Minutes of Regular Session of Feby 2/37 continued.
City Attorney shall be ex-officio members, and,
BE IT FURTHER RESOLVED that said recreational council shall act in an advisory capaci-
ty in connection with all matters concerAing recreation and shall have power to make recom-
mendations concerning same to the City Council of the City of Port Townsend.
It was moved by Councilman Naughton and seconded by Councilman Lafferty that the said
resolution be adopted provided that it did not financially obligate the city in any manner.
Upon Roll Cell vote, all six councilmen present voted in the affirmative and motion was de-
clared carried.
UNFINISHED AND NEW BUSINESS.
John OtDell Claim Rejected.
In the matter of the damage claim of JoDn O'Dell, which was referred to the City
Attorney and the Chief of Police for investigation and report, Chief of Police Willestoft
submitted the following written report.
Port Townsend, Wash., January 28, 1937
Honorable Mayor and City Council,
Port Townsend, Wash.
Gentlemen: -
I herewith submit a diagram and report of the accident occurring between the City
Truck driven by Mickey McCullem and the private car of O'Dell drived by Mrs. O'Dell.
The accident occurred on November 19, 1936, on the Fort road and 0 Street.From report
given by McCullem and Harrington, the city truck coming from the gravel pit had entered the
intersection and was half way across the fort road, when O'Dell's car approach from the
right. McCullemis intention was to cross the Fort road onto 0 Street, but seeing the OtDel
car approaching and trying to pass in front of city truck, swung to the left in order to a-
void a collision. Mrs. O'Dell passed in front of city truck and doing so scraped and dent-
ed the left door of her car on the fender of city truck. McCullem and Harrington stated
that Mrs. O'Dell was driving with considerable speed.
McCullem reported the accident to me immddiately. Mrs. OtDell reported to the Sher-
iffs office.

It was then moved by Councilman Brown and seconded by Councilman Lafferty that the said
claim (of John OlDell) be rejected. Upon Roll Call vote, all six councilmen present voted
in the. ffirmative and motion was declared carried.
Election of Mayor Pro Tem.
Carried over from the previous session of the Council, because of a tie vote, the
Mayor declared it to be in order to ballot upon the election of a Mayor -Pro Tem, and named
City Attorney Daly as teller.
A tally of the first ballot showed that Councilman Sather had received three votes
and Councilman Naughton had also received three votes. The Mayor declared it no election
and called for a second ballot.
Naughton Elected.
Upon a tally of the second ballot, it was shown that Councilman
Naughton had received five votes and Councilman Sather had received one vote. Mayor Hirtz-
ler thereupon declared that Councilman Peter Houghton had been duly elected as Mayor pro tem

Pursuant to published call for bids, the following oil companies submitted propose:
or bids to furnish the city with gasoline for the ensuing year, which bids were opened and
read, the proposed rates being as follows:

The terms and conditions of the said proposals appearing to be uniform, they are not
recorded in these minutes, but they are hereby referred to and made a part of these minutes
with the same force and effect as though herewith set out in full.
It was thereupon moved by Councilman Naughton and seconded by Councilman De Leo that the
said proposals be accepted and that the delivery of gasoline to the city be divided between
the five companies submitting proposals, for the coming year, upon a pro rate basis.
Upon Roll Call vote, all six councilmen present voted in the affirmative and motion was
(declared carried.
Recess.
Upon motion of Councilman Naughton and seconded by Councilman De Leo, council
ecessed for a few minutes, and re -convened at 9:25 P.M.

PORT TOWNSEND, WASHINGTON, FEBRUARY 16, 1937
The CITY COUNCIL of the City of Port Townsend, Washington, met in regular session this
16th day of February, 1937, at 7:30 o'clock p.m., in the Council Chambers of the City Hall,
Mayor H. L. Hirtzler presiding.
ROLL CALL. Those answering to Roll Call were•Mayor H.L.Hirtzler, City Attorney W.J.Dal ,

and F. G. Lewis'.
MINUTES READ AND APPROVED:'iMinutes of the regular session of Feby 2/37, were read and
approved as read.
BILLS AND CLAIMS.
Wesley Smith, State Examiner.
Claim of Wesley Smith, State Examiner, in the a-
mount of $13.00, for services rendered, was presented and read. It was moved by Councllma
DeLeo and seconded by Councilman Sather that the said claim be allowed and that the Mayor an
the City Clerk be authorized to draw a warrant upon the proper fund in payment of same.
Upon a voice vote the motion was declared carried.
REPORTS OF OFFICERS.
Mayor Appbints City Officers.
Under this head, the Mayor announced the following ap-
pointments:
Chief of Police: Goo. Willestoft; Patrolman: Dave Bartl.
Clerk, Water Office: Mrs. J.,H. Johnson; Fire Chief: J. J. Lafferty.
Street Superintendent: A. D. Swanson.
Memiiers Park Board: Joe Kirkpatrick, Mrs. Emma With and Roy Dale.
It was moved by Councilman Sather and seconded by Councilman Brown that the Park
Board appointments be confirmed. Upon rolleall vote, all five councilmen present voted
in the affirmative and taotion was declared carried.
Attorney asks about Campbell Warrant.
City Attorney Daly reported to the Council that the City treasurer had refused to
honor the warrant issued in the name of T. W. Campbell, for services due him at the time of
his death, when the=saiddwarrant was presented by the widow, Mrs. Campbell. Mr. Daly sug-
gested that the Council recommend that the warrant be paid if presented, duly endorsed by
the surviving spouse of the late Mr. Campbell.
Motion to so recommend.
It was moved by Councilman Ammeter and seconded by Councilman'
Brown that the Council recommend to the City -Treasurer that the said warrant be paid upon
presentation if duly endorsed by Mrs. Campbell, the surviving spouse. Upon voice vote the
motion was declared carried.
Naughton arrives.
Councilman Naughton arrived at this time and took his seat in the
Council.
Water Supt. Report.
The Report of the Water Department for the month of January, 1937, was presented,
read, and referred to the :Pater Committee.
Main Line Meter Readings.
Reports of the Water Department, showing the flow of water through the main line
meters, for the period endingFeby'15, 1937, were presented, read and ordered filed.
REPORTS OF STANDING COMMITTEES.
Traffic Signal.
Councilman Lewis, Chairman of the Fire and Light Committee, stated that he had not
called his committee together int eh matter of the installation of the traffic signal at the
intersection of Taylor and Water Streets, but would do so in the near future. Councilman
De Leo stated that air. Kendall, the contractor, had advised him that he could not do the work
at the contract price if installation of poles was required. The matter was left in the
hands of the committee for further investigation.
Sidewalks.
Councilman Sather, chairman of the Street Committee, reported that a tente
tive plan had been drawn up by the Street Committee, relative to the installation of sidewa7
under the new W. P. A. Set up.
BUILDING PERMITS.
Applications for Building Permits were presented, read and disposed of as follows:
