Lam- mers, Mayor pro tem., presiding in the absence of Mayor Bangerter. ROLL CALL: Upon Roll Call there were present City Attorney W. J. Daly, City Clerk C.F. Christian, and Councilmen Peter Naughton, W. S. Lafferty, Wm. Lammers Sr., and Harry L. Hirtzler. MINUTES APPROVED. The minutes of the regular session of October let and of the Statu- tory session of Oct. 7th were read and approved as read. REPORTS OF OFFICERS. Letter'from Hoffman: The City Clerk reported receipt of a letter from E. R. Hoffman, Acting State Director, P.W.A., inwNhlch he acknowledged receipt of the information fArnish- ed him as he had requested, and that he would be pleased to receive the plans and specifi- cations for the water project at an early date. Water Supt. September Report: The Report of Water Supt. Green for the month of Sep- tember, 1935, was presented, read, and referred to the Water Committee. Main Line Meter "eadings: Reports by the Water Supt., showing the flow of water thru the main line meters, for the period ending Oct. 8th, were presented, read, and ordered filed. BUILDING PERMITS. Applications for building permits were presented, read, and disposed of, as follows: From J. J. Bishop, to -wit: Port Townsend, Washington, Oct. 3, 1935 To the Honorable Mayor and City Council, Port Townsend, Wash. Gentlemen: Permission is requested to cover the walla of my dwelling house situate on lots 1 and 2, Block 14, Mountain View Add., with "shakes" (shingled). Coat is estimated at $250.00. Gentlemen: Permission is requested to make general repairs to my dwelling house at #1848 Clay Street, repairs to include enclosing the rear porch. Cost of materials is estimated at $22.00. A communication, addressed to Mayor Geo. Mayor Ueorge Bangerter, Chairman City Finance Committee, Port Townsend, Wash. Dear Sir: - At our regdlar monthly directors meeting held on Tuesday, September loth, I ex- plained to the directors the outcome of the meeting I had with your committee relative to the interest rate to be paid on City Funds. It is our desire to cooperate with the City in every way but our entire Board was unan imous in holding that the rate be reduced to 1%, effective the last date to which interest was paid. We wish to call your attention to the fact that this is the maximum rate now be- ing paid by the banks of the State on City Funds and, as I explained to you at the time of the meeting, the average rate is about 'd of l%. Also we pay on the average daily balance whereas in most cases the banks figure the interart on the lowest balance of the month. May I also call your attention to the fact that the new law governing City Deposits became effec tive last March and that most of the banks reduced their rates effective April let, whereas in our case we allowed practically six months time to elapse before taking action. I shall be glad to meet with your committee again should you desire it. I sincerely truxt, that you will all realize that we are not being unfair in this matter when you consid- er it from'all angles. Consequently, unless we hear from you further, the next time the interest is credited to the City Treasurer's account it will be figured on a 1,% basis.' Very truly yours, H. Circular letter from the Puget Sound Power & Light Co., calling attention tb their magazine advertisement of the resources of the State, and a circular letter from the Macki International Motor 'Truck Corp., advertising their repair facilities, were presented and t was ordered that the circulars be filed for reading by any one interested. Circular Letter from Washington Surveying and Rating Bureau. Circular letter from the Washington Surveying and Rating Bureau relative to fire prevention and to facilities for fire fighting and other matters bearing on the grading of the city for insurance rates, was presented and ordered filed for reference. Copies of Election Certificates. The City Clerk reported receipt of cebtified'copies of Official Canvass of the returns of the recent special election, which are herewith set forth, as follows: Special election for Water Project, (Ordinance #1054) to -wit: AFFIDAVIT of canvass of Jefferson County Election Board for the City of Port Townsend Special Election for the purpose of making additions and betterments to the existing Municipal water-wotks system under Ordinance No. 1054 of said city, held September 24th, 1935. STATE OF WASHINGTON ) as. COUNTY OF JEFFERSON) KNOW ALL MEN that we, S. Lockhart, Allan Trumbull and H. E. Ander- son, Chairman of the Board of County Commisioners, Prosecuting Attorney and County Auditor, respectively, constituting the members of the Jefferson County Election Board, do hereby certify that the following is a true and correct statement ad the canvass made by us ontthe 7th day of October, 1935, of the returns certified to the County Auditor, by the various precinct election officials of the Election held in said city September 24th, 1935, under Ordinance No. 1054; That the whole number of votes cast at said election was 749 of which 656 were 1n favor of said proposition and 82 were against said proposition.
