Minutes of February 19/35 continued.
(Letter from H. J. Neumann continued)
It is understood that you are familiar with the conditions there. While this project
was listed in the recent National Survey of Works Projects, it now appears that it might be
advisable to take Immediate steps toget this work started in order to remove as much as p85
sible of the fire hazard before the extreme dry season sets in. As the area in question
lies within the boundaries of the Olympic National Forest, it is suggested that you confer
with the U.S. Forest Service Officials to see what can be done. If it appears that the
I•'or•est Service will no be able to do the work within a reasonable time, it is further sug-
gested that ycu communicate with the proper Federal officials with a view of having a suffi
crept number of members of the Civilian Conservation Corps assigned undercompetent authori
ty to do this work. Very truly,
HENRY J. NEU7dANN, Secretary,
City of Port 'Townsend Planning Board ,
It w•as moved by Councilmen rtertzler and seconded by Councilman Defeo that the City
authorities get in touch with s•r. Plumb of the Forestry Service relative to the down timber
hazard and also to contact;;our State and National Representatives by letters and telegrams,
urging them to be active and boost for the projects submitted by the city under the Nationa
Survey of ..'orks Projects. Lotion declared carried.
From National Paper Products Company, re: water system,
Communication from the National ,Paper Products Company, visa presented, and read,
as follows: Port Townsend, Washington, February 8, 1935.
The Honorable t'•ayor and City Council
, City of Port Townsend,
Port Townsend, Wash.
Dear Sirs: -
As you probably are aware, the extremely stormy weather during the past few month
and especially the storm of October 21st, has changed the conditions along the city water
line and headworks to such an extent that we feel this should be given some consideration
by yourselves so as to prevent serious future damage and assure both -the City'of Port Towns
and ourselves of an adequate water supply at all times.
In connection with the storm damage considerable trees were blown down, which now
are in a position to become dry and constitute in our opinion a fire hazard. We feel that
this matter should be investigated thoroughly by yourselves, bearing in mind that serious
fire in the vicinity of the headworks may do irreparable damage to the future water supply
in that such a fire may be the means of doing away with the present water shed as well as
the possibility of damaging the present water supply line.
In addition to the fire hazard, the recent heavy flood has caused the Quilcene
River to wash away all support and cribbing on the river side of the pipe between Stations
327 and 328, leaving the pipe on a narrow ledge of rock, which we feel should be supported
and which we estimate will take approximately 1,000 man hours to accomplish.
At the Litle Quilcene diver crossing - Station 618, the rock flume should also be
made permanent, which flume has been damaged to some extent by the recent floods. .'le esti-
mate that rebuilding this flume will call for an expenditure of gpproxisiately $3,000.00.
e also feel that the Snow Creek crossing, Station 1159, should be cleared and
W
dammed so that it would have a regular river bed. This work we believe could be Hone for
about 41,000.00
Also at Station 1164- the rock cribbing over the pipe was displaced and should be
replaced again. These latter two are also the result of excessive flood waters in that
vicinity.
We trust you will give these matters your consideration and advise the writer as
to what steps you might take. }respectfully submitted,
NATIONAL PAPER PRODUCTS CO;f,PANY,
E. IN. Erickson, Resident Manager
