From Goo. Welch, re: Insurance.
A communication from Geo. Welch, relative to Truck
Insurance, was presented, and read, as follows:

This is to advise you of the maturity on July 24th of insurance covering 1933
Ford Pickup. $$10,000 and $20,000 Public Liability, $400.00 Fire and Theft:

DeLeo Report on Traffic Light.
Upon inquiry of Councilman Sather, Councilman De Leo, Chairman of the Fire & Light
Committee, reported that he had received catalogue and information from the Westinghouse
Company to the effect that the tustallation of a standard traffic signal and bell would
cost approximately $150.00.
REQUISITIONS.
For Water Dept.
The Water Department presented a requisition for ,
15 gallons of motor oil, and 500 sheets legal size typing paper.
It was moved by Councilman Hirtzler and seconded by Councilman Sather that the said
requisition be granted. Motion declared Parried.
ORDINANCES.
An ordinance to provide for the holding of a special election to vote on the question
of extra millage for 1937 taxes and entitled An ordinance of the City of Port Townsend
providing for and fixing the time of a special election for the qualified voters of the
City of Port Townsend to ratify or reject propositions granting to the City Council of said
city authority to levy taxes on the taxable property of said city in excess of the fifteen
mills now authorized by law," was presented and read in full for the first reading. The
proposed ordinance was then laid over to the next regular session to enable the council to
study the matter and decide on the amount of additional revenue that may be required, if a ,
to properly conduct the business of the city for the coming year.

WATER RIGHTS AND PERMITS.

The following is a copy of a letter, addressed to the Mayor, from Chas. J. Bartho
let, State Supervisor of Hydraulics, relative to water rights, to -wit:
Olympia, Washington, July loth, 1936.
mayor of City of Port Townsend,
Port Townsend, Washington.
Dear Sir:- Will you kindly advise us whether your City has any plane for using the waters
of the Little Quilcene river. We have an application in our files for appropriation of
30 c.f.c. of water from this source, to be diverted 111100 ft North of SE corner of Sec.32,
Township 28 N., Range 2 17.71.M. between sections 32 and 82" and an application for the cons-
trucj:ion of a reservoir and storage of 3,000 acre-feet of the waters of Little and Big Quil
cane Rivers in Lords Lake. These were to be used for manufacturing, municipal and domes-
tic supply.
If the City is still interested in these projects we should like to know what pla :
you have. If you are not interested, please let us know so that we may cancel the appli-
cations and clear our records.

To protect Plater Rights.
It was moved by Cpuncil.man Hirtzler and seconded by Councilman Sather that the
City Engineer, City Attorney, and City Clerk be empowered to investigate and take such step.
to keep perfected whatever water rights the City of Port Townsend may have 6n both the Big
and Little Quilcene rivers, Lords Lake and the Snow Creek system. Upon a voice vote, mo-
tion was declared carried.
To purchase Traffic Signal -
Again bringing up the matter of a traffic signal, it was moved by Councilman Sa-
ther and seconded by Councilman Hirtzler that the Chairman of the Fire and Light Committee
and the City Clerk be authorized to purchase and have installed a traffic signal at the
intersection of Water and 'Taylor Streets and to make such terms of purchase as the company
furnishing said equipment will grant. Upon Roll Call vote, all six councilmen present
voted in the affirmative and motion was declared.
Col. Mitchell on Water Rates.
Colonel Mitchell of Fort Worden addressed the Council
relative to supply and rates for water for Fort Worden and the matter visa referred to the
Plater Committee.
ADJOURNMENT. Upon motion of Councilman Hirtzler, seconded by Councilman Sather, the
