Gentlemen:- Relative to your request for verification of your claim against the City of
Port Townsend (covered by Ordinance No. 1022), I can advise that the said ordinance is
still in full force and effect.
As to the estimated settlement, the writer is not in any way authorized to
make a statement but it is a recognized fact that date of settlement will depend entirely
upon industrial conditions of the future. A material increase in population may enable th
city to meet this obligation before final bond retirement.

A communication from William Daniel, relative to city garbage ordinance, was presented

Gentlemen:
Subject: Garbage.
I desire to submit to the Council that the following changes be made in the present
"Garbage" ordinance:
Rates: 10¢ per week, compulsory or optional.
Collections: Three times a week in down -town district and twice weekly in residence
district.
Dump: Burning of dump twice monthly and keeping dump clean.

It was ruled that the said communication contained nothing for the council to act up-
on and that the letter be filed.
Association of Washington Cities Circular Letters.
Circular Letters from the Association of Washington Cities were presented but not
read in full; the main point in one letter being notification that outing to the lack of fur
ther support from the Spelman fund, association dues must be raised approximately 60 per
cent, the new fee for the City of Port Townsend to be $40.00 per year.
The other circular contained information relative to the new PWA set-up for the
Federal Fiscal year beginning July lst.
It was ordered that the said letters be filed for handy future reference.
State Examination Budget.
A letter from the State Auditor's office, Division of Municipal Corporations, re-
questing that the sum of $250.00 for examination of the General Accounts of the city for
the year 1937 be included in the 1937 budget visa presented and read and it visa ordered that
that the same be filed with budget estimates for the said year.
Livers Bid to Purchase 'truck.
A communication from 71. A. Layers, submitting an offer to purchase truck belonging
to the city, was presented and read, as follows:

To the Ionorable mayor and City Council,

Gentlemen:
I hereby make an offer of the sum of $5.00 for the old gravel truck now stored
in the City garage.

It was moved by Councilman Sather and seconded by Councilman Hirtzler that the said
offer be accepted and that the receipt of money be credited to the Street and Highway Fund,
Upon roll call vote, all five councilmen present voted in the affirmative and motion was
declared carried.
REQUISITIONS.
Requisitions for supplies were presented, read and disposed of, as follows:

It was moved by Councilman Hirtzler and seconded by Councilman Sather that the said
requisitions be granted. Motion declared carried. .
ORDINANCES AND RESOLUTIONS.
Standard Oil Co. Franchise Ordinance.
The following letters relative to proposal of the Standard Oil Company for .a new
Wharf and pipe line Franchise Ordinance, were introduced and read, as follows:

Port Townsend, Washington.
Gentlemen:
I inclose herewith copy of a communication and a copy of a proposed ordinance
affecting the Standard Oil Company insofar as its franchise rights are concerned, to oper-
ate pipe lines on Harrison Street in the City of Port Townsend and for a wharf.
The pipe line franchise has expired; the wharf franchise has some six years to
run, but the Company felt that the pipe line franchise and the wharf should be included in
one ordinance.
The language embodied in the ordinance is in customary form. You will note that
the Standard Oil agrees to pay the cost of publishing the ordinance. From a legal point of
view I have no objection:

Ordinance of City of Port Townsend.
Dear Sir: -
We are enclosing herewith the original and three copies of the proposed ordinance
which we had discussed with you. The changes are made in accordance with our conversation
in regard to same. We believe that you will find the proposed form herewith submitted in
good order. Vie have made one or two minor changes, particularly at the end of Section 1
of the proposed ordinance, which we believe you will agree is proper.
Our client will of course pay for the cost of publishing this ordinance, as re-
quired by law. If you will kindly have the official newspaper in Port Townsend, in which
the ordinance may be ptrblished, forward to this office a statement of the publication fees,
we will see that the same is properly paid.
We would appreciat6uYour presenting this to the City Council at its meeting on
July 7, and advising us as to the Council thereafter.

Ordinance presented and read.
Said proposed ordinance which is entitled "An Ordinance granting to Standard Oil
Company, a Delaware corporation, and its assigns, the right to construct, maintain and op-
erate pipe lines on certain streets in the City of Port Townsend, Washington, and granting
to Standard oil Company of California, a Delaware corporation, and its assigns, the right
to operate and maintain a wharf at the terminus of Harrison Street, in the City of Port
Townsend, and to charge and collect tolls for the use of the same, and repealing Ordinance
No. 1017 passed by the City Council April 19, 1932, approved by the Mayor April 22, 1932,

was next presented and read in full for the first reading, and, in accordance with Statutes
of the State of Washington, laid over to the next regular meeting of the Council.
Council recesses.
It was moved by Councilman Lafferty and seconded by Councilman Hirtz
ler that the Council recess for 15 minutes. Motion carried and recess declared.
Council reconvenes, and Roll Call.
The Council re -convened at 9:45 P.M., and upon roll
call the following answered present: City Attorney 1V. J. Daly, City Clerk C. F. Christian,

UNFINISHED AND NEW BUSINESS.
Concrete Sidewalk Estimate for Adams Street.
It was moved by Councilman Sather and seconded by Councilman Hirtzler that the
City Engineer be instructed to make an estimate of the cost of constructing ooncrete side-
walks on Adams Street between Water and Washington Streets and to apportion costs to each
property abutting on Adams Street in the said block. Motion declared carried.
