The Clerk reported that he had replied to the letter to the effect that inasmuch as th
Council would not meet for 10 days, he the Clerk, would express his personal views on the
subject, and suggested that a minimum of one per cent on daily balances on city deposits be
incorporated in the Act, and that bonds and other papers required as security for such de-
posits should be from 10 to 20 per cent in excess of the amount on deposit. None of the
Councilmen having anything to offer, the communication was ordered filed.

ORDINANCES AND RESOLUTIONS.
Penalty Added to 'dater Ordinance.
Pursuant to instructions from the Council, City Attorney Daly drew up and presen-
ted an ordinance amending present water ordinances by providing a penalty for certain in -
infractions of the code. The said ordinance entitled "An Ordinance of the City of Port
Townsend, providing a penalty for the violation of Section 2 of Ordinance No. 899, entitled
VAn Ordinance of the City of Port Townsend amending sections 8,18,32,33,33k and 36 of, and
adding Section 40,i: to Ordinance No. 7521, passed by the City Council, October 17, 1919,and
approved by the Mayor, October 21, 1919." visa then read in full for the first reading. I. The minimum and maximum cash nenalties to be incorporated were left to the judg-
ment of the Council and it was moved by Councilmen Hirtzler and seconded by Councilman Laf-
ferty that the minimum b0 fixed at $10.00 and the maximum at $100.00. Upon roll call vote I
all seven Councilmen voted in the affirmative and motion was declared carried. The Clerk Ii
again read that portion of the ordinance covering seaoirthe amount of the penalty.
It was then moved by Councilman Lafferty and seconded by Councilman Sather that t e
first reading be considered the second reading and that the third reading be by title only.
Unon Roll Call vote, all seven Councilmen voted in favor thereof and motion visa declared
carried.
Ordinance Passed.
The City Cleric teen read the said ordinance by title only for the ,
third reading, whereupon it was moved by Councilman Lafferty and seconded by Councilman Sa-
ther that said ordinance do now pass. Upon Roll Call vote, all seven Councilmen voted in. -
then ffirmative and motion was declared carried.

ORDINANCE No. 1049.
An Ordinance of the City of Port Townsend, providing a penalty for the violation of
Section 2 of Ordinance No. 899, entitled "An Ordinance of the City of Port Tovnsend amend-
ing Sections 8,18,32,33,33Q', and 36 of, and adding Section 40LI to,Ordinance No. 75211, passe
by the City Council October 17, 1919, and approved by the Mayor October 21, 1919. '
THE CITY COUNCIL OF THE CITY OF PORT TOVX SEND DO ORDAIN AS FOLLO7/S: j
Section 1. Any person who shall violate the provisions of Section 2, of Ordinance No. I
899, entitled "An Ordinance of the City of Port Townsend amending Sections 8,18,32,33,3312 j
and 36 of, and adding Section 4021 to Ordinance No. 752", shall be guilty of a misdemeanor, Ijttl
and upon the conviction thereof shall be punished by a fine of not less than Ten Dollars, I.
nor more than One Hundred Dollars, or by imprisonment in the city jail for a term of not I
more than thirty days, or by both such fine and imprisonment.
Section 2. That this Ordinance be published once in the Fort Townsend Leader, to be in
force and take affect as provided by law,

UNFINSIHED AND NEIi BUSINESS.
To License Card Tables and "Marble Games".
Councilman Naughton brought up the matter of Card Tables and devices known as
"Marble Games" which were now being operated without Police Supervision or license and with
out revenue to the city, and made a motion, the motion being seconded by Councilman Laffer-
ty, that the City Attorney be instructed to draw up an ordinance requiring a license for th
operation of such card table and marble games. Upon Roll Call vote, Councilmen Naughton
Lafferty, Lat:ners, Sather, Hirtzler and LeLoo voted in the affirmative and Councilman McGee 11.
in the negative. Motion declared carried.
