be reconditioned by the City at a cost of not to exceed $20.00; and that the increased
sized tap as requested be installed and that the labor and material cost incidental to
the installation of the tan be charged to end paid for by the applicant. Motion carried.

The following communfcatim from John T. Hunt, Esq., relative to the above -entitled
subject was received and read as follows:

My dear Mr. Christian:
I herewith enclose copy of a resolution addressed to the Honorable Mayor
and City Council of the City of Port Tovrnsond, and passed by the American Legion,
Port Townsend Post No. 26, Department of Washington, at a regular meeting of the
post on the 4th day of March, 1936.
The resolution was referred to me as Chairman of the Americanism Committee
of the post, with the request that I present the matter to the other civic organ-
izations in the city, and send a copy to the Mayor, City Clerk.and each member of
the City Council with the request that an ordinance embodying the principles ex-
pressed in the resolution be formulated and passed by that body.
This resolution is an exact copy of one sent us by the State Headquarters
of the American Legion, Department of 3'ashington, with the request that we obtain
the passage of an ordinance along these lines, by our, City Council, if possible, as
a part of the N,Itional Defense Program which the American Legion is sponsoring
nationally. The provisions of this resolution condemning and penalizing subversive
activities having for their purpose the unlawful or forcible overthrow of the gov-
ernment or its destruction through force and revolution is, in most respects,
almost identical with the State Statutes on syndicalism.
The chief purposes of obtaining an ordinance of this kind are to place
responsibility foil guarding against such subversive teachings and practices dir-
ectly upon the shoulders of City p Y
officers, and to place responsibility upon property owners for willfully permitting
the use of premises under their control for such purposes. To place responsibility

A forcible example of what could happen here, and elsewhere, is to be
observed in the action of the Communists in attempting to publicly start a school
for Communism in Seattle, which was raided by certain veterans of that city. I am,
as I believe, reliably informed, hot:'ever, that the veterans who raided that meeting
were members of the Veterans of Foreign Wars, instead of the American Legion as
was so prominently publicized in the press.
Nevertheless, it might have been members of the American Legion, or any
other veteran group, since, in the main, all veterans most heartily condemn sub-
versive activities of that kind.
I will be greatly appreciated if you will place this matter before the
Council and their, favorable action upon it will also be appreciated by the members
of the American Legion of this city.

R E S 0 L U T I O rN
WHEREAS, the 1935 N`!tional Convention of the American Legion in its proceedings,
stressed the need for a more strenuous opposition to the spread of Communism and other
subversive and unAmerican activities; and
WHEREAS, recent happenings in the City of Seattle, as shown by the daily press of
that city, indicate determined and continued effort on the part of the Communist Party
of America, and Its affiliated organizations to use every means at their command to
further their campaign in preparation for the overthrow of our present form of govern-
ment by force and violence; and
WHEREAS, every member of the American Legion has taken a solemn and sacred oath to
uphold and defend the government of the United States against all its enemies whomsoever,
it becomes the clear duty of every member of the American Legion to oppose with all the
authority he may invoke, 'he teaching or- the practice of the subversive doctrines of any
organization, which has for its avowed object the overthrow by force and violence, of
