HomeMy WebLinkAbout00386 Minutes (2)110 Minutes PORT TOWNSEND, WASHINGTON, OCT. 15, 1935 The CITY COUNCIL of the City of Port Townaend,Washington, met in regular sessioh this 15th day of October, 1935, at 7:30 o'clock p.m., in the Council Chambers of the City Hall, Councilman William Lammers Sr., Mayor pro tem, presiding in the absence of Mayor George Bangerter. ROLL CALL. The meeting was called to order by the Mayor pro tem and onrRoll Call the following answered present: City Attorney IN. J. Daly, City Clerk C. F. Christian, and Coun oilmen W. S. Lafferty, William Lammers Sr., H. L. Hirtzler and Tony DeLeo. The Following were absent: Mayor George Bangerter and Councilmen Sam McGee and Paul H. Sather (at roll call), Councilman Sather arriving during reading of minutes of the pre- voius session and took his seat in the Council. s## REPORTS OF OFFICERS. Treasurer's August Report. The report of the City ireeaurer for the month of August, 1935, was presented, read, and ordered referred to the Finance Committee. Minutes of Oct. 8/35 approved; ### The minutes of the regular session of October 8, 1935, were read and approved as read. BUILDING PERMITS. Applications for Building Permits were presented, read, and disposed of as follows: From Fred C. Aldrich, to -wit: Port Townsend, Washington, Oct. 10, 1935. To the Honorable Mayor and City Council, Port Townsend, Wash. Gentlemen: Permission is requested to re -shingle my dwelling house situate at 907 Pierce St Cost is estimated at $100.00. Respectfully submitted, • Fred C. Aldrich. From Ray S. Crist, to -wit: To the Honorable '"eyor and City Council Port Townsend, Washington, Oct. 11, 1935 Port Townsend, Wash. Gentlemen: Permission is requested to erect a frame dwelling house on Block 10 of Al Petty - grovels Addition to the City of Port Townsend. Coat is estimated at $3000.00 for material Respectfully submitted, Ray S. Crist. From Cliff Hess, to -wit: Port Townsend, Washington, Oct. 11, 1935 To the Honorable Mayor and City Council, Port Townsend, Wash. Gentlemen: - Permission is requested to erect a frame dwelling house on Lot 2, Block 110, Eisenbeis Addition. Cost is estimated at $500.00. Respectfully submitted, Cliff Hess. It was moved by Councilman Hirtzler and seconded by Councilman Sather that the said permits be granted. Motion declared carried. Communications. Municipal Bulletin. A bulletin from the Association of Washington Cities, advising that a regional meeting would be held at Aberdeen on Nov. 22nd, for the Peninsula Region, and listing a number of subjects that would be discussed, was presented and read. Councilman Sather stated that he believed that the City Attorney and City Clerk should be authorized to attend this meeting, to be able to report to the Council what the Association was doing. No action was taken, however. 1 REQUISITIONS. Requisitions for supplies were presented and disposed of as follows: For the Water pepartment, to -wit: One wont Spring for 'Truck; Mdeilage; Three lengths of 8" pipe. Three 8" knock down collars. I For the Clerk's Department, to -wit: One "esk Lamp, (not to exceed $5.00) It was moved by Councilman Sather and seconded by Councilman Lafferty that the said requisitions be granted. Motion declared carried. COMMUNICATIONS. A communication from the Federal Emergency Administration of Public Works, offering financial aid for public works in the way of a grant, was presented and read, as follows: (continued next page.) Subject to the Rules and regulations (PWA Form No. 179, July 22, 1935, as amended to date) which are made a part hereof, the United States of America hereby offere::to aid in financing the construction of additions and betterments to, and replacements of, the exis- ting municipal water works system of the City of Port Townsend (herein called the "Project" by making a grant to the City of Port Townsend in the amount of 45 percent of the cost of the Project upon completion, as determined by the Federal Emergency Administration of Pub- lic Works, but not to exceed, in any event, the sum of $27,900. Resolution to Accept Offer: After discussion of the offer of the United States of America to aid by way of grant in financing the construction of Additions and Betterments to, and Replacements 6f, the Existing water works system of the City of Port Townsend, the following Resolution (not numbered), entitled "A Resolution Accepting the offer of the United States to the City of Port Townsend to Aid by Way of Grant.in Financing the Construction of Additions and Bet- terments to, and Replacements of, the Existing Municipal Water Works System of said City" was proposed by Councilman W. S. Lafferty and read in full, to -wit: RESOLUTION. A RESOLUTION accepting the offer of the United States to the City of Port Townsend, Washington, to aid by way of grant in financing the construction of additions and better- ments to, and replacements of, the existing municipal water works system of said city. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND: Section 1. That the offer of the United States of America to said City of Port Town- send, to aid by way of grant in financing the construction of additions and betterments to, and replacements of, the existing municipal water works system* of said city, a copy of whicl offer reads as follows: P.W. 42723-200 FEDERAL EMERGENCY ADMINISTRATION OF PUBLIC WORKS. City of Port Townsend, Jefferson County, Washington. That said City of Port Townsend agrees to abide by all the rules and regu- lations relating to such grant a copy of which rules and regulations were annexed to the Government's offer and made a part thereof. Section 3. That the Mayor of the City of Port Townsend be and he is hereby authorized and directed forthwith to send to the Federal Emergency Administration of Public Works thre certified copies of this Resolution and three certified copies of the proceedings of this City Council in connection with the adoption of this Resolution, and such further documents or proofs in connection with the acceptance of said offer as may be requested by the Federa Emergency Administration of Public Works. The above resolution was seconded by Councilman Paul H. Sather and was adopted, with the following voting aye: Councilmen W. S. Lafferty, Wm. Lammers Sr., Paul H. Sather, Tony DeLeo and H. L. Hirtzler. There were no negative votes. The Mayor pro tam thereupon declared said Resolution carried and the Mayor of the City under date of October 16, 1935, signed said Resolution in approval thereof. A copy of PWA Form No. 179, together with other forms to be used during the prosecutio of.the work to be covered by the said grant, were enclosed the letter making the offer of a grant. t
