Minutes of regular session of
(Reports of Standing Committees)
Port Townsend, Wash., December 4, 1934.
To the Honorable Mayor and City Council
of the City of Port Townsend.
Gentlemen:
Your Committee, on Water and Drainage, to whom was referred the matter of Water
Superi:itendentfs report for the month of October, 1934, would respectfully report as folio,
lows: find same to agree with office records.

On Delinquent Water Accounts.
Reporting verbally, Councilman Lammers, Chairman of the
Water Committee, stated that the Committee had checked these delinquent accounts and now
recommended that steps be taken to enforce collections on all large accountsand those long
overdue and that the smaller debtors might be given more time to pay in full.
To permit a fuller discussion of the matter, the Council now resolved itself into a
Committee of the ';;hole. The members of the council then discussed the situation at lengt
and the Committee of the whole then rose.
To Force Water Collections:
It was moved by Councilmen Smith and seconded by Council
man Lafferty that the later Superintendent be instructed to notify all delinquent water
patrons that unless their water accounts are paid in full by December 15th, that the water
service will be shut off and will not be turned on again until all indebtedness is paid in
full. Upon Roll Call vote, all four Councilmen present voted in the affirmative and motio
was declared carried.
To give publicity.
It was moved by Councilman Lammers and seconded by Councilman Smit
that the City Clerk be instructed to request the Leader Company to give maximum publicity
to the foregoing action of the Council relative to water collections. Motion declared
carried.
Mayor to confer with Nappeo. re: Plater Delinquents.
It was moved by Councilman Welch
and seconded by Councilman Smith that the Mayor be requested to confer with the Manager of
the National Paper Products Co., relative to delinquent:..water users among their employees.
Motion declared carried.
BUILDING PERMITS.
Applications for Building Permits were presented, read, and disposed of, as follows:
From H. A. Ames, to -wit: Port Tonnsend, Washington, Nov. 30, 1934.
To the Honorable Mayor and City Council,

Gentlemen:
Permission is requested to repair, with plank, the sidewalk on Quincy Street,
abutting the north half of Lot 7, Block 43, original Townsite; being the property of H. A.
Ames.
Respectfully submitted,

It was moved by Councilman Lammers and seconded by Councilman Smith that the permit
be granted. Motion declared carried.
Frory Perry Myers, to -wit:

To the Honorable Mayor and City Council,
Port Townsend, 'Nash.
Gentlemen:
Permission is requested to put in a partition in the corner room of the Stevens
and Starrett building at 943 ;later Street. Cost of the job is estimated at $15.00.

It was moved by Councilman 'Belch and seconded by Councilman Smith that the application
be laid on the table. Lotion declared carried.
REQUISITIONS.
i Nater Dept.
The Water Department presented a requisition for the following articles:
500 blank warrants 500 vouchers 500 bill heads
150 large envelopes 500 meter book sheets.
It was moved by Councilman Lafferty and seconded by Councilman Lammers that the said
requisition be granted. ;,otlon declared carried.
ORDINANCES AND RESOLUTIONS.
Emergency appropriations.
k To cover several unavoidable overdrafts during the current
year, and at the request of the City Clerk, City Attorney Daly drew and presented the foi.
r� lowing proposed Emergency Ordinance, to -wit:

ut An Ordinance of the City of Port Townsend providing for the immediate appropriation
Cp of money from the Current Expense Fund of said City and declaring an emergency.

WHEREAS, by reason of the unforseen call upon the Current Expense Fund for the purpose
dd of furnishing materials to co-operate with sundry C.T.A. projects; passage of unforseen
license ordinances and for the providing of additional equipment and supplies to comply--
(emergency ordinance continued)
with the requests of the Permanent Voters hegistration Act, it now appears necessary that
the City Council of the City of Port Townsend, declare an emergency to meet these unforsee
expenditures and that the appropriation of additional funds to meet the aforesaid mandator
expenditures against the current expense fund to the City of Port Townsend is necessary.
Therefore, The City Council of the City of Port Townsend, Do Ordain As Follows:
Section 1. That there be and hereby is appropriated for the Current Expense Fund of th
City of Port. Townsend, the sum of $502.50, and the City Clerk of the City of Port Townsend
be, and he is hereby authorized to draw emergency warrants upon said fund, not exceeding
the amounts hereinafter designated, upon properly approved vouchers. Such emergency ap-
propriation hereby declared is itemized as follows:
City Clerkts Department, Office Supplies $ 30.00
City Hall Department, Upkeep of Building 150.00
Elections, Expense of conducting elections
for the year 1934 130.00
Registration Equipment
and Supplies 72.50
Refunds, To refund overpayments on Licenses 120.00
Section 2. That this Ordinance shall be published once in the Port Townsend Leader,
and be in force and take effect from and after five days from such publication.

Pursuant to State statutes, the said proposed emergency ordinance automatically lays
over to the next regular session.

It was moved by Councilman Lafferty and seconded by Councilman Smith that the Council
do now adjourn. Motion declared carried.
