[� Supt's report for the month of September, 1935, would respectfully report as follows: Find same correct. Wm. Lammers Sr. W. S. Lafferty Said reports were ordered filed. Re: Lewis Building Permit. �- Councilman Hirtzler reported that he had requested Mr. Fred Lewis to submit a written plan of the proposed construction of an addition to the brick { building, under his request for a permit, and that Mr. Lewis had not submitted such a plan, 1 so he had nothing before him to report further. The matter was continued. COMMUNICATIONS. Advertising Rates. The City Clerk reported receipt of letters from the Pacific Builder and Engineer and from the Journal of Commerce of Seattle, quoting rates for advertising. It was ordered that the letters be filed for reference. a s REQUISITIONS. Requisitions for supplies were presented, read, and disposed of, as follows: For the Street Bepartment, to -wit: 15 gals, motor oil, 20 lbs nails 2000 ft. lumber, for drainage. For the Water Department, to -wit: 1 clutch, for Ford Truck - $13.55; 1 set of brake linings - $3.00; Postage Stamps; A couple bottles of mucilage. It was moved by Councilman Hirtzler and seconded by Councilman Naughton that the said requisitions be granted. Motion declared carried. ORDINANCES AND RESOLUTIONS. Emergency Ordinance. The ordinance introduced at the preceding session, to make an emergency appropriation for the Fire and Street Departments for the Current Expense Fund, was now taken up and again read in full for the second reading. Third ^eading by Title. It was moved by Councilman Lammers and seconded by Councilman Hirtzler that the third reading be by title only. Upon Roll Call vote, Councilman Hirtz- ler, DeLeo, Naughton and Lammers voted in the affirmative and Councilman McGee in the hega- tive. Motion declared carried. i Ordinance fails to pass. The Clerk then read the said ordinance by title only for th third reading, whereupon it was moved by Councilman Hirtzler and seconded by Councilman Lam mers that said ordinance do now pass. Upon Roll Call vote, Councilman Hirtzler, DeLeo, Naughton, and Lammers voted in the affirmative and Councilman McGee in the negative. Mo- tion declared lost because of lack of unanimous affirmative vote. New Emergency Ordinance presented. Councilman Hirtzler submitted a proposed ordinance providing for an emergency appropriation for the Street and Fire Departments, which ordi- nance was entitled "An Ordinance of the City of Port Townsend, providing for the immediate appropriation of money for the current expense fund of the City of Port Townsend, and de- claring an emergency." The said ordinance was read in full for the first reading and was then laid over to the next regular session in accordance gith State Laws. i Adjournment. voted to adjourn. PORT TOWNSEND, WASHINGTON, NOVEMBER 19th, 1935. THE CITY COUNCIL of the City of Port Townsend, Washington, met in regular session this 19th day of November, 1935, at 7:30 o'clock P.M., in the Council Chambera of the City Hall, Councilman Wm. Lammers, Mayor pro tam, presiding in the absence of Mayor Bangerter. Roll Call'. Upon Roll ::Call; .the -following officera'and_membera answered -.present: City Attorney W. J.- Daly; -City Clerk C. F. Christian, and Councilmen H. L. Hirtzler, Sam McGee, Peter Naughton and Wm. Lammers Sr., Councilman DeLeo arriving later in the session. Minutes Approved. The Minutes of the regular session of November 5th, 1936, were read and approved as read. Councilman Tony DeLeo arrived during reading of the minutes and took his seat in the Gounc . REPORTS OF OFFICERS. City Treasurer's Report. The report of the City Treasurer for the month of October, 1935, was presented, read, and referred to the Finance Committee. Weppner Allowance: The City Clerk reported receipt of advice that the usual monthly allowance to R. S. Weppner for loss of time, had been made by the Department of Labor and Industries Bartl Sworn In: The Clerk presented an oath of office, showing that Dave Bartl has been sworn in as Patrolman, under date of November 8, 1935. Water Superintendent's Report: The report of the Water Superintendent for the month of October, 1935, was presented, read, and referred to the Water Committee. Water Flow, Wain Line Meters: The reports of the Water Superintendent showing the flow of water through the main line meters for the period endMng November 12, 1935, was pre sented, read, and ordered filed. COMMUNICATIONS: WOODMEN of the WORLD: Communication from the Woodmen of the World was presented and read, as follows: Denver, Colorado, November 14, 1935. Mr. C. F. Christian, City Clerk, Port Townsend, Wash. Dear Sir: - Please advise the result of your call for bids for the $41,500 of bonds issue to refund and cure the default in like amount, which matured July 1, 1931. If no bids were received, what further action is contemplated? Very truly yours, Albert H. Laub, Head Clerk. After some discussion in which no one had any suggestions to offer, it was referred to the City Attorney and City Clerk, and the Clerk was instructed to reply and state that the cit; would make,every effort to find a solution to the problem. JOE LAMBERT, re; Cesspool. Communication from Joe Lambert, complaining about overflon from cesspool, was presented, and read as follows: Port Townsend, Washington, November 19, 1935. To the Honorable Mayor and City Council, Port Townsend, Washington. Gentlemen: - I want to call your attention to the bad condition of the overflow from a cesspool or septic tank on Maple Street near Fir Street. I am the owner of a dwelling house in this vicinity and the stench from this overflow is very offensive to the residentf in the neighborhood and lowers the rental value of my property and it is a public nuisance Dr. Delaney informs me that he has twice notified the owners to take care of the situation but, so far, nothing has been done. Will the Council take some action to do away with this nuisance. Respectfully yours, Joe Lambert. Councilman Naughton moved that the proper authority be instructed to notify the health officer in the matter, but the motion receiving no second, the matter was referred to the Harbor and Health Committee.
