Lleoting visa hold in the Council Chambers of the City Hall at 7:30 P.bl. ROLL CALL. Upon Roll Call there were present City Clerk 0. P. Christian, Councilmen 17, S. Lafferty, rlm. Lammers Sr., Paul H. Sather, 11. L. Hirtzler, 'longy. De Leo and Peter Naughton, Councilman Lammers, 1uayor pro tom presiding in the absence of mayor Bangerter. BUDGET HEARING. City Clark Christian informed the Council that the Mayor had returned the prelimi- nary budget estimates, with few changes and that publication of a notice of the official meeting of the Council for consideration and adoption of the budget had been duly made in accordance with State Laws, Councilman Lammers, mayor pro tem, then announced that consideration of the budget for 1937 visa in order and that it would now be taken up. It was agreed, without vote, that all items changed by unanimous consent, should all be included in one motion at the conclusion of the hearing. The Budget was then considered item by item and the following changes were made without' division: The item of Alterations and Repairs to the City Garage Building visa taken from the Stre t and Highway Budget and placed in the Current Expense Budget. The item "Salaries, two Fire 'Truck Drivers" visa reduced from y3000.00 to $2400.00. Under Health Department, the item of"Salary, Health Officer" visa reduced from v"200.00 to $150.00, and the item "Supplies and ;iscl." was reduced from $50.00 to $10.00. Under Sevier Dept., the sum of $55.00 was inserted for salary of Street Supt., the Stree and Highvray budget being reduced in like amount. Under "Street Lighting" the items were adjusted by transferring $100.00 from Contract Street Lighting to the item of Traffic Signals, there being no change in the total amount. A recapitulation of totals of ill items in the Current- Expense budget then showed a to- tal of S,r16,576.00, a reduction of $385.00 from preliminary estimates submitted by officers and employees. Under "Estimated Receipts", it was unan5icously agreed to increase the item "Liquor Act Revenues from State, to $648.10, which amount balanced the budget. Recess: After a short consideration of the 'plater Department Budget, it vias moved by Coun- cilman Naughton and seconded by Councilman Do Leo that the Council recess for five or ten minutes. ;Motion declared carried{' Reconvened and Roll Call. Council reconvened at 9:45 P.I,;., and upon roll call all of- ficers and councilmen were present except Mayor Bangerter and Councilman mcGee. Changes in `.later Budget. It visa moved by Councilman Naughton and seconded by Councilman De Leo that the item "Salary '.later Supt. and ex-officio City Engineer" be reduced to $2100.00; that the item, "Salary Repair Llanx'be reduced to j1200.00, and that the item "wages, Labor" be reduced to u790.00. Upon Roll Call vote, all six Councilmen present voted in the affirmative and mo- tion was declared carried. It was nnaninuosly agreed that the item of "Sale of "later, City of Port Townsend" should be increased from y37,500.0o to $38,000.00, which balances the '.later Dept. Budget. Changes in Park Budget. In adjusting the Park Budget, it was moved by Councilman Naughton and seconded by Councilman Lafferty, that the Salary of the caretaker be fixed at w780.00, and for supplies and iizel. at w463.57. Upon Roll Ball vote, all six councilmen present voted in the af- firmative and motion was declared parried. This change balances the Park Bud;, -et. I;a Change in Library Budget. No changes were made in the Library Budget, the budget being in balance and estimated expenditures well xithin ectimated receipts. Changes in Street and ilig wray Budget. Inasmuch as receipts from State from Gasoline tares for the coming year are an un- known quantity, it became necessary to adjust the Street and Highway budget accordingly, as estimated expenditures exceeded estimated receipts by approximately ••"$5000.00. Upon the ad- vice of City Attorney Daly, the items vrere separated into the Official Budget and a contin- gent budget; the contingent budget to include such items as the expenditures would be conti - gent upon receipt of further appropriations and allocations by the 1937 Legislature from gasoline taxes or other state sources. r .rq r J '4 r+ c .j f • r. n i t h' n• 231. i Minutes of Statutory. In the matter of salaries, the iidlary':of!the:Street Supt. vise fixed it'l$12C•i5.00, for ll sntho - one-half month salary being payable from the Sourer Dept. budget. 'Pho salary of the ruck driver was fixed at y1200.00, both changes being made by unanimous consent. Items Deleted and Reduced, Street and Highway Fund. It visa moved by Councilman iirtzler and seconded by Councilman Naughton that oeti- ngtod receipts be increased by adding an item of y300.00 from Truck License Fees. Upon loll vote, Councilmen Lafferty, Lammers, Hirtzler and Naughton voted in the affirmative and ;ouncilmon Sather and DoLoo in the negative. motion declared carried. It was then moved by Oouncilman Hirtzler and seconded by Councilman Naughton that Lho following items be reduced or deleted in the respective amounts, to -wit: Vlagos, Labor, reduced in the amount of 1')500.00; material and supplies reduced in the amount of j500.00, Ind,'thdt tho^.items;".Road Oil in the amount of r1000.00, and "flow Dump Truck" in the amount of $2500.00 be atrickon from the official budget; further, that a "Contingent Budget"for the 'tract and Iighway fund be set up, expendituros to be contingent upon receiving additional ,rants or allocations from State Funds for 1937, the items to be as follows: Operation and maintenance: Wagon, Labor U 50y per hr. .......................... $ 500.00 Material and Supplies ............................... 500.00 Road Oil ............................................. 1000.00 $ 2000.00 Capital Outlay: Novi Dump Truck ...................................... 2500.00 2500.00 Total, Contingent Budget ............... 4500.00 Upon Roll Call vote, all six councilmen present voted in the affirmative and motion was declared carried. The rogular or official budget for the Street and Highviay Dept. was balanced at $5800.00 Bond Rodemption - lljt Issue Bonds.' In the matter of a levy for redemption of bonds, let Issue of Bonds, it was agreed that the amount should be reduced to $3000.00, and the tax levy to 3:00 mills. No other changes were proposed or made. Changes Adopted. It was then moved by Councilman Lafferty and seconded by Councilman Sather that all revisions made by unanimous consent be novi ratified and adopted. Upon Roll Call vote, all six councilmen present voted in the affirmative and motion was declared carried. Budget Adopted and Ordinances Ordered. It was moved by Councilman Iirtzler and seconded by Councilman Naughton that the budget, as revised, be adopted and that the City Attorney be directed to prepare the necos- nary ordinances to confirm the same and present name to the council at the next regular sea- sion. Upon Roll Call vote all six councilmen present voted in the affirmative and motion was declared carried. Adjournment.
