Port Townsend, 1,17ashington, September 24, 1935. }� The CITY COUNCIL of the CITY OF PORT TOVNSEND, 'WASHINGTON, met in regular session T 24th day of September, 1935, ay 8:00 o'clock p.m., in thv Council Chambers of the City Councilman Wn:. Lammers, Mayor pro tem, presiding in the absence of Mayor Bangerter.�f ROLL CALL: Upon Roll Call there were present City Attorney ^7. J. Daly, City Cleric Christian, and Councilman Hirtzler, DeLeo, Naughton, Lafferty and Lammers. MINUTES OF SEPT. 17, 1935. It was moved by Councilman Hirtzler and seconded by Cocilman Naughton that the reading of the minutes of the regular session of Sept. 17th, deferred to the next regular session. Motion declared carried. No Reports. Following the regular Order of Business, the Clerk informed the Coun that there were neither bills nor claims, no written Reports of Officers, nor written Re- ports of standing Committees. BUILDING PERMITS. Applications for building permits were presented, read, and disposed of as follows: From F. W Walsh, to -wit: Port Townsend, 'Nash. Sept. 24, 1935 - To the Honorable wayor and City Council, Port Townsend, '..'ash. Gentlemen: Permission is requested to re -shingle my dwelling house at 1229 Tyler Street and to make repairs to the basement. Cost is estimated at $108.00. Respectfully submitted, F. '". Walsh. From Francis DeLeo, to -writ: Port Townsend, Wash., Sept. 23, 1935 To the Honorable D:ayor and City Council Port Townsend, 'Flash. Gentlemen: Permission is requested to cut a doorway through the east wall of the brick building at 725 Nlater Street, and to build a walk along the east side of the building, abou 30 feet long, to connect with ';later Street as an extra exit from the Nappco Athletic Club rooms. Cost is estimated at 25.00. Respectfully submitted, Francis DeLeo. - It vies moved by Councilman Hirtzler and seconded by Councilman Lafferty that the said permits be granted. Lotion declared carried. COMMUNICATIONS. To Raze Red L.enls Hall: ' Application from 'Y.m. R. McCleary for permit to raze the buil- ding known as the Red I6en's Hall, was presented and read as follows: Port Townsend, Wash. Sept. 21, 1935 To the Honorable Mayor a nd City Council. Port Townsend, Wash. Gentlemen: Permission is requested to raze the building on Tyler Street, known as "Bed Me 'S Hall." It is anticipated that I will begin work on the same and will be completed within 60 days. ;;reeking of the building will be done in accordance with the ordinances of the City an a deposit of is herewith tendered to insure removal or destruction of all debris. Respectfully submitted, 71m. R. McCleary. It .as moved by Councilman Hirtzler and seconded by Councilman Naughton that a deposit of $10.00 be required. Motion declared carried. It was then moved by Councilman Hirtzler and seconded by Councilman DeLeo that a perms to raze the building be granted. Motion declared carried. ' ORDINANCES AND RESOLUTIONS. Emergency Ordinance. The emergency ordnance introduced at the session of Sept. 3rd, and consideration of same at the session of Sept. 17th, deferred by vote of the Council to the next regular session, was now taken up for further consideration and the Clerk read the said ordinance in full for the second reading. It was moved by Councilman Hirtzler and seconded by Councilman Naughton that the third reading be by title only. Upon Roll Call vote all five Councilmen present voted in the affirmative and motion wins declared carried. 3rd heading and Passage. The Clerk than read the ordinance by title only for the third reading, whereupon it was moved by Councilman Lafferty and seconded by Councilman Hirtzler that said ordinance do now pass. Upon Roll Call vote, all five Councilmen present voted in the affirmative, i,:otion declared carried. I Copy of Ordinance. "i published in the Port Townsend Leader Sept. 26th, 1935, to -wit: ORDINANCE NO. 1057. AN ORDINANCE of the City of Port Townsend declaring an emergency and appropriating and providing funds for the employment oil an engineer for the remainder of the year 1935, and authorizing the issuance of emergency warrants upon. the Olympic "ravity -'later Fund in pay- ment therefor. WHEREAS, it now appears to the City Council of the City of Port Townsend, that in orde for the City of Port Townsend to fully and completely participate in the public works pro- gram of the Federal Government, and that the maximum benefits to be derived from such Fed- eral program will inure to the citizens of the City of Port 'Townsend, it is necessary that a civil engineer be employed by said city to carry out and perform requirements that will be imposed on said city, therefore, THE CITY COU14CIL OF THE CITY OF PORT 'TOWNSEND DO ORDAIN AS FOLLOWS: Section 1. That there be and hereby is declared a public emergency for the expenditur during the remainder of the calendar year 1935, the sum of $998.00, for the purpose of pay ing the salary of an engineer to be employed by said city, and the City Clerk be and he is hereby authorized to draw emergency warrants upon the Olympic ravity Water Fund of said City, not exceeding the sum of 5$998.00, as aforesaid, upon properly approved vouchers. Christian, City Clerk. i NO BIDS FOR REFUND B0NDS, This being the time and place fixed for the opening and consideration of bids to purchase $41,500.00 of the city's refund bonds, the call for bids having been duly adver- tised as required by law; the City Clerk informed the Council that no bids had been re- ceived for the purchase of the bonds.
