M 194 MINUTES OF REGULAR SESSION OF C JUNE PORT TOWNSEND, WASHINGTON, TUNE 16, 1936 The CITY COUNCIL of the City of Port Townsend, Washington, met in regular session this 16th day of June, 1936, at 8 oiclock P.M., in the Council Chambers of the City Hall, Counci man Wm. Lammers, Mayor pro tem. presiding in the absence of Mayor Bangerter. ROLL CALL. Upon Roll Call there were present City Clerk C. F. Christian, and Councilmen W. S. Lafferty, Wm. Lammers Sr., H. L. Hirtzler, Sam Me Gee and Peter Naughton. REPORTS OF OEFICERS. Treasurerts Report. The report of the City Treasurer for the month of May, 1936, was presented, read and referred to the Finance Committee. Water Superintendent's Report. The report of the 'later Superintendent for the month ending May 31, 1936, was presented, read and referred to the Water Committee. Main Line Meter Readings. The report of the Water Superintendent, showing the flow of water through the main line meters for the period ending June 15th, was presented, boad and ordered filed. REPORTS OB STANDING COMMITTEES. Hooker Water Supply. Councilman Lammers, in a verbal report, stated that he had met "r. Hooker of Irondale since the last council meeting, who advised that he was now getting an adequate supply of water, due, he believed, to the fact that other patrons were not usin water for sprinkling. California Addition Project. Some discussion was had relative to prospective consu- mers on a proposed extension of water mains in the California Addition, which brought out nothing new in the matter, the situation appearing to -be that six to eight new patrons migh be added to the water system if these new mains were installed. BUILDING PERMITS. Applications for Building Permits were presented, read, and disposed of as follows: From J. With, to -wit: To the Honorable Mayor and City Council, Port Townsend, Plash., June 10, 1936 Port Townsend, Wash. Gentlemen: Permission is requested to alter the front of my building at 631 Water Street (Replace wood construction with metal), at an estimated cost of $100000. Respectfully submitted, J. With. From P. H. Peterson, to -wit: To the Honorable Mayor and City Council, Port Townsend; Wash., June 12, 1936 Port Townsend, Wash. Gentlemen: Permission is requested to erect a frame dwelling house on Lots 1 and 3, Block T, Kuhn'd Ranch Addition. Cost is estimated at $1000.00. Respectfully submitted, P. H. Peterson. From Mrs. henry Neumann, to -wit. To the Honoravle Mayor and City Council, Port Townsend, Wash., June 12, 1936 Port Townsend, Wash. Gentlemen: Permission is requested to make general repairs to the dwelling house at 1144 Blaine Street, at an estimated cost of $50.00. naspectfully submitted, Mrs. Henry Neumann By P. 11. Gentlemen: Permission is requested to erect a combination garage and storage shed on the rear of the premises at 120E Water Street, to replace several small sheds. Cost is estima at $75.00 for material. Respectfully submitted, 'tl. R. Capriotti. It was moved by Councilman Hirtzler and seconded by Councilman Naughton that the said permits be granted. Kunz, asking for permit to wreck building was proseixted :nd read, as follows: Port Townsend, Wash., Juno 13, 1936. Po the Honorable Mayor and City Council, Port Townsend, Wash. ;entlemen: Permission is requested to tear doom the building ]mown as "the slaughter houai juilding, situate on Water Street, corner of Pierce Street. All good lumber will be removes ind the debris will be burned or otherwise disposed of in accordanew with the ordinances of the city. Respectfully submitted, John Joseph Kunz It was moved by Councilman Hirtzler and seconded by Councilman Naughton that the permi be granted, subject to a deposit of $10.00 to insure disposal of debris. Motion declared carried. REQUISITIONS. For City Treasurer. The City 'Treasurer submitted a requisition for the following sup- plies: 2 - Letter Transfer Fdlea, $9:30; 50 Letter File Folders, $0.75. It was moved by Councilman Naughton and seconded by Councilman Lafferty that the said requisition be granted. Motion declared carried. ORDINANCES AND RESOLUTIONS. Eisenbeis Wharf Franchise. The proposed ordinance, presented by F. W. Eisenbeis, for a franchise to construct - a wharf on Adams Street, introduced and read for the first reading at the regular session of May 19th, 1936, and further action. on same -postponed from time to time because less than five councilmen were present at the aagnlar;!meeting of June 2nd; was now taken up for furthe consideration. By agreement, the ordinance was re -read by sections for possible amendment and upon reading Section 1, it was.moved by Councilman Naughton and seconded by Councilman Lafferty that the said section be amended by changing the initial point in the description to com- mence at, approximately, the bulk -head on Adams Street, south of Water Street instead of at the south line of Water Street. Upon Roll Call vote, all five councilmen present voted in the affirmative and motion was declared carriled. Rental clause added. 1.It was moved by Councilman Lafferty and seconded by Councilman Naughton that a clause or section be added requiring that a rental charge of $50.00 per year be paid for the privilege granted. Upon Roll Call vote, all five councilmen present voted in the affirmative and motion was declared carried. Sections 2 to 6, inclusive were passed without amendment but upon the reading of Sec- tion 7, it was moved by Councilman Hirtzler and seconded by Councilman Lafferty that Section 7 be amended by changing the period or term of the franchise from 20 years to 10 years. Upon Roll Call vote, all five councilmen present voted in the affirmative and motion was declared carried. Further Readings. It was moved by Councilman Hirtzler and seconded by Councilman Lafferty, that the first reading of the ordinance, as amended, be considmred the second reading and that the third reading be by title only. Upon Roll Call vote, all five coun- cilmen present voted in the affirmative and motion was declared carried. 3rd Reading and Passage_. The City Clerk then read the said .ordinance by title only for the 3rd reading, whereupon it was moved by Councilman Naughton and seconded by Councilman Lafferty that said ordinance do now pass. Upon Roll Call vote, all five councilmen pres- ent voted in favor thereof and motion was declared carried. Copy of Ordinance. Tho following is a full, true and correct copy of said ordinance as passed by the City Council June 16, 1936 and approved by the Mayor June 17, 1936, to -wit: ORDINANCE NO. 1065.' An Ordinance authorizing F. V1. Eisenbeis, his successors and assigns, to construct and maintain a wharf at the foot or southerly end of Adams Street in the City of Port Townsend. THE CITY COUNCIL OF THE CITY OF PORT TOVINSEND DO ORDAIN AS FOLLOWS: Section 1. That F. w. Eisenbeis, his successors and assigns, be, and are hereby author= ized to construct and maintain a wharf in the City of Port Townsend, at the foot or eoutherl end of Adams Street, commencing at; a point on Adams Street at the present bulkhead on the waterfront, approximately 54 feet southerly from the south line of Water Street and across Front Street to a pwhich wharfint on tshallsbedbay sixteenere (16)here feetsinll be at width, thatst ton feet (10) of is to say; sixteen water low tide, (16) feet in width West from the East line of Adams Street. Section 2. That the said F. V1. Eisenbeis, his successors and assigns, are also hereby authorized to construct and maintain at the southerly end of said wharf an addition, or ad- ditons. in the form of an (L) or (T) not exceeding one hundred (100) feet square, upon which W.
