The report of the City 'Ilntex• Supt. for the month of February, 1935,
was presented, read, and referred to the hater Committee.
Hydrant Inspection.
The ter Supt. submitted the following report relative to Hy-
drant inspection, to -wit:

Gentlemen:
On the Nth and 5th of the month we tasted and overhauled all of the City Water
hydrants and they are now all in good working condition.

Gentlemen: -
Permission is hereby requested to remove about seven or eight yards of top soil
from Umatilla Avenue, between Landis and Haines Streets. I need this dirt to top dress my
lawn which is forty feet by twenty feet, thickness of about four inches.
;then this dirt has been removed I will leave the street grade in the same conditi
that I found it and the dirt to be removed can in no way injure or cause damage to any of t
nearby property owners.

From H. L. Plumb, re: Quflcene watershed timber. A communication from li. L. Plumb, For
est Supervisor, addressed to the Liayor, visa presented and read, as follows:

Dear Sir:
In our attempts to negotiate a timber sale which ultimately will result in removin
the blowdown timber near the headworks of your pipe line on the Big Quilcene river, the ques
tion of an onerator's liability for damage to the line is frequently mentioned.
It is assumed that you realize the extremely acute fire hazard which exists in the
area and appreciate the fact that should a fire get started there considerable length of piF
and other improvements would in all probability be destroyed.
The pipe is located through the blowdown in such a position that little damage frc
logging need be anticipated. Logs, chucks, roots, and rocks rolling downhill should miss
the line completely and logs going out of the canyon should lift over. However, there is
some possibility of damage.
'JIe feel that we have cooperated with the city to the fullest extent in protecting
your investment in this area, especially after the storm of October. We cannot assume re-
sponsibility for damage which might result from logging the down timber.
Ile shall include in the cutting agreement clauses requiring the operator to emplo;
caution to avoid damage resulting -from actual logging and slash disposal.
Competent operators will shy away from the chance until vie are in a position to
state definitely to them what liability they will incur. A definite statement from you in
this regard will do much to expedite a sale which will in a measure abate the hazard which
novaexists. Your early attention to this question will be appreciated.

This communication was referred to the Viater Committee and it was agreed by the Counci
that Mr. Erickson of the National Paper Products Company, should be called into conference
and an agreement reached as to the amount of liability to be assumed by the city or the
National Paper Products Company in the event that the down timber is logged off.

...Through the press and radio you are probably aware of the fact that during the
current month the 7,'ashington Emergency Relief Administration has had no funds with which to
prosecute its general program.
This comes about from the fact that relief funds of the Federal Emergency Relief
Administration have been exhausted and the F.E.R.A. has been obliged to borrow enough money
for pressing direct relief needs. The Senate has not yet passed the President's Relief
Bill and until some relief measure is passed by the Senate and the Congress and signed by t e
President, funds for any general work program will not be available.

'Ple want to undertake and complete this work for ,you at the earliest possible moment. VJe
wish you to know the facts, however, and these are that we have no work money at this time
S, and we do not know exactly when vie will have it.

" sion of the 71.E.R.A. may receive regular allotments of funds which will permit us to sched-

REQUISITIONS.
17ater Department.
The `'later Department submitted a requisition for the following
supplies:
{ R 1; 6 corporation Stops. 6 male nipples. 6 curb stops.
n 500 second sheets, white, for carbon copies.
It was moved by Councilman Lammers and seconded by Councilman Laffety that the said r
y requisition be granted. ?Motion declared carried.
UNFINISHED AND NES BUSINESS•
Iie: Taylor Street Terrace:
It was moved by Councilman Hirtzler and seconded by Councilman Sather that the
Park Department take over the care of the Taylor Street terrace. Before the motion vras
put, t%yor Bangerter declared that it would not be done, for various reasons, but upon a
call for the question the motion was declared carried. Later in the session the contro-
versy was again taken up and after considerable discussion, the City Attonney rendered an
opinion that in all financial matters relative to the Park, the City Council had full au-
thority, but that in the physical operation of the Park, the Park Board took precedence.
Light at Tyler and Lawrence:
It vras moved by Councilman Hirtzler and seconded by
uouncilmsn Naughton that a larger street light be installed at the intersection of Lawrence
and Tyler Streets. ;,lotion declared carried.
For the information of the Council, the City Clerk then explained that the amount bud-
geted for street lights would barely cover the present installation and that if a larger
light visa installed, increasing the cost of street lighting, the cost over and above the
amount of the present budget, must be taken care of by an emergency ordinance.
ADJOURNMENT.
Upon motion of Councilman Lafferty end seconded by C-uncilman Lammers,
Council now voted to adjourn.
