The CITY COUNCIL of the City of Port Townsend, Washington, met in regular session this 20th day of August, 1935, at 8:00 o'clock p.m., in the Council Chambers of the City Hall, Councilman Wm. Lammers, Mayor pro tem, presiding in the absence of Mayor Bangerter. ROLL CALL. Upon ROLL CALL, there were present City Attorney 'll, J. Daly, City Clerk C. F. Christian, and Councilmen H. L. Hirtzler, Sam McGee, Peter Naughton, W. S. Lafferty and 7.hn. Lammers Sr.; Councilman DeLeo arriving during reading of the minutes of the previous session. MINUTES READ AND APPROVED: The minutes of the regular session of August 20, 1935, were read and approved as read. REPORTS OF OFFICERS. Treasurer's July Report: Ths re:,ort of the City 'Treasurer for the month of July, 1935, was presented, read, and referred to the Finance Committe. Main Line Meter Readings: The report of the City Water Supt., showing the flow of water through the main line meters for the period ending August 14, 19 35, was presented, read, and ordered filed. Water Sept. July heport: The water Superintendent's report for the month of July, 1935 visa presented, read, and referred to the Water Committee. Interest Hate on 'Narrants: The City Clerk reported that while in Olympia, he had visit ad the offices of the State Finance Committee and was informed that they would purchase city current expense warrants at a 3-per cent interest rate, if and when the city issued interest bearing warrants. The Clerk further reported that it was doubtful in the State would sub- mit a bid for the refund bonds because of the uncertainty in relation to tax levy for bond redemption and interest, which situation is the result of the passage of the tax limit law at the last general election. City Engineer,re: Head works dam: Reporting on the probable coat of repairs at the head works dam on the Big quilcene river and the situation relating thereto, City Engineer Camp- bell stated that actual conditions below the dam could not be ascertained until a flume had been constructed to carry off the overflow, and the pool below the dam pumped out. He re- ported further that in his opinion, whatever work or repairs were necessary should be con- sidered as regular maintenance of the line and not as a so-called "Act of God" by reason of extraordinary conditions. b:eeting suggested with Nappco. Officers. Councilman Lafferty suggested that a conferenc be had with Y Erickson, Resident Manager of the paper mill, and it was then moved by Coun- cilman Hirtzler and seconded by Councilman Lafferty that a meeting with-Mr.•Erickabn be ar- ranged for this week if possible. I.:otion declared carried. Irondale-Hadlock line location. City Engineer Campbell, reporting on the proposed bet- terments to the water system, recommended that the line to Irondale and Hadlock be tapped in to the main supply in'the vicinity of the lieymes cut-off road and follow the County road to a junction with the present line and the county road, instead of replacing the old pipe linei in its present location "over the hill", NO COY.MITTEE REPORTS. There were no Committee Reports, written or otherwise. BUILDING PERL:ITS. Uentlemen: Permission -'is requested to reshingle the dwelling house and outbuildings of the property known as the "Larsen Place" situate at or near the corner of 16th and Landes Street In Eisenbeis Addition. Re -Dividend Check Dear Sir: please find enclosed herewith check from the above Company covering the dividend f due the City in consequence of their former policy (No.403238) of insurance which expired 1927 R on July 29,1935, and was not thereafter renewed.
