of Port Townsend Planning Board, was presented, and read as follows:

Gentlemen:
At a meeting of the City of Port Townsend Planning Board on November 13, 1934,
the Chairman of the Board, Mr. James H. Coyne, instructed :he to inform you that his board
has approved and suggests that you sponsor as a relief measure the report submitted to the
Board by Mr. W. J. Daly,Jr., for the improvement of Sather Park. His estimate is that it
will cost about $20.00 for material and about $200.00 for label- to slash the underbrush and
clean up the park. No plan accompanied the report.

Mr. J. C. Phillips, a member of the City Planning Board, who was present, spoke on the
proposed project, and also spoke in relation to the proposed Quincy St., zigzag, recommend-
ing that a straight stairway be built instead of the zigzag incline.
Park and Quincy St. projects approved.
It was then moved by Councilman Welch and sec-
onded by Councilman Smith that the Sather Park improvement and Quincy Street projects be
approved. Motion declared carried.
Re: Water Street Seawall.

j Gentlemen:
At a meeting of the City of Port Townsend Planning Board, on November 13, 1934,
the Chairman of the Board, Mr. James H. Coyne, instructed me to inform you that his board
recommends that you confer with the Director of Highways, State of Washington, Olympia,
Washington, with a view of having the state highway department repair the seawall along
the southerly side of Water Street , commencing at a point approximately 100 feet westerly
from the end of the existing concrete pavement on the westerly side of Tyler Street,thence
continueing westerly along the southerly side of Water Street to approximately the easterly
side of Pierce Street in Port Townsend, Washington. This part of the seawall was badly
damaged by the hurricane on October 21, 1934. While minor repairs have since been made by
the local W.E.R.A., it is the opinion of the board that steps should be taken without delay
to not only repair the damage caused by the storm, but also to build an addition to raise
the existing top of the seawall, the new part to be so constructed as to cause the return
to the bay of the water which is thrown up by the waves and the wind, before water reaches
the pavement. This board believes that this is an urgent matter, and that unless the prop-
er repairs and additions are made, the existing pavement, at this part of State Road No. 9,
will be endangered, and that another storm like the recent one, might cause the collapse of
the pavement.
The board has been informed by the City Attorney that the city has no funds at
this time and none in view to take care of this matter and. inasmuch as this is not a matter
of maintenance but one of new construction, it is suggested that efforts be made to have th
state highway department do this work. It may be that the department has estimates of the
cost of the project and possibly the W.E.R.A. might furnish labor.

City Attorney Daly spoke briefly on the subject and it was then moved by Councilman
Welch and seconded by Councilman Lammers that the City Clerk be directed to present the
matter, as outlined by the City PlannignBoard, to the State Highway Department, to the ef-
fect that the City Council fully approves the recomunendatlon and urges that early action
be taken. Motion declared carried.
RE: CITY HALL REPAIRS, FORM W. J. SADLER.
A communication from W. J. Sadler, Works
,Manager, 41ERA, relative to estimate of costs of city hall repairs, was presented and read,
as follows:

Gentlemen: -
I have received five copies of Plan and Estimate to paint the city hall through
iMr. C. F. Christian, City Clerk, for breakdown and recommendations.
I understand that the City has not the money to put into materials, tools and equipmen
as recommended by the planning Board, therefore I have out out such work as I think could
be got along without at this time, viz: -
I
#1. Cleaning all stone with a power brush.
#2. Repairing sheet metal work.
I do not think it would pay to repair the cornice and sheettmetal work over windows,
t`. etc. This has been on the building since ibnweauconstructed and is probably in such shap
that it would be cheaper to renew it sometime in the future or tear it off and replace it
with some other trim.
t I believe that you have a barrel of red (brick) paint that was purchased a year ago.
1 Yr. Thomas does not think phis paint is very good but it could be used if the oil that it
is mixed with were drawn off and the paint renewed with linseed oil. I have shown on the
breakdown the paint, also the linseed oil which has to be shown as art of
p your contribu-
tion, also the swinging staging and ropes. The City could possibly arrange for this with
out any cost or possibly it would be bettet to erect staging. It might not be safe to'::us
hooks for the swinging staging on the gables; this however has to be shown as
contribution but beingthat part of your
you have the brick paint on hand and could arrange for the
staging or scoffolding it would mean that you would have only $97.40 to actually furnish.
I would also suggest that when you are ready for the paint, to get competitive bids
in that way would probably be cheaper than the figures shown.

TO REPAIR ROOF.
e' The City Clerk presented to the Council the urgent necessity of re-
pairs to the roof of the city hall to protect the building and its contents from the ale-
g: ments, and the-matterewabyreferr0d, by the Dayor, to the Building Committee. Councilman
Welch being a member of the Building Committee, it was moved by Councilman Welch and see -
ended by Councilman Smith that the necessary repairs to the roof be made.
Motion declared carried.
Pearson Application for Lease.
Communication from Arvid Pearson, requesting renewal of lease of Prosper Street,

Application is hereby made for a renewal of my lease of that part of Prosper St.
w between Jefferson and Washington Streets, in L. B. Hastings 2nd Addition. Said lease to
run from April 7th, 1934, to April 7th, 1935, at a rental of $2.00 per year, as in pbevious
years. Paument of current year's lease has been tendered the City Treasure.

Mayor Bangerter submitted a bundle of
s Y circular letters from the Association of Washington Cities and requested that they be filed

- Mayor Bangerter also filed a statement, in circular form,
prepared by J. D. Ross, Superintendent of City Light of Seattle, relative to the proposal
;. that the City of Seattle buy the properties of the Puget Sound Power & Light Co., the said
report being accompanied by the following letter, to -wit:
