however, that the maximum price shall not exceed 13U cents per gallon and that the city
shall be entitled to any reduction below that price if such a reduction is in effect during
the life of the contract; the Richfield to deliver the requirements of the city for the 1st
six months of the year.
Upon Roll call vote, Councilmen Naughton, DeLso, Lafferty, Lammers, Sather and Hirtzle
voted in the affirmative and Councilman McGee was excused from voting, Motion declared
carried.
Disposition of ',:onies from State.
Councilman Sather brought up the disposition of monies received from the State and re-
quested that the letter from the County Treasurer, transmitting the said funds to the City
Treasurer on the 19th of December be read. The City Clerk then read the said letter and
R considerable discussion relative to the disposition of the said monies followed. City
Attorney Daly read Section 5 of Chapter 41, Session Laws of 1933, and upon inquiry, the Cit
Clerk stated that to the best of his knowledge and belief, the said funds had been placed
in the proper fund and expended in acaordance with the State Laws.
To Draw Ordinance.
After some further discussion, it eras moved by Councilman Sather
and.seconded by councilman Lafferty that the City Attorney draw an 9rdinance to create a
Street Fund and p•esent same at the next regular session. Upon Roll Call, all seven
Councilmen voted in the affirmative and motion was declared carried.
Criticism of Policy of Yayor.

Councilmen expressed disapproval of certain methods of conducting the business of the city,
with particular reference to the number of men employed in the Street Lopartment, without
the council being consulted. City Attorney Daly, for the information of the Council, sta-
ted the powers and duties of the Mayor and the authority of the Council in city matters, an
the matter rested there.
Advertise for Garbage Bids.
Councilman Lammers brought up the matter of adverti
sing for bids for the disposal of Garbage and it was moved by Councilman Hirtzler and secon e
by Councilman Naughton that the City Clerk be instructed to advertise for bids for the con -
session of collecting garbage in the city, alternate bids for one, two, or three years to b
called for, bids to be opened at the regular session of February 19th. Motion declared
carried.
ADJOURNMENT.
Upon motion of Councilman Lafferty, seconded by Councilman Hirtzle ,
Council adjourned.

PORT TO'PINSEND, WASHINGTON, FEBRUARY 8th, 1935.
The City Council of the City of Port Townsend met in Special Session this 8th day of.
February, 1935, at 1:30 o'clock p.m., in the Council Chambers of the City Hall, Mayor Geo.
Bangerter presiding.
ROLh CALL.
Upon Roll Call there were present Mayor George Bangerter, City Attorney
". J. Daly, City Clerk C. F. Christian, and Councilmen Tony DeLeo, V1. S. Lafferty, Vlm. Lam-
mers, Paul H. Sather, H. L. Hirtzler and Peter Naughton.
HOFFMAN LETTER, Re Grant.
The City Clerk then stated that he had requested the Council to meet to consider a let
ter that had been received from E. R. Hoffman, State Engineer, P71A., and which letter was
now presented and read to the Council, to -wit:

Dear Sir: -
'Pie have been advised by the Finance Division of the Public Vlorks Administration
that the revenues reasonably expected from your proposed water system are not sufficient
to secure the payment of the proposed loan, meet the payments on outstanding obligations,
and, in addition, take care of the cost of operation and maintenance.
We have been asked to inquire whether or not bhe construction program can be re-
duced in scope so that the major portion of the work might be done now, and financed throug
a PV1A grant, together with funds which you have on hand (stated in the application as $15,0 0)
deferring the balance of the construction until such time as a'further surplus has accumu-
lated. Will you please advise us whether it will be possible to revise the application
in conformity with this suggestion?
The final application will, of course, be contingent upon the availability of Fed
eral funds, and the continuance of the grant allowance.

General Discussion.
Mayor Bangerter then called upon the Council for an expression
of opinion relative to the subject matter of the letter and Councilman Lammers gave it as
his opinion that taking .$15,000 out of the water fund at this time would be an error in
judgment considering the damage that the pipe line sustained from the elements during the
past season and the likelihood of further damage. Councilman Hirtzler believed it would
jeopardize the consideration by the rederal Government of the water system project being
now submitted, to go ahead with the former application and for that reason alone, the old
application should be abandoned. Councilmen Sather, DeLeo, Naughton and Lafferty all ex-
pressed the same convictions and it is believed that if the public were informed of the
true situation, the majority would support the stand taken by the Council.
Against Further Consideration.
It was then moved by Councilman Hirtzler and seconded by Councilman Lafferty that
the City Clerk be instructed to inform Mr. Hoffman that because of unforseen conditions
which have developed since the original application for grant was made, the City is now
financially unable to carry out their part of the project.
Motion declared carried.
Matter of Sewers and Seoptic 'tanks in suburbs.
A short discussion relative to a Federal project to replace the septic tanks in
certain suburbs with a government financed sewer system was had and the methods necessary
to initiate such improvements were explained.
Mr. Neumann addresses Council.
Mr. Henry J. Neumann, Secretary of the Port Townsend Planning Board, being in the
building, he was introduced to the Council and was .asked to inform the Council as to condi-
tions along the pipe line and in the water shed, from such information as he may have had.
Mr. Neumann stated that it was his belief that a serious situation existed in that approxi-
mately 4`p square miles had been practically denuded of standing timber, the down timber be-
ing a bad fire menace. Also that some cribbing protecting the pipe line, had been car-
ried away and that slides and timber had damaged considerable sections of the line. He
estimated that it would require about $35,000 to clear up the down timber and Councilman
Hirtzler suggested that to care for all contingencies, the estimate should be not less thar
945,000.
Adjournment.
Upon motion of Councilman Lafferty, seconded by Councilman Lammers,
Council voted to adjourn.
