Of July, 1911, Now Therefore,
BE IT RESOLVED, by bhe CITY COUNCIL of the CITY of PORT TOWNSEND,
That the City of Port Townsend issue and sell its negotiable interest -bearing gen-
eral indebtedness coupon bonds of said city in the amount of $41,500.00, to refund the unpai
portion of the bonds heretofore described and mentioned, which bonds shall bear interest frc
the date of their issuance at a rate not to exceed six per cent per an7,um, payable annually
or semi-annually, as may be agreed upon between the City Council and the purchaser of said
bonds, and shall bear date of the let day of January, 1936. Such bonds shall be serial in.
form and maturity, and numbered from one upward consecutively, and shall mature annually con
mencing with the second year and ending with the twenty-fifth year after the date of issuanc
in such amounts (as nearly as practicable), to be specified by the City Council by ordinance
as will, together with the interest on all outstanding bonds of such issue, be met by an e-
qual annual tax levy for the payment of said bonds and interest. Said bonds shall be in
denimonations of not less than One Hundred Dollars, ($100.00), and not more than One Thou-
sand Dollars ($1,000.00), as the City.Cduncil may by ordinance determine, and shall be known
as Port Townsend General Indebtedness, 1935 Refund Bonds", and the Mayor and City Clerk be,
and hereby are, authorized to execute the some in the name of and under the corporate seal
of the City of Port Townsend; and all said semi-annual or annual payments of interest be rep
resented by interest coupons attached to said bonds and•made a part thereof, which interest
coupons shall be signed by the Mayor and attested by the City Clerk, provided in lieu of
such signing, a facsimile of bhe signature of the Mayor and City Clerk may be printed or en-
graved on said interest interest coupons, all of said bonds and interest and interest cou-
pons shall be payable in lawful money of the United States of America at the office of the
City Treasurer of the City of Port Townsend, Port Townsend, Washington, or at the Fiscal
Agency of the State of 7ashington, in New Yory City, at the option of the holder,
BE IT FURTHER RESOLVED, that the City Clerk be, and he is hereby, authorized and direct
ed to publish a notice in manner and form as prescribed by Chapter 151, Laws of •uashington,
1923, at least once a week for four consecutive weeks in the Port Townsend Leader, the news-
paper doing the city printing, offering such bonds for sale. Such notice shall speciHy a
place, and designate a day and hour subsequent Lo the date of the last publication of such
notice when sealed bids will be received and publically opened for the purchase of said
bonds.

EMERGENCY ORDINANCE FOR ENGINEER'S SALARY SUBMITTED.
Atthd'.request of Councilman Sather, a proposed emergency ordinance entitled""An
Ordinance of the City Of Port Townsend declaring an emergency and appropriating and provi-
ding funds for the employment of an engineer for the remoinder of the year 1935, and author-
izing the issuance of emergency warrants upon the Olympic Gravity ';Water Fund in payment then
was presented and read in full for the first reading and, in accordance with the provisions
of Chapter 158, Laws of '„ashington, 1923, laid over to the next regular session of the coun-
cil.
ATTORNEY'S APPROVING OPINION.
The City Cleric requested authority to state to prospec-
tive bidders for the proposed general obligation refunds bonds that the City would furnish
an approving opinion by a recognized bond authority, on the legnlity of the bonds; and it
was moved by Councilman Hirtzler and seconded by Councilman De Leo that the Clerk be granted
such authority. Motion declared carried.
Mayor to Sign 77lthout Delay.
It was moved by Councilman Hirtzler and seconded by Councilman Delon, that the lbayc
be requested to immediately sign the application for a Federal grant-in-aid upon the comple-
tion of the plans and forms required by the Federal Emergency Administration of Public 7:'.
Motion declared carried.

Discussion re: Irondale-Hadlock pipe line.
A general discussion was had in the matter of the replacement of the Hadlock-Iron-
dale pipe line, the consensus of opinion appearing to be that it should be located along the
county road for part of the route.

It was moved by Councilman Lafferty and seconded by Councilman Lammers
that the said claims be a_lowed and that the Mayor and the City Clerk be -authorized to draw
warrants upon the proper funds in payment of same. Upon Roll Call vote, all six Councilm
present voted in the affirmative and motion was declared carried.
REPORTS OF OFFICERS.
Bank Interest Rate:
Mayov Bangerter reported that the Special City Finance Committee
lied met with Yr. H. S. Saari, Mabager of the First American Natlonal Bank, to discuss the
matter of the r ate to be paid on the city's bank deposits and that the meeting resulted in
a deadlock; the Finance Committee holding out for two per cent for the remainder of the cur
rent year, and Mr. Saari taxing the position that the bank could not afford to pay more the
one per cent. As the Committee would not agree to accept the one per cent, Mr. Saari, th
Mayor reported, stated that he would be obliged to take up the matter with his Board of Di-
rectors before agreeing to a higher rate than one per cent.
