From City Clerk, Re: Budget Balances: The City Clerk presented a communication addressed to the Mayor and City Council, rela- tive to budget balances, to be made of record, a copy of same having been furnished the Mayor and each Councilman, as follows: To the honorable Mayor and City CouncilPort Townsend,'Washington, October 23, 1935, , Port Townsend, Wash. Gentlemen: I desire to call your earnest attention to the fact that the amounts appropriate for several items in the 1935 budget, particularly for the Street Department budget, have bean practically exhausted;and that it is unlawful, under State laws, to issue warrants in excess of the said appropriations, unless and until emergency ordinances are passed to take care o additional expenditures. For Example: beginning with October let, there is but $213.94 left in the Street Dept. budger'to cover all expense for the remainder of this year for gasoline and oils, repairs arl replacements, tools and equipment, State Industrial Insurance, and miscellaneous, while as a matter of fact, bills for the month of October alone will amount to that sum, or possibly more. A couple of items in the Fire Department Budget are also runnipg:ahort, particularly the Stem of "payments to volunteer firemen". For your information, the following paragraphs, taken from the State Budget Law, governing cities of the third class, are cited, to -wit: "Section 5. The estimates of expenditurenitemized and classified as set out in section 4 hereof and as finally adopted in such ordinance shall constitute the appropriations of su city ob town for the ensuing fiscal year, and the city or town council, the mayor and ever other city or town official shall be limited in the R exnen8 .urxa nn r. n ne"..,.,o Transfers between the general classes prov ad In section 2 hereofshall not be permi ted****unu•c+r Liabilities incurred by any city or town official in excess of any of the budget appr priations shall not be a liability of the city or town. The auditor (clerk) shall issue warrant and the city or town council or mavor shall annrove no r. s m Tnv no amen „ro ., It is apparent, therefore, that unless the Council passes an emergency ordinance to pro vide for additional expenditures, it will be unlawful to issue warrants for liabillties in excess of the present budget items. Respectfully yours, C. F. Christian, City Clark. Report on Lewis Building Permit: Taking up the matter of the application of rred 0. Lewis to build a shed -roof ad- dition to his building at 612 Water Street, it was agreed, after some discussion, that the application should be rferred back to the petitioner for more detail of construction. REQUISITIONS: Requisitions for supplies were presented, and read, as follows: For the Water Department, re: New Construction: 500 sheets typewriter paper; 1 pkg carbon paper; 1 typewriter tibbon. For the City Clerk's Office, togwit: 300 sheets printed letter heads. It was moved by Councilman Naughton and seconded by Councilman DeLeo that the said re- quisitions be granted. Mption declared carried. RESOLUTIONS. For Highway Maintenance Costs. At the request of the State Highway "apartment, to cover certain expenditures made for the city, City Attorney Daly prepared a resolution, which was now presented and read, as follows: RESOLUTION. $ WHEREAS, it appears to the City Council of the City of Port Townsend, that the State �ryo Highway De;n rtment has expended the sum og $39.73 frn the purpose of painting three miles of traffic stripe on State Road #9. within the limits of the City of Port Townsend, and, WHEREAS, such expenditure is a proper charge against Secondary Highway Funds to be credited to the City of Port Townsend, BE IT THEREFORE RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT TO7.7NSEND, that it is the sense of this Council that the State 'Treasurer of the State of Washington, charge said amount of $39.73 to the Secondary Funds to be credited to the City of Port Townsend, and to credit the State Highway Fund with the amount so expended, and, BE IT FURTHER RESOLVED that the City Clerk of the City of Port Townsend, transmit a co of this resolutiontto the State Treasurer of the State of Washington, and to the Director o the Department of Highways of the State of Washington. It was moved by Councilman Hirtzler and seconded by Councilman DeLeo that the said res olution be adopted. Upon Roll Call vote, all four Councilmen present voted in the affirm- ative and motion was declared carried. I The Resolution was approved by the Mayor under date of October 29th, 1935, and so at- tested by the City Clerk. ORDINANCES. Sa 1i`l u'zl WIV < ' ,.+ 117 Minutes of Regular Session of Oct. 29, 1935. funds for the 1935 budget for the Street and Fire Departments, and entitled "An Ordinance z p of the.City of Port Townsend, providing for the immediate appropriation of money for the ' current expense fund of the City of Port Townsend, and declaring an emergency." +`tf' The said ordinance seeks to appropriate additional funds for the Street Department for ,aPl the items of "Gasoline and oils" "Repairs and replacements", and "Industrial insurance", an for the Fire u6partment for the items of "Gasoline and Oils", "Payment of Volunteer Firemen' and "Maintenance Fire Alarm System", but in no case was any amount designated for any of th ,., items enumerated. The said proposed ordinance was road in full for the first reading, an r`s}ty in accordance with State statutes, lays over to the next regular session of the Council.
