(Planning Board letter continued) Port Townsend, Wash., June 26, 1935. The Honorable Mayor and The City Council, Port Townsend, Washington. Gentlemen: This is to inform you that the City Planning Commission, met on June 24, 1935, in the office of the Mayor, City Hall building, and organized according to law. The terms of office of each of the members have been fixed as follows: One -Year term Charles C. Bartlett Ono -Year term Schuyler B. Edwards Two -Year term:,!., E. Morris Starrett Three -)Fear term James H. Coyne Four -Year term H. N. Simpson Five -Year term John C. Phillips Six -Year term Harry A. Cotton The following officers were elected: Chairman, John C. Phillips Vice -Chairman Charles C. Bartlett No secretary visa elected at this time, the chairman asking for further time to enable him to find a suitable person for the office. He then asked Henry J. Neumann, not now a member of the City Planning Commission, to take care of the secretary's work for a- bout two weeks. Mr. William J. Phillips, Chairman, per H.J.N. Planning Commission Recommendations. A further communication from the City Planning Board was presented and read, as follows: CITY PLANNING COMMISSION OF PORT TOWNSEND. Port Townsend, Washington, June 26, 1935. The Honorable Mayor and The City Council, Port Townsend, Washington. Gentlemen: You have been advised in another letter under date of June 26, 1935, that the City Planning Commission of Port Townsend, has been organized according to law. The members of the Commission are desirous of working in harmony and cooperation with your body, and would like to have you advise them of your wishes and plans for the future, in which you desire them to cooperate with you. At the first meeting of the new- ly formed City Planning Comr,:ission, various projects were discussed, informally, including the extension of the Port Townsend "rater System, renewal of parts of the existing water system, the repair of the dam of same system, oil surfacing of certain streets, and the construction of a through highway to Fort Worden. However before taking ant definite action, the Commission first would like to ob• tain from your city engineer, cost data on these projects. It is requested that you plea: see that this data is furnished together with a statement of the ideas and wishes of the City Council in reference to these matters. Purcel, s Co., purporting to be unofficial information relative to federal aid for public projects, tl was presented and read as follows: Seattle, Washington, June 27, 1935. Mr. C. F. Christian, City Clerk, Port Townsend, Washington, Gentlemen: WORKS PROGRESS ADMINISTRATION. We have heard from Washington D.C. from a non -official source that Water Works Exten- sion jobs will be in good favor with State Administrators provided the city or town can supply the necessary funds for purchasing the pipe, in which event the Works Progress Ad- ministration will as that the labor is furnished to the town free for the installation of the pipe. In such cases where the financial condition of the town or city is such that they can not possibly pay for the Pipe, there is a possibility that the Works Progress Administra- tion will pay for the Pipe also, provided the percentage of the labor cost of the total jo is high enough to warrant their so doing. Also in certain cases, depending on the financial condition of the town or city, nego k tiations can be entered into with the Torks Progress Administrator whereby such city or town can pay a certain percentage of the cost of the Pipe and the Works Progress Adminis- tration will pay the balance and furnish the labor for installation free. E If you have not already done so we would suggest that you make a survey of any needed extensions or replacements and place them before the State Director of the Works Progress Administration in order to secure prompt action when these funds become available, and we will be very glad to be of any assistance we can in securing application forms or other information you might require. Applications for Building permits were presented, read, and disposed of, as follows: From Ieaec Cruder, to -wit: Port Townsend, Washington, June 29, 1935. l ; To the honorable Mayor and City Council, Port Townsend, Wash. Gentlemen: Permission is requested to build a small frame addition to my dwelling hm se situate on Block 131, Eisenbeis Addition. Cost is estimated at $50.00. Welch. It was moved by Councilman Sather and seconded by Councilman Lammers that the said permit, be granted. Upon Roll Call vote, all seven councilmen voted in the affirmative and motion was declared carried. � r � REQUISITIONS. Motion declared carried. ORDINANCES AND RESOLUTIONS. Amendment to Water Ordinance. A proposed amendment to the Water Code of the city, pre- pared by City Attorney Daly at the request of Councilmen Hirtzler and Naughton, was now in- troduced and read in full for the first reading, the amendment in effect, giving patrons on i domestic services the option of either a flat or fixed rate or a metered service. City Attorney Daly stated that considerable difficulty was encountered in drawing up the proposed amendment and that he was far from being satisfied with the amendment in its present form. He counselled further study of the proposed -.amendment, inasmuch as the proposed changes could not be effective before August 1st and that further study of the amendment by the members of the Council might suggest to their judgment that further chang- es should be made. A full discussion followed and as a result it appeared to be the jtidg- ment of the Council that further time should be taken in the matter and as no one proposed to take up and pass the ordinance at this session, it automatically goes over to the next i session of the Council. Emergency Ordinance. In the matter of an emergency ordinance, introduced and read in full 8a8i at the last session of the Council, and seeking to appropriate '999.00 for the employment of an engineer for the remainder of the year, it was moved by Councilman Sather and seconded by Councilman that consideration of the proposed ordinance be laid over to the next regular session of the Council. Motion declared carried. j e .
