It was moved by Councilman Sather and seconded by Councilman Welch that that the said
petition be granted and that the work be done as soon as it is possible.
Motion declared carried.
CHLORINE CONTRACT.
The Pennsylvania Salt tdfg. Co., successors to the Tacoma Electra
chemical Company, submitted a contract for tupplying the city with liquid chlorine for the
coming year, quoting a price of 9� per pound, freight not prepaid, and a price of 10� per
pound, all freight costs included both to and fvom Port Townsend.
It was moved by Councilman Welch and seconded by Councilman Lafferty that the Mayor
be authorized to execute the said contract at the 10� per pound rate and terms.
Upon Roll Call vote, all six councilmen present voted in the affirmative and motion
was declared carried.
REQUISITIONS.
Requisitions for supplies were presented and disposed of as follo'i
For City Clerk's Dept. to -wit:
50 copies of Port Townsend Leader containing Annual Report.
50 newspaper wrappers for mailing annual report.
It was moved by Councilman Sather and seconded by Councilman Smith that the said re-
quisition be granted. Motion declared carried.
For Police Department, to -wit:
15 gals, motor oil, Revolver cartridges, Batteries for flashlights.
It was moved by Councilman Lafferty and seconded by Councilman Welch that the said
requisition be granted.
Upon Roll Call vote, councilmen Lafferty, Lammers, Sather, and Welch voted in the af-
firmative and Councilmen Smith and McGee in the negative. Motion declared carried.
Mayor Bangerter arrived at this time and thereafter presided.
ORDINANCES AND RESOLUTIONS.
Emergency Ordinance.
'fhe proposed emergency ordinance, introduced and read in full
for the first reading at the regular session of Dec. 4th, was now taken up for considers=
tion and read in full for the second reading.
It was then moved by Councilman Lammers and seconded by Councilman Smith that the 3rd
reading be by title only. Upon Roll Call vote, councilmen Smith, Lafferty, Lammers, Sa-
ther and Welch voted in the affirmative and Councilman McGee was excused from voting.
Motion declared carried.
Third reading and motion.
The Clerk then read the said ordinance by title only for
the third reading, whereupon it was moved by Councilman Lammers and seconded by Councilman
Smith that said ordinance do now pass. Upon Roll Call, Councilmen'Smith, Lafferty, Lam-
mers, Sather and Welch voted in the affirmative and Councilman McGee in the negative. Afte:
a full discussion of the actual need for the passage of the ordinance, Councilman McGee
requested that his vote be changed from the negative to the affirmative and mention was de-
clared carried.

The following is a full, true, and correct copy of the said 0¢idi-
nance as panned by the City Council Dec. 18th, approved by the Mayor Dec. 18th,und publish
ad in the Port Townsend Leader Dec. 20th, 1934, to -wit:
ORDINANCE 140. 1048.
An Ordinance of the City of Port Townsend providing for the immediate appropriation
of money from the Current Expense Fund of said City and declaring an emergency.
7,1iEREAS, by reason of the unforseen calls upon the Current Expense Fund for the pur-
pose of furnishing materials to co-operate with sundry C.'N.A. preojects; passage of unfor-
h seen license ordinances and for the providing of additional equipment and supplies to com-
ply with the requests of the Permanent Voters hegistration Act, it now appears necessary
that the City Council of the City of Port Townsend, declare an emergency to meet these un-
forseen expenditures and that the appropriation of additional funds to meet the aforesaid
maddatory expenditures against the current expense fund to the City of Port Townsend, is
necessary.
THEREFORE, the City Council of the City of Port Townsend, do ordain as follows:
Section 1. That there be and hereby is appropriated for the Current Expense Fund of
the City of Port Townsend, the sum of $502.50, and the City Clerk of the City of Port Tow:
send, be, and he is hereby authorized to draw emergency warrants upon said fund, not ex-
ceeding the amounts hereinafter designated, upon properly approved vouchers. Such emer
gency appropriation hereby declared is itemized as follows:
City Clerk's Dept. Office Supplies $ 30.00
City Hall Dept. Upkeep of Building 150.00
Elections, Expense of conducting elections
for the year 1934 130.00
Registration equipment and supplies 72.50
Refunds. To refund overpayments on Licenses 120.00
Section 2. That this Ordinance be published once in t'ie Port Townsend Leader, and t
in force and take effect from and after five days from such publication.
Passed by the City Council December 18th, 1934.
Approved by the Mayor December 18th, 1934.

Minutes of Regular Session of Dec
Recess Voted.
It was moved by Councilman Lammers and seconded by Councilman Lafferty
that the Council recess for 30 minutes. Motion declared carried and recess taken.
Council reconvenes, and Roll Call.
Council reconvened at 10:15 o1clock p.m., and upon Roll Call there were present

men W. B. Smith, W. S. Lafferty, Wm. Lammers Sr., Paul 11. Sather, George Welch and Sam !
