'Maintenance Letter: That as instructed, he had advised the National Paper Pro( ucts Company, through City Engineer Campany, as follows: Port Townsend, Washington, September 16, 1936. Mr. T. W. Campbell, City hater Supt• and ex-officio City Eng., Port Townsend, ';rash. Dear Sir: - In relation to the latter from the National Paper Products Company, addressed to you (and referred by you to the City Council), with reference to the condition of the tunnel at the city lake and of the pipe line at Snow Creek, please be advised that the Cit' Council, at the regular session held last evening, by unanimous vote -passed a motion 9that the National Paper Products Company be informed that the Council considers the proposed Wo to be regular maintenance; that the Paper Company fully accepted the line "as is" when it took over the maintenance of the pipe line and that under the terms and provisions of the lease, the proposed work is considered an obligation of the Company." That he had addressed letters to Leon Olberg, Electric Signal Corporation, and the General Electric Company, requesting proposals on traffic sig- nals, installed. City Engineer Campbell Reported as follows: Re: Offset claimed by Walsh: That he cannot find an offset in the street at Tyler and Taft Streets as claimed by F. %7.-Walsh. Re: hater used by Drake and Coffelt. That in the matter of crater used by E. F. Drake and Thos. Coffelt for building purposes, charges for same had been taken care of. Nappco Notified. Reporting Verbally, Councilman Sather stated that he had not had an opportunity investigate the application of Lillian and George Welch for a street vacation and requested more time, which was granted. Daly, addressed to the Honorable Layer and City.Council, visa presented, and read, as follows: Port Townsend, Washington, October 5th, 1936. Honorable Mayor and City Council, Port Townsend, Washington. Gentlemen: - On Saturday, September 26th, pursuant to request, I discussed with Mr. John P. Lycette, attorney for the Woodmen of the '.Yorld, the matter of refunding the let issue of general obligation bonds of the City of Port 'Tovrnsend, now in default. ;.r. Lycette assures me that within the very near future that he will have a plan to submit to the city council concerning the liquidation of this issue for either ratifica- tion or rejection. The plan embraces the purchasing by the three principalcholdors of the four or fi individual bonds hold deparately. Iie stated t4� these isolated holders are difficult to deal with in view of the fact that each hnvaran abiding faith in the stability and integrit of the past and present members of the city council of the City of Port Townsend that all a loath to let their individual bonds go for loss than a premium. Until something definite is worked out, I reconm±end that you follow the past reco' medations of Mir. Christian, our City Clerk, and proceed to an extension of an annual levy that will retire all outstanding bonds and interest within a definite period of time. I am reluctant to advise the city council to enter into any sort of an exchange agreement with interest at 5;rp until after the November, 1936 election decrees whether or not the present 40-mill initiative passes or not in its present form.
