The CITY COUNCIL of the City of Port Townsend, Washington, met in regular session this 28th day of April, 1936, at 7:30 orclock P.114., in the Council Chambers of the City Hall, Mayor Goo. Bangerter presiding. ROLL CALL. Upon Roll Call, those answering present were Mayor Geo. Bangerter, City Attorney ^J. J. Daly, City Clerk C. F. Christian, and Councilmen Tony DeLeo, IN. S. Lafferty, Wm. Lammers Sr. and H. L. Hirtzler; Councilman Sather arriving later in the session. MINUTES OF APR. 21-24/36 APPROVED. The Minutes of the Regular Session of April 21-24, 1906 were rend and approved as read. REPORTS OF OFFICERS. City Attorney, on Unlicensed Dogs: City Attorney Daly reported that numerous complain had been lodged because of the number of unlicensed dogs running at large. and that in this respect the city had degenerated into a siwrash village, He requested that his remarks be Incorporated in the minutes of this meeting. Also, that some dogs are reported to be vi- cious and that he wants this made a matter of record so that he will be in the clear if some child is bitten by one of these unlicensed dogs running at large, and suit is brought agains the city. Discussion: An extended discussion followed relative to the enforcement of the dog license ordinance, the funds available for impounding and other allied items, and the matter was disposed of at this time by the statement of the Mayor hhat he would discuss the matter with the Chief of Police and make a report to the Council at the next regular session. BUILDING PERMITS: Applications for Building Permits were presented, read, and disposed of as follaxs: From C. D. Slow Jr., to -wit: Port Townsend, Washington, April 23, 1936 To the Honorable Mayor and City Council, Port Townsend, Wash. Gentlemen: Permission is requested to build an addition to my dwelling house situate on Lot 5, Block 15, i+,t. View Addition. Coat is estimated at $350.00. Respectfully submitted, C. D. Slow Jr. From David R. Swartz, to -wit: Port Townsend, "'I'ashington, April 27, 1936. To the Honorable Mayor and City Council, port Townsend, Wash. Gentlemen: Permission is requested to erect four 3-room frame cottages on my property in Block 6 of Pettygrove park Addition* and to remodel and rebuild a garage into a dwelling hous Cost is estimated at $1,000.00 for the complete job. Respectfully submitted, David R. Swartz. It was moved by Councilman Hirtzler and seconded by Councilman Lammers that the said permits be granted. Motion declared carried. UNFINISHED AND NEW BUSINESS: Coyne sub -proposal to construct Irondale+:Hadlock line: YJith reference to the adoption, by the Council, of the Chimacum-Port Ludlow high- way route for the location of the Had look- Irondale water main, City Engineer Campbell nresen ted a copy of his written request to Contractor Jas. H. Coyne for a supplemental proposal. to construct the line on the adopted route, together with Coyners proposal to do the said work, all of which is herewith set forth as follows: "REQUEST FOR PROPOSAL Date: April 20th, 1936 Docket No. Wash. 1319-R To: Jas.
