P' , I4 I. i 614 PORT TOWNSEND, WASH., OCTOBER 16, 1934 THE CITY COUNCIL of the City aT Port Townsend, Washington, met in regular session this 16th day of October, 1934, at 7:30 p.m., in the Council Chambers of the City Hall, Mayor George Bangerter presiding, ROLL CALL. Upon Roll Call there were present Mayor George Bangerter, City Attorney IN. J. Daly, City Clerk C. F. Christian, and Councilmen Paul H. Sather, W. B. Smith, W. S. Lafferty and Wm. Lammers Sr. Councilman McGee arrived later in the session. RECESS. It was moved by Councilman Lammers and seconded by Councilman Smith that the Council recess for fifteen minutes. Motion carried and recess declared. RECONVENED and ROLL CALL. Council re -convened at 8 p.m. and upon!Roll Call there were present Mayor George "angerter, City Attorney 71'. J. Daly, City Clerk C. F. Christian, and Councilmen Paul H. Sather, Sam 11,cGee, Pl. B. Smith, W. S. Lafferty and (Ym. Lammers Sr. MINUTES APPROVED. It was moved by Councilman Sather and seconded by Councilman Smith that the minutes of the regular session of October 2nd and the budget session of Oct. let, be approved as written. Motion declared carried. AIRDROME HEARING. At this time the matter of a public hearing on the proposed locatio of a War Department Airdrome on the Railroad flats area, which hearing had been proposed for this evening by vote of the lodge, was considered, and upon request by the Council, Cit Attorney Daly advised the Council that there was nothing that could legally come before the Council for approval or disapproval of the project because in certain phases of the propose project, the City Council would be called upon to sit in judgment in.the matters. In sup... port of his opinion,Mr. Daly explained the method of procedure to be taken, before the City Council could consider the matter. However, in courtesy to those citizens present who had been attracted to this meeting because of public report of a hearing, Mayor Bangerter stated that an informal discussion j would be open to any citizen who desired to be heard in the :natter. After several persons had spoken on the matter, both pro and con, the Mayor thanked the people present for their interest in civic affairs and declared the informallheading closed. BILLS AND CLAIMS. Carl Jorgensen. i Mr. Carl Jorgensen submitted a claim, as follows for cedar poles claimed to have veen used at the city park; to -wit: Port Townsend, Washington, October 16th, 1934. To the Honorable '+ayor and City Council: I will at this time again submit my bill for the following: 17 cedar poles 30 feet long, at .08� per foot. Total $40.80 $6.00 of this was paid me by Mr. Joe Kirkpatrick, leaving a balance of $34.80 due me. These poles were hauled from Keymes Landing in 1933 and I feel and request that your Honorable body will at this time settle for the above amount. I am willing to have this amount credited to my water bill. Respectfully submitted by Carl Jorgensen. The Clerk Atated that Mr. Jorgensen had previously submitted the sa41 bill and was in- formed that there were no funds available in this year's budget to pay the claim. Mayor Bangerter then referred the claim to the Park Board for consideration in the 193b budget. REPORTS OF OFFICERS. Treasurer's..Report. The report of the City 'Treasurer for the month of September, 1934, was )resented, read, and referred to the Finance Committee, Clerk Issued Warrants. The City Clerk reported that he had issued the following war- rants for amounts due the State: Upon the Current Expense Fund, to -wit: Otto A. Case, State `reasurer, State Industrial Insurance $ 10.40 Upon the Olympic "ravity Water Fund, to -wit: State Tax commission Sept. State Business Tax 99.97 Otto A. Case, State `reasurer State Industrial Insurance 9.07 Water Superintendent's Report. The report of the Water Superintendent for the month of September, 1934, was presented, read, and referred to the Water and Drainage Committee. Main Line Meters. The report of the 7later Superintendent, showing the flow of water through the main line meters, for the period ending October 11, 1934, was presented, read, and ordered filed. Sather Excused. Election Matters. The City Clerk reported that he had certified all Declarations of Yxgyh of Candidacy, for the City Primary Election on Nov. 6th, to H. E. Anderson, Secretary of the Jefferson County Election Board; that City Attorney Daly had prepared the necessary else- nui tion notices for the said Board and that all other election matters within the jurisdictio of the city officers had been. -.attended to, REPORTS OF STANDING COMMITTEES. F. Christian, City Clerk. N" Gentlemen: - Please refer to your letter of October 13, enclosing a communication from Col, R. Mitchell, of Fort Worden, Washington, with referemce to the establishment of a civilian conservation corps camp on the old Fort L"'orden Reservation, and a request to be permitted to take water from the pipe line supplying £hd-City of Port Townsend and this mill. Col. Mitchell and Capt. Snell were at the mill this afternoon with regard to this matter and we informed them that there would have to be prepared an agreement between the City of Port Townsend and the National Paper Products Company, requesting permission to r�r.`rr,;,c-•, ;,1 make this connection, at Station 1640 approximately, where there is a four inch air valve ` that can be connected to without going into the line again. Thera will have to be a sac- ,.4� and agreement drawn up between the City and the United States Army, at Fort Worden. This .; ,t` arrangement is similar to the arrangement made at. the time the contractor for the State Highway obtained permission for a water connection. Permission is requested to wreck the old frame building at the S.W. corner of Quincy and Washington Streets, (Lot 2, Block 42, Original Townsite), and remove the usable ^Y�a�14ax?u� lumber. It is hereby agreed that all rubbish and debris will be removed in accobdance with city ordinance and a deposit of $5.00 has been made with the City 'I:reeaurer to insure same. BUILDING PERMITS. Applications for Building Permits were presented, read, and disposed of, as follows: From Jonas &Stratton, to -wit. Port Townsend, Wash., October 8, 1934. Tot the Honorable Mayor and City Council, Port Townsend, Wash. Gentlemen: Permission is requested to put in a new floor in the frame building at 924 Wash- ington Street; to put in a new door in the adjacent room and to repair plaster and other small items of repair to the said building. �S Respectfully submitted, ' Jones & Stratton By 0.
