Motion declared carried. r(� UNFINISHED AND NE;"' BUSINESS. Councilman Naughton brought up the matter of stock running at large and the status of a poundmsster. He stated that stock was running at large and that action should be taken to enforce the ordinance. ne the matter of old cars and other rubbish on private property k'[ISlrb 1�`� ,°,, °,,,t4• also brought up ,junked with special reference to the fubbish appearing on the vacant lots of Block 39, Original xY J' Townsite, and suggested that the Street L,epartment be instructed to remove the said rubbish Councilman Lafferty arrived at this time and took his seat in the Council and in relation to the said rubbish, he stated that it was not within the province of the city to assume th g; expense of removing rubbish from private property; that being an obligation of the property owner.. After some discussion, it was moved by Councilman Hirtzler that the property owne s v? be notified to remove this rubbish within ten days but his motion received no seeond. t n` Re: Collection of truck Licenses: Councilman Naughton also stated that he would like to question the Chief of Polic M to the attitude of the Department in the matter of enforcing the collection of Licenses r' as on Trucks and other commercial cars. Chief of Police "lillestoft, who was present, stated that local truck operators objected to payment of the license if operators from out of the, city were not required to pay a license, as being unfair to the local men. After considerable discussion and the presentation of one or two motions which were not seconded, an opinion was requested of the City Attorney, who stated that the mat- �4 ' ter was executive, that is; that it was within the province of the Mayor and the purely Chief of Police to enforce the law and that if an operator or operators refused to pay the said license, an arrest should be made and a test case carried through to ascertain if the ordinance eras legal or not. x, r or " 3 Street Light Outages: Councilman De Leo brought up the matter of Street Light Outages, claiming that ' several lights had not been in service for long.-poriods and that no deductions were being } made on account of non -service. After some discussion as to the terms of the contract relative to outages and to other phases of the matter, the matter was referred to the Fire r and Light Committee. s Hadlock-Irondale Line. i City Engineer Campbell again brought up the matter of the construction of the Hadlock-Irondale water main, stating that he had requested the contractor to submit anew r j, estimate for construction of the line along the highway, and while he had not yet received s the said estimate, he understood that because of more costly contruction methods that would fr, be required, there would be an additional cost of approximately $1600.00 if constructed along the highway. Lammers, L.ayor pro tem. presiding: Requesting Erickson to ";rite; s, Relating to the construction of the Hadlock-Irondale pipe line, it was moved by ? Councilman Lafferty and seconded by Councilman LeLeo that Mr. E. W. Erickson, Resident iLgr. I= = the National Paper Products Company, be requested to unite to his executive officers at y rr of ^,an r'rnncisco, to ascertain if financial assistance would be extended, and what form of financial assistance; to enable the city to take care of the aforesaid additional cost of Roll'; ' construction if the pine line is located along the Chimacum-Ludlovr Highway. Upon Call vote, all six Councilmen present voted in the affirmative and motionwas declared car- ried.
