Hadlock-Irondale Petition.
In the matter of the petition of residents of Iladlock and Irondale, relative to
water pipe line, which was referred to the Water Committee, COnmteilman Lammers, chairman of
the said Committee, reported that it would require more time to make a full investigation.
Coyne Surplus Pipe to be Purchased.
In the matter of the offer of Jas. I1. Coyne to sell certain surplus pipe to the

Re: City of Port Townsend Plater Line.
Dear Sir: -
We have gone over with our Mr. Simpson and Mr. Baker the condition of the City of
Port Tovrnsend pipe line where it crosses snow creek, and also the condition of the pipe tun-
nelbetween the shaft at the oity-'lake and the screen chamber.
We believe that the only way that the pipe line can be adequately protected where
Snow Creek crosses it(the pipe line is now a xposed and must be protected before the high
stater season), is to install a substantial bulkhead on either bank of the stream and a short
distance belowthe pipe construct a dyke across the be of the stream, behind which sufficien
gravel and sand can be placed so that the pipe is cov8red,'entirely at all times. Mir.
Harry
Cotton of the Olympic Pile Driving Company has given an estimate of $1,618.00 for doing this
work. A copy of this proposal is attached hereto.
'llith reference to the second item of the tunnel at city lake. rle believe that th
part of the tunnel which is now timbered, is in such condition that the roof of the tunnel i
liable to fall in unless this is immediately re -timbered with proper and substantial timber.
Both of these jobs vie consider to be extraordinary jobs and not in line with work
that National Paper Products Company is called upon to do under lease of pipe line of the
City of Port Townsend, and therefore we are bringing this to your attention so that it will
receive early consideration from you. 'The work must be done and quite soon, therefore, vie
would approciate your acknovrledgment of this letter and just what it is proposed to do at
bath of those points.

Proposal of Olympic Pile Driving Company attached, as mentioned in foregoing letter.
In the discussion which followed, City Attorney Daly stated that receipt of letter
had been acknowledged and that it would be placed before the Council. Upon inquiry, City
Attorney Daly stated that in his opinion, the city is no longer liable for this maintenance.
The matter was then referred to the Council as a whole and to the City Attorney and
the City Engineer.
Bartholet lie: City Lake Filings.
The City Clerk reported roceipt,ofrom the Supervisor of Hydraulics, of certain fora
relating to water rights for City Lake, to be filled out and filed with the Department at
Olympia. Relative to the above, the City Clerk presented and read a copy of a letter dtc
Feby 19, 1929, showing that reports were filed with the Department at Olympia, covering the
same ground as the reports now requested by the Department.
Fees for Permits, etc.
The City Clerk stated, however, that inasmuch as the said forms

do not appear of record in Olympia, it would be necessary to again file these reports and
that certain fees would be necessary for filing and recording same.
Fees Alloyed.
It was then moved by Councilman Hirtzler and seconded by Councilman :;
Naughton that the required foes be paid, if it was found that said fees have not been paid.
Motion declared carried.
APPLICATIONS FOR BUILDING PERMITS.
Applications for Building Permits were presented, read, and disposed of, as follows:
