REQUISITIONS.
City 'Treasurer:
The City Treasurer submitted a requisition for:
Envelopes, Paper, Paste, Ink.
It was moved by Councilman Lammers and seconded by Councilman Naughton that the
said requisition be granted. }Lotion declared carried.
ORDINANCES AND RESOLUTIONS•
Action deferred, re Emergency Ordinance.
Relative to the pending emergency ordinance,
It was moved by Councilman Sather and seconded by Councilman Lafferty that action on the
pending emergency ordinance lay over to the next regular session of the Council. Motion
declared carried.
UNFINISHED AND NEW BUSINESS:
To Purchase Fire Extinguishers.
Taking up Councilman McGeets suggestion to purchase
fire extinguishers for use of city trucks, it visa moved by Councilman Sather and seconded
by Councilman DeLeo that the City Clerk and the Fire Chief arrange for the purchase of chem-
ical fire extinguishers to equip the city trucks with same. Motion declared carried.
Additional Streets added
to Surfacing Program.
Taking up the recommendation of the City Planning Commission
that certain streets be added to the surfacing program, namely; Washington Street from Har-
rison Street to State Highway No. 9, and Tefferson Street from Tyler Street to Walker Street
thence southerly on Walker Street to Washington Street, it was moved by Councilman Sather
and seconded by Councilman DeLeo that the additions as proposed by the Planning Commission
be accepted and adopted and that the City Clerk send the said plans to the Highway Depart-
ment at Olympia; further that a delegation consisting of E. Morris Starrett, Jas. H. Coyne,
County Engineer W. A. Bugge, City Attorney `Y.-J. Daly, City Engineer T. 'S. Campbell, and a
member of the Street Committee of the City Council arrange to go to Olympia for a-conferenco
with the Engineers of the State Highway 'department and got first hand information as to fund
available for street surfacing and such other matters as are of interest to the city. Mots
declared carried.
The City Clerk suggested and advocated that the delegation personally carry the propose
plane to olympia and present them to the Highway Department and it was finally agreed that
such was the best plan.
Neumann and Nebergall to Planning Commission.
Mayor Bangertar announced the appointment of Henry J. Neumann and Leon Nebergall
as additional members of the City Planning busrd of Port Townsend and upon motion of Coun-
cilman Hirtzler and seconded by Councilman Sather, the appointments were approved and con-
firmed.
Press Nevis, Re: Water Rates.
It was moved by CounWgan Hirtzler and seconded by Coun-
cilman Sather that the City Engineer be authorized to. a Press information relating to the
terms of the recent amendment to the water ordinances, particularly as to who may change
from metered to flat rate service and vice versa, and as to the dlfferehce:in-receipts, if
any, because of such changes. Notion declared carried
Re: Recommendation for Fort Worden Route by Planning Commission.
Taking up the recommendation of the City Planning Board that the Council urge the
County Commissioners to rebuild the route to Fort Worden, it was moved by Councilman Sather
and seconded by Councilman Hirtzler that the Council approve the plan recommended by the
City Planning Commission and that Street Committee of the City Council and the City Attorney
appear before the Board of County Commissioners and petition them to do this work as recom-
mended by the Planning Commission and that Mr. Phillips, chairman of the planning commission
be invited to appear before the County Commissioners with the committee from the Council.
Motion declared carried.
Consideration of Plater System Plans. Attorney to Draw Ordinance.
The cost estimates of proposed water system improvements, prepared and presented
by City Engineer Campbell, were now taken up for consideration and after some discussion as
to the extent of such improvements and the possible legal status of the projects, it was
moved by Councilman Hirtzler and seconded by Councilman Lafferty that the City Attorney be
instructed to draw up an ordinance appropriating the approximate sum of $27 734,W from the
Olympic Gravity Plater Fund, to match a 455,' grant from the Federal Government, to prosecute
the proposed work. A more or less informal discussion followed the motion, including the
advisability of adding the replacement of the Irondale-Hadlock line to the project, and it
appearing, after referring to the June report of the City Treasurer, that the actual surplus
available, matched with the 45% grant from the Federal Government, would be sufficient to
complete the entire project, Councilman Hirtzler with the consent of his second, Councilman
Lafferty, changed the ambilnt to be-apprbpilatbd from $27,734.00 to $35,000, as the original
motion. Upon a call for the question and roll call vote, Councilmen McGee, DeLeo, Naughto ,
Lafferty, Sather and Hirtzler voted in the affirmative and Councilman Lammers in the hegativ
Motion declared carried.
Old Pipe Misappropriated.
Councilman Lammers reported that he had been informed that
some one, unnamed, had misappropriated three lengths of the iron pipe from the line formerly
crossing the portage canal, but no further action was taken by the Council.

In the matter of the petition to rebuild the Iron-
' dale Hadlock line, Councilman Lammers, chairman of the water committee, to whom the petition
rf`cl'a was referred,stated that inasmuch as the council had included the Irondale-Hadlock line in
the proposed replacements, the matter was out of the hands of the committee.

,t: i Councilman Lammers also brought up the matter of the abuse of sprink-
ling privileges, in that several cases had come under his observation, and advocated a more
rigid enforcement of the sprinkling hours limit.
i Jefferson Street, at Quarantine Station.
In relation to the request of the Quarantine
Service for improvement of Jefferson Street, Councilman DeLeo stated that it was still in
;Nlr< bad shape and that it should be conditioned without delay. Councilman Sather stated that
; the matter would be taken care of without undue delay.
Re: Headworks Dam Repair.

[[r Councilman Lafferty brought up the matter of possible repairs to the dam at tho
ti"vr{crymt �r ' headworks on the Quilcene River, stating that he, together with Councilman Lammers and City
%��•; Attorney i7. J. Daly, had made an unofficial trip to and
inspection of the said dam, [Ir. E.A7.
Erickson, Resident Manager of the National Paper Products Co., being also present at the
time. That Mr. Erickson had been assured that the matter would be reported to the Council
[? and that in his opinion, the city might stand half of the coats of repairs.
Considerable discussion followed as to the liability of the city in the matter and it
was suggested by Councilman Hirtzler that the Water Committee and the City Engineer make a
curvy of the proposed work.
Councilman Lafferty replied that he and Councilman Lammers had just been up to the dam
and it was found that Mr. Campbell had also been up to the dam just recemtly and both Coun-
ro n oilman Lafferty and City Attorney Daly contended that Mr. Erickson was entitled to the cour-
tesy of a decision by the Council as to their stand in the matter.

t< City Attorney Daly then stated that he desired that it be: made a mat,-
I� t ter of record that being present when Mr. Erickson was assured that the matter would be Ara-'
j 3 r canted to the Council, that the council should decide either for or against the propoattion
and that Mr. Erickson should be so advised; that while still in doubt as to who is legally
•1 u,' responsible as to costs of the proposed repairs, but upon the recommendation of Councilman
i; Lafferty, he wanted it recorded that he is now in favor of the City Water Dept. assurping

' half of the necessary costs.
Motion to pay half made and withdrawn.
It was moved by Councilman Hirtzler and seconded by Councilman that the Council

'�,.r`4: {' works dam, to be paid when the city had the funds to spare.
` ht Objection was found, however, to the motion because of lack of specified sum, in
+1, that it bound the city for an unlimited liability and after some further consideration,
U, Councilman Hirtzler, with the consent of his second, withdrew his motion.
Engineer to prepare estimates on dam.
It was then moved by Councilman Hirtzler and seconded by Councilman Lafferty that
the City Engineer be directed to investigate and to prepare estirates of cost on the propo-
sed repairs and present same to the Council; Mr. Ericksen to be invited to be present when

Motion declared carried.
