of the city and in such a manner as to render the accident unavoidable on the part of Mrs. OiDell, the driver of my car. I believe the accident was caused by careless driving on the part of the driver of the city.truck. I believe this claim to be fair and just and I request the City Council to allow the same. John J. O'Dell, Sr. St. Sgt. Hq Btry, 14th C.A. REQUISITIONS. City Hall. A requisition was submitted for the City Hall Department, for, 20 lbs Morcrop lawn fertilizer; 20 lbs peat moss. It was moved by Councilman Lewis and seconded by Councilman Lafferty that the requisi- tion be granted. Motion declared carried. UNFINISHED AND NEW BUSINESS. Withrs Roof Repair Proposal. The Mayor stated that Withra proposal to repair the roof of the City Hall to be now in order, and the same was presented and read, as follows: Port Townsend, Washington, March 2, 1937. For the sum of $125.00. Respectfully, J. With Sheet Metal Works By J. With. It was moved by Councilman Broom and seconded by Councilman Ammeter.that the proposal be accepted, and the repairs authorized. Upon Roll Call motion, all five councilmen present voted in the affirmative and motion was declared carried. Federal Building Water Contract. Proposal forma for supplying the U.S. Federal Building with fresh water for the ensuing fiscal year were submitted, and it was moved by Councilman Lafferty and seconded b Councilman Ammeter that the Mayor be authorized to sign the said proposals, specifying the regular rates as net by ordinance. Motion declared carried. Street Donations. It was stated that A. Benedetto would deed to the city a strip of land for street purposes if certain other conditions were met, but as nothing has been pre- eented to the council, no action could be taken in the matter. Adding Machine Contract. A communication from Alpha Baker, City 'Treasurer, was presented, and read as fol- lows : Port Townsend, Washington, March 2, 1937 The Honorable Mayor and City Council, Port Townsend, Washington. Gentleman: - Will you please renew the service contract on the Burroughs Adding Machine that is here in the '1'reasurerrs office. Thanking you for your kind attention to this matter, I am, Yours very truly, Alpha Baker, City Treasurer. Copy of service contract, in triplicate, was submitted with the communication. It was moved by Councilman Lafferty and seconded by Councilman Brown that the request be granted and that the Mayor be authorized to execute the said contract. Upon Roll Call vote, all five councilmen present voted in the affirmative and motion was declared carried. Discussion Re: Sidewalks. Considerable informal discussion was had relative to the proposed W.P.A. sidewalk project, but no specific matteas were proposed for action by the council. Re: Delinquent L.I.D. Bonds. For the information of the Council, City Attorney Daly brought up the matter of outstanding L.I.D. Bonds, all of which are now in default and practically all of which are now outlawed by Statute of Limitations but which still appear on the city records as an obligation of the respective L.I.D. properties. He stated that he had been informed that all of these outstanding bonds were now being hold by a single interest and that if the holder would surrender these bonds for a nominal sum so that this obe:hingiobligation could be stticken from the records, he would recommend to the council that such action be taken as soon as funds could be made available. The City Clerk also recommended that such ac- tion be taken as it would remove the last of the defaulted obligations from the records of the city from an accounting and reporting standpoint.
