Minutes of Regular Session, of November 19 1935 continued.
specifications, form of proposal and form of contract for the above project. Said form of
advertisement, plan, specifications, form of proposal and form of contract are hereby apprve
by this office.
You may advertise for bids in accordance with Section 3(e), Chapter 107, 1935 Laws of
Washington, and the P.W.A. requirements which provide that the first publication be at least
15 days after the date set for the opening of bids, and the second publication one week afte
I!I the first publication, and that the advertisement be published on one local paper of general
circulation in the community and such other papers or publications as will insure adequate
publicity. This should include publication in at least one trade jourmal.
As soon as the advertisement has been placed will you kindly furnish this office with
four clipped copies of the same, together with a statement setting forth the names of the
papers in which it is published, and the dates of publication. We do not require copies
clipped from all papers in which the advertisement is published. The four copies may be
clipped from one publication, but it is essential that we know the names of the papers in
which the ad is published and the dates of publication in each.

TO ADVERTISE FOR BIDS.
It was moved by Councilman Hirtzler and seconded by Councilman McGee that the City
Clerk be instructed to advertise for bids for the water works project in accordance with'the
terms and conditions set forth in Mr. Hoffman'e letter, said advertisement to be published
in the Port Townsend Leader and in the Seattle Journal of Commerce. Bids to be opened on
Monday, Dec. 9, 1935, at 7:30 otclock P.M. or as soon thereafter as the matter can be heard.
Receipt of bids to close at five otclock P.M. on Monday, Dec. 9th, 1935. Upon Roll Call
vote, all five councilmen present voted in the affirmative and motion was declared carried.
Form of Advertisement.
The following is a copy of the said advertisement, complete
with all dates inserted as specified in the foregoing motion, to -wit:
ADVERTISEMENT FOR BIDS.
Sealed Proposals will be received by the City Clerk of the City of Port Townsend, at
his office in the City Hall, in the City of Port Townsend, Washinaton, until 5:00 o'clock
P.M., on the 9th day of December, 1935, for the construction of "Addition a and Betterments
to, and Replacements of, Olympic Gravity Water System at Port Townsend, Washington." The
work to include approximately 81,000 lineal feet of wood pipe varying in dimensions from
4 inches to 12 inches, the installation of same, excavation, backfill, supplying of all
necessary valves and other fittings, all in accordance with plans and specifications pre-
pared for the City of Port Townsend.
Plans, specifications and blank form of proposal can be secured at the office of the
City Clerk, City Hall, Port Townsend, Washington, upon the deposit of five ($5.00) Dollars,
which will be refunded if the plans and specifications are returned in good order.
.All bids shall be accompanied by a certified check for not less than five per cent of
the amount bid. (Where alternate bids are requested, not less than 5% of the largest a-
mount for which contract may be awarded under the bid submitted). Should the successful
bidder fail to enter into a contract and furnish a satisfactory performance bond within the
time stated in his proposal, the certified check shall be forfeited as liquidated damages.
The successful bidder will be required to file a performance bond in the full amount
of the contract price, which bond shall be furnished by a surety conpany acceptable to the
Public Works Administration.
This improvement shall be constructed under the contract provisions of Pi4'A Form No. 1711
dated July 22nd, 1935, as amended, Rules and Regulations relating to applicants and projects
under the Emergency Relief Appropriation Act of 1935.
Labor required ,for this improvement shall be chosen from lists submitted by the United
States Employment Service (National Reemployment Service).
No bidder may withdraw his bid after the hour set for the opening thereof, or before
award of contract, unless said award is delayed for a period exceeding sixty days.
Bidders must furnish satisfactory evidence of their ability to do the class of work
required.
Bidders must use the form of proposal furnished by the City. The City Council reser-
ves the right to reject any or all bids.

Motion re: Labor Supply.
Zt was moved by Councilman Hirtzler and seconded by Council
man Naughton that the City Engineer be instructed to check the lists of the local National
Reemployment office daily for labor registered and insist that local labor be taken care of
before outside labor is employed. Motion declared carried.
ADJOURNMENT.
Upon motion of Councilman Hirtzler, seconded by Councilman DeLeo, Counci
voted to adjourn.

REPORTS OF OFFICERS.
Weppner Award Card.
The City Clerk reported receipt of a card from the Department of Labor and Indus-
tries, advising that an allowance had been made from the Medical Aid Mind in the amount of
$20.00 for account of Roy S. Weppner.
Salary Warrants Issued.
The Clerk reported that he had issued the regular salary war-
rants for the month of November, 1935, under date of December let, as follows:
