Hirtzler and seconded by Councilman Naughton that consideration of same be deferred to the next regular session of the Council. On a viva vote vote, the motion was declared carried Councilman McGee voting "No." COUPONS FOR INTEREST DUE. A Resolution authorizing and instructing the Mayor and City Clerk to issue and execute forty-nine interest coupons to repbesent the interest due January 1st, 1936, on the $49,000 defaulted general obligation bonds dated July let, 1911, was now presented and read in full. It was moved by Councilman Hirtzler and seconded by Councilman DeLeo that the said reso- lution be adopted. Upon Roll Call vote, Councilmen Lammers, Hittzler, DeLeo, Naughton and Lafferty voted in the affirmative and Councilman McGee in the negative. Motion declared carried. Copy of Resolution. The following is a full, true and correct copy of the said resolu- tion as adopted by the City Council on this date and approved by the Mayor Dec. 4th, 1935, to -wit: R E S 0 L U T I 0 N. Whereas, it duly appearing to the City Council of the City of Port Townsend, a municipal corporation of the third class in the State of Washington, that on the first day of July, 1911; the said city issued and sold seventy-five refunding bonds, in the sum of One Thousand Dollars ($1,000.00) each, payable on the first day of July;i•1931; said bonds bearing interns at the r ate of five and one-half (5-) per cent per annum, payable semi-annually on the first day of January and July each year, said bonds numbered one to seventy-five, inclusive; said bonds being subject to an option as to time of payment therein specified. That twenty-six of said bonds have been paid and liquidated, leaving bonds numbered twenty-seven to seventy- five, inclusive, now outstanding and unpaid, in the total sum of Forty -nape Thousand Dollars ($49,000.00); and Whereas, the City Council does hereby recognize and acknowledge.that the forty-nine thou sand dollars ($49,000.00) heretofore referred to in this resolution, now due and unpaid, is and existing,•legal and binding obligation of said eity of Port Townsend; and Whereas, it further appearing to the City Council that on the first day of December, 19- 31, legislating on the subject matter of this resolution, the City Council passed Ordinance No. 1015, and which said wrdinance No. 1015 is hereby made a part of this resolution with the same force and effect as if fully incorporated herein; and Whereas, it further appearing to the City Council that the refunding and liquidating of said Forty-nine Thousand Dollars ($49,000.00), as evidenced by the bonds described herein, cannot be accomplished before January 1st, 1936; and Whereas, it is the best judgment of the City Council and now advisable to have printed, issued and authorized to be signed and executed by the Mayor and the City Clerk, forty-nine (49.) interest bearing coupons, numbered forty-nine (49), in the sum of twenty-seven dollars and fifty cents ($27.50) each, payable on the first day of January, 1936; Now, Therefore, be it Resolved by the City Council, and it is hereby ordered that forty-nine (49) interest bearing coupons, numbered forty-nine (49), be issued in the sum of twenty-seven dollars and fifty cents ($27.50) each, payable January lat. 1936, as the semi-annual interest due on said bonds on that date, and the Mayor and the City Clerk are hereby authorized and directed to sign and execute said coupons; and be it further Resolved and ordered that all such interest bearing coupons be issued and executed in tl some form as set forth in said Ordinance No. 1015, except number and date of payment, and tY the Fiscal Agency of the State of Washington, at the City of New York, is hereby authorized to pay such interest and pay such coupons as provided by said Ordinance No. 1015, and the City reasurer shall proceed in the same manner as provided by said Urdinance No..1015, and that A certified copy of this resolution and of Ordinance No. 1015 be mailed to said Fiscal Agency. The City Clerk presented a proposed contract for supplying the city with liquid chlorine for the year beginning January lat, 1936, which proposed contract was submitted by the Pennsylvania Salt Manuafacturing Co., of 'Tacoma, Washington, submitting a price of 9d per pound f.o.b. Tacoma, or 10V per pound f.o.b. Port Townsend, including return freight on empty containers. i It was moved by Councilman Hirtzler and seconded by Councilman Lafferty that the contrac be accepted and that the Mayor and City Clerk be authorized to sign and execute same on be- half of the city. Upon Roll Call vote, all six councilmen present voted in the affirmative amd motion was declared carried. PORT TOWNSEND, WASHINGTON, DECEMBER 9th, 1936. The CITY COUNCIL of the City of Port Townsend, Washington, met in special called ses- sion this 9th day of December, 1935, at 7:30 otclock p.m., in the Council Chambers of the City Hall, Mayor George Bangerter presiding; for the purpose of opening, reading and consid- ering bids submitted for the construction of "Additions and Betterments to, and Replacements of, the existing municipal water works system of the City of Port Townsend." ROLL CALL. Upon Roll Call those answering present were Mayor George Bangerter, City Attorney W. J. Daly, City Clerk C. F. Christian, and Councilmen H. L. Hirtzler, Sam McGee, Tony DeLeo, Peter Naughton, W. S. Lafferty and Vim. Lammers Sr. Councilman Paul H. Sabherrw noted absent. Mayor Declares Opening of Bids in Order. Mayor Bangerter then declared thv* the opening of bids for the Water Works Pro- ject to be in order. Daly makes Statement. Before the bids were opened, City Attorney Daly made a statement to the effect that it wan found advisable, tthis'-forenoon;::to correct the original specifications in the matter of excavation and backfill by changing the quantities from 27,954 cu. yds, to approx- imately 14,000 cu. yds. That forms had been prepared for bidders submitting proposals to sign, in substance, that they had knowledge of the said change before submitting their bid and that three of the bidders had so signed. Further, that two bids were submitted before the bidders had knowledge of the change made, as above stated, and upon notification by L.D. telephone, these two bidders had filed sealed telegrams qualifying their bids, which telegre had been duly received and now accompanied the original bids. Opening and Reading Bids: The City Clerk stated that the bids would be opened and read in the order received which were as follows: 1. Arcorace and Coluccio 2. Queen City Construction Co. 3. Maori Bros. 4. West Coast Construction Co. 5. James H. Coyne. Each of said bids were opened and read in detail, in the order given above, and certi- fied checks were submitted with the said bids as follows: Arcorace and Coluccio ...................... $3,700.00 Queen City Construction Co . .................... 3,500.00 Macri Bros. ........................ 4,000.00 {Vest Coast Construction Cc . .................... 3,000.00 James H. Coyne ................................. 3,200.00 After reading the bid of Arcorace & Coluccio, the telegram qualifying the said bid was opened and read, as follows: Seattle, Washington, Dec. 9, 1935 City Clerk, Port Townsend, Wash. Our bid per yard -the same twenty eight thousand or fuurtei thousand yards. Arcorace and Coluccio. Following the reading of the original bid of the queen City Construction Co., their te. Ingram qualifjing their bid was opened and read, as follows: Seattle, Washington, Dec. 9, 1935. City Clerk, Port Townsend, Wash. Re our bid on Olympic Gravity Water System please change our unit bid on item one to read fifteen cents instead of twenty five cents. Stop. Change unit bid item three to read fifty one cents instead of forty four cents. Stop. and change unit bid item four to read fifty three cents instead of forty seven cents. Queen City Construction.Co. The said bids are now on file and of record in the•City Clerk's office and are hereby made a part of these minutes with the same force and effect as though set out here in full. Bids taken under Advisement.
