The CITY COUNCIL of the City of Port Townsend, Washington, met in regular session this 18th day of August, 1936, at 8 O'clock p.m., in the Council Chambers of the City Hall, Coun oilman 111m. Lammers, Mayor pro tom presiding until the arrival of Mayor Bangerter. ROLL CALL. Upon Roll Call, there were found to be present, Oity Attorney 17. J. Daly, City Clerk C. F. Christian, and Councilmen Sam McGee, W. S. Lafferty, ft. Lammers Sr., and H. L. Hirtzler; Mayor Bangerter and Councilmen De Leo and Naughton arriving later in the session. MINUTES APPROVED. The minutes of the regular session of August 4, 1936, were read and approved as read. Officers Arrive. Mayor George Bangerter and Councilmen De Leo and Naughton arrived du• ring the reading of the minutes and took their respective places in the council. REPORTS OF OFFICERS. Clerk Notified Col Mitchell and Union Oil Company. The City Clark reported that pursuant to the instructions of the City Council, h, had notified Col. Mitchell of Fort Worden of the action taken by the Council in relation t, an increased water supply for Fort Worden; also that he had returned tbnthe Union Oil Co., their proposed franchise ordinance with the request that they take up the matter with City Attorney Daly. Treasurer's July Report. The report of the City 'reasurer for the month of July, 1936, was presented, lead and rederred to the Finance Committee. Water Supt. July Vep�rt. The report of the Water Supt. for the month ending July 31, 1936, was presented, read, and referred to the Water Committee. Wain Line Meters. The report of the Water Supt., showing the flow of water through the main line meters for the period ending August 3rd, 1936, was presented, read and ordered filed. Traffic Light. The City Clerk reported that he had received quotations on several types of trai fin signal lights but had no opportunity to refer them to the chairman of the Fire and light committee. COM1XI NICATIONS. A communication from the Washington Surveying and Rating Bureau, enclosing four copies of a supplementary report on the fire defenses of Port Townsend, recently issued by the above named Company, was presented and read, and same was ordered filed. Institute of Government. Several circular letters from the Association of Washington Cities, containing information on several subjects and particularly to the Institute of Government to be held on the University of 71ashington campus on August 24th and 25th were submitted to the Coun- cil and portions thereof were read. It was strongly urged that members of the Council a city officials attend these sessions as matters of interest to municipalities would be dis- cussed at length. It Was ordered that these letters be filed for reference. Acceptance of Franchise. An "Acceptance of Franchisee executed by the Standard Oil Company of California, accepting the franchise to operate and :paintain a wharf or dock on Harrison, eras submitted by their Attorneys, Battle, Hulbert, Helsell & Bettina, and presented and read. It was ordered that the said Acceptance be filed with the ordinance. Hadlock-Irondale Water Petition. A petition signed by residents of the Hadlock-Irondale area, relative to water service, and signed by George Shold, at al., and submitted with letter attached, was pre- sented,and read, the letter being as follows: Honorable Mayor and City Council, Port Townsend, Wash. Gentlemen: - Attached hereto is petition signed by sixty-four water patrons of the City of Port 'Townsend Water System, residing in the Irondale-Hadlock area. The purpose of submitting this petition being a request to recondition the distributio: lines service this area, in order to furnish such patrons with a maximum amount of water na available thru the mainline recently completed. For many years past and up to and including the present time a limited supply of water 11 217 Minutes of regular session of Aug. 18/36 continued. has been available for this district altho patrons have been forced to pay Tiater rates out of proportion to the amount of water delivered and consumed. We believe that, in as muc] as the present distribution lines prohibits patrons from receiving the maximum amount of water that can be delivered thru the mainline, and for which such patrons are obliged to pay, that memedial action toward the rebuilding of the distribution lines should be a mmt- ter for early consideration. The aforsaid petition is as follows: We, the undersigned residents and water users of the Irondale-Hadlock area, being sup-; plied with water thru the City of Port Townsend Plater System, respectfully petition and urg the immediate reconditioning of said systems distribution lines, in the above mentioned area, in order to furnish patrons the maximum amount of, water now available. -- -� ---------------------- Lbtolyn Li. George Shold, one of the petitioners,being present was accorded the courtesy of addres - ing the Council and supplemented the plea of the petition for better water service. BUILDING PERMITS. " Applications for Building Permits were presented, read, and disposed of as follows: From C. L. Reed, to -wit: Port Townsend, Washington, Aug. 14, 1936. To the Honorable Mayor and City Council, Port Townsend, Wash.
