Gentlemen:
,lie wish prmission to modernize the store front of the 5-19 and 15¢ store
at above address. In doing so it will be necessary to take out the stairway in the
center of the building which will close that entrance.
It is unnecessary for us to mention the improvement will help the city
generally as all visitors who go up the terrace will notice a modern front building.
You gentlemen 'of great foresight and intelligence will see the advantage at once.
Would mention the more we can improve the city and the more spent in town
is that much advantage to the city and modern buildings help considerable in that
direction.
In closing the front entrance it will be necessary to make a side entrance to
second floor and would appreciate your permission to place an iron grating with side
rails from the building to the terrane on the first landing running a walk from the
center to connect. Later undoubtedly a seat could be placed there so that visitors
could sit down on the side to rest out of the way of main traffic which would be a
benefit as I have heard people remark I do not care to sit by the flag staff with
everybody going up and down.
Trusting your decision will be favorable regarding grating and walk.

Dear Sir:
Having received no further word from you on this matter for several months,
the Board of Head Managers at its last meeting directed me to proceed to bring it to
some satisfactory conclusion. 71e appreciate your continued payment of interest on
thb past due obligation, but the principal appears in the default libbs of our records
and it will not be long now until the six -year limitation for action on the bonds will
be dangerously near, as they fell due July 1, 1931. In view of continued payment of
interest after maturity andother matters I very much doubt if any limitation fm
action would atiply, but I cannot see my way clear to take the slightest chance on
that, and if the debt is not paid or refunded in the reasonably near future, I shall
be constrained to advise that it be put in judgment under statutory rate of interest
to fully protect the rights of our association. '.Ie certainly do not want to be placed
in this position, especially in view of your an•;arent willingness to care for it if
possible. It is understood that there visa no bid on the refunding bonds recently
offered by the City. ':'That is the present course of procedure or plan? It would be
more desirable to us for the city to pay us in cash, but if that can be worked out so as
to take this tiam out of our default list. This must be done in some way as soon as
possible, because it has obviously been in that status too long for good accounting
purposes. Therefore, please present this matter to the officers of your city and
advise me at an early day just what we can depend upon concerning it. Your
continued co:rtesy and consideration in so doing will be duly appreciated.

The City Clerk announced that in response to the order of the City Council
at the meeting of Iarch 3rd, he had written the Director of Highways concerning the
foregoing subject, and that the following communication had been received in answer
thereto:

Dear Mr. Christian:
We have just received your letter of March 5 in which you request. information regarding the
availability of federal funds fro the improvement of the road from Port Townsend to Fort
'1'orden.
All federal funds at the disposal of this department has been programmed for the past six
months. The latest information we have received from Washington, D.C. indicates that the
only additional federal funds which will be available to this department during thepresent year r '

and is only available for construction work on the federal aid system.
Tin road in which you are interested is not a part cf the federal aid system and it our

The communication was by the Mayor ordered referred to the Street Committee.
It was thereupon moved by Councilman Sather, seconded by Councilman Larmsers,
that a copy of the foregoing communication be sent to the Chamber of Commerce. Motion
carried.
Pole line to Station Prairier Air Field

A communication from the Commanding officer, 14th C.A., Fort ';lorden, was then
read as follows:

The City Council of the City of Port
Townsend, Washington.
Gentlemen:
It is the desire of this headquarters to build a pole line for the transmiss:
of electricity from the Four Corners sub -station of the Puget Sound Power m d Light
Company to the Army's Station Prairie Air Field.
The proposed line woi ld parallel the Power Companyls 68,000 volt line from ti
south boundary of our reservation to Four Corners, the distance of approximately 1700
feet.
A right of way is therefore requested along your water pipe line from the som
boundary of the Fort Townsend Military Reservation to the location of the Puget Sound
Power and Light Company's sub -station at Four Corners for the purpose of erecting,
operating, m d maintaining a pole line for the transmission of electrical energy.
