PORT TOWNSEND, WASHINGTON, MAY 7th, 1935 The CITY COUNCIL of'the City of Port Townsend, Washington, met in regular sessim this 7th day of May, 1935, at 8:00 otclock P.M., in the Council Chambers of the City Hall, with Councilman Wm. Lammers, Mayor pro tem. presiding until the arrival of Mayor Bangerter. ROLL CALL. Upon Roll call there were present City Attotnay W. J. Daly, City Clerk C. F. Christian, and Councilmen Sam McGee, Peter Naughton, W. S. Lafferty, 14m. Lammers Sr., and H. L. Hirtzler. MINUTES APPROVED. It was moved by Councilman Naughton and seconded by Councilman Hirtzler that the minutes of the regular session of April 23rd, 1935, be approved as writte . Motion declared carried. BILLS AND CLAIMS. Books 7.77 Total .......................... 55.90 It was moved by Councilman Lafferty and seconded by Councilman Hirtzler that the said claims be allowed and that the Mayor and the City Clerk be authorized to draw warrants upon the proper funds in payment of same. Upon Roll Call vote, all five Councilmen present voted in the affirmative and motion was declared carried. REPORTS OF OFFICERS. City Clerk. Stahl Medical Aid. The City Clerk reported receipt of notice from the Department of Labor and Industries that $10.00 had been grqnted Dr. Delaney from the Medical Aid fund account Rollie Stahl, Street Supt. �1 61 Minutes of Regular Session of May 7/35 continued. Highway Signs. The City Clerk further reported placing the order for Highway signs and that the said signs had been delivered to the City. Protest', Re: Sale of Fair Grounds'. Inrcompliance.with motion passed by the Council at the meeting of April 16th, a letter protesting the proposed sale of the tract known as the "Fair Urounds" was presented to the County Commissioners, the following being a copy of the said letter, to -wit: Port Townsend, Washington, May 6, 1935 Honorable Board of County Commissioners, Jefferson County, Washington. Gentlemen: At a regular meeting of the City Council held on the 16th day of April, 1935, I was directed by the City Council to file with your Board, this written protest at to the propriety of selling that certain tract of land located within this city and known as the "Fair Grounds". The City Clerk reported that in accordance with the expressed judgment of a confe ence held by several of the Councilman, the Mayor and the City Attorney, the following lett had been dispatched to Mr. Newland, District Engineer, Highway Department, to -wit: Port Townsend, Washington, May let, 1935. Mr. R. P. Newland, District Engineer, 204 N. Franklin Street, Olympia, Wash., Re: City of Port Townsend Dear Sir- Zn compliance with further instructions from your office asking that information be given concerning the budget for the.Street Department for the year 1935, and especially the matter of purchasing a new grader, please be informed that on October let, 1934, the City of Port Townsend adopted the following: Estimated Expenditures for 1935, Street Department. Total ..... $6,680.00, which includes "New Grader - $2,000.00. Estimated Receipts, Current Expense Fund. From State, from proposed new distribution of gasoline tax funds ... $2,000.00 From State Highway Fund, (Chapter 41,•1933 Laws) ................... 1,000.00 From State, for Primary State Highway Maintenance .................. 1,590.00 You can see from the foregoing that our cash available for expenditure in the Street Department will be now reduced $4,590.00, so that if the city is permitted to go through with street plans contemplated last October, the purchase of a grader will have to be made from funds coming to the city from the Secondary Highway Act of 1935. The purchase price of the grader is slightly in excess of $4,000.00 and the city must pay for the same within two years. The Street Committee feels that the greatest good to the greatest pumber will be secured by the purchase of this grader and your department can see that this expenditure was contemplated long before the 1935 legislature met and the city is not now buying new equipment because of the new source of money. The City Clerk reported that upon being advised by the City Attorney that under the new State Tax Laws, the City would be required to apply fo a Certificate of Registration for engaging in a taxable business, the Clerk had advanced th fee of $1.00 and had applied to the State Tax Cdmmission for such Certificate of Registrati April Salary Warrants Issued.
