(2)i g j, i I i �i 612 Minutes of regular session of Oct. and published in the Port Townsend Leader Oct. 4th, 1934, to -wit: ORDINANCE NO. 1046 AN ORDINANCE making and fixing the tax levy for the City of Port Townsend, Washington, for taxes for the year 1935. THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND, WASHINGTON, DO ORDAIN AS FOLLOWS: Section 1. That there are hereby levied upon all the taxable property in the City o8 Port Townsend, Washington, the following sums of money and rates of tax levy for the dif- ferent purposee heroin designated for the year 1935, and the rate of taxation upon the assessed valuation for such purposes is as follows: First: For the payment of current expenses of said city and for the Current Ex- pense Fund, the sum of Sixteen Thousand Eight Hundred Ninety-three Dollars and Seventy- seven cents ($16,893.77), and the rate of tax levy for said fund is hereby fixed at six- teen and 95/100 (16.950) mills on the dollar. Second: For the purpose of maintaining a Public Library, and fob the Library Fund, the sum of One Thousand Four Hundred Ninety-five Dollars and iwo cents ($1 495.02), and the rate of tax levy for said purpose is hereby dixed at one and one-half (1;�) mills on the dollar. Third: For the purpose of maintaining a public park and for the Park Fund, the sum of Nine Hundred Ninety-six Dollars and Sixty-eight cents ($996.68) and the rate of tax levy for said purpose is hereby fixed at one (1) mill on the dollar. Fourth: For the payment of Interest on Bonds, First Issue, the sum of Two Thou- sand Seven Hundred Forty Dollars and Eighty-seven cents ($2,740.87), and the rate of tax levy for said purpose is hereby fixed at two and three -fourths (2-3/4) mills on the dollar Fifth: For the Bond Redemption Fund, Second Issue of Bonds, the sum of Three Thousand Nine Hundred Eighty-six Dollars and Seventy-three cents ($3,986.73), and the rate of tax levy for said purpose is hereby fixed at four (4) mills on the dollar. Sixth: For the payment of Interest on Bonds and for Bond Redemption, Port Town- send Geheral Indebtedness 1931 Water Bond and Interest Fund, the sum of One Thousand Nine Hundred Ninety -throe Dollars and Thirty-six cents ($1,993.36), and the rate of tax levy for said purpose is hereby fixed at two (2) mills on the dollar. Seventh: For the payment of indebtedness of the City of Port Townsend, known as j the "Indebtedness Fund" the sum of Five Thousand Nine Hundred Eighty Dollars and 'fen cents ($5,980.10), and the rate of tax levy for said purpose is hereby fixed at six (6) mills or ithe dollar. Section 2. That the Mayor Bind the City Clerk of said city are hereby authorized and kdirected to certify to the County Assessor and the County Auditor of Jefferson County, Washington, the foregoing tax levy of said city. Section 3. That this "rdinance shall be published once in the Port Townsend Leader, and to take effect and be in force as provided by law. Passed by the City Council Oct. 2nd, 1934. Requisitions for supplies were presented, read, and disposed of as follows: For the Water Department, to -wit: One (1) cord of wood One (1) case of meters One Hundred (100) feet of 4" wood pipe. It was moved by Councilman Lammers and seconded by Cruncilman Lafferty that the said requisition be granted. Motion declared carried. For the Water Lepartment, to -wit: One (L) 6" compound Hersey Meter, in exchange for the one installed on the service to the new quarantine station, at an additional cost of $180.00. Being called upon for information, Water Supt. Green explained that with a large sing meter, a small flow of water would pass through the meter without registering, while with a compound meter, all of the water used would be registered and that the additional reve- nue so derived, would pay the additional cost within a year or So. It was then moved by Councilman Smith and seconded by Councilman Lafferty that the as requisition be granted. Upon Roll Call vote, all six councilmen present voted in the of firmative and motion was declared carried. UNFINISHED AND NEE; BUSINESS. "Golden Pine" Resolution. Councilmen ',Welch presented a copy of a resolution adopted by the Port Townsend I Chamber of Commerce favoring the granting of a permit to the Golden Pine Distilling Co., Hadlock, to manufacture alcoholic products, and which was read in full, as follows: GWHEREAS the Golden Pine Distilling Company, located at Hadlock, Washington, has not Nbeen able to operate it's plant due to governmental refusal to issue the necessary permit for it's products, and R'HEREAS this property was acquired in good faith, within the legal limit of time, by it's present owners for the purpose of manufacturing alcohol and other chemicals, and l^,HEREAS information has come to the Port Townsend Chamber of Commerce that the Federa I 613 Minutes of Regular Session of Oct. 2/34 continued. Alcoholic Administrators are with -holding the necessary permits to enable the operation of the plant, basing their opinion for this refusal on the grounds that the western portion of the United States has it's quota of privileges for this purpose, and WHEREAS our committee has been creditably informed there are only two establishments west of the Mississippi River engaged in the manufacture of alcoholic products, namely, at Seattle, Washington, and Denver, Colorado, and WHEREAS we feel the western portion of the United States would be more fairly served and receive a more just proportion of this class of business if the Golden Pine Distilling Company were given a permit to operate, THEREFORE, we, the Port Townsend Chamber of Commerce, earnestly petition your honora- ble body to grant the Golden Pine Distilling Company of Hadlock, Washington, a permit to manufacture alcoholic products, which will allow them to complete the installation of mod- ern equipment to operate as outlined in their plans. By permission of the Council, Mr. E. Morris Starrett spoke in favor of the said reso- lution and urged the Council to take similar action in the matter. Members of the Counci: also expressed their:.viewa!,ona:theomatter, both pro and con. Resolution approved. It was moved by Councilman Welch and seconded by Councilman Me - Gee that the City Council approve the resolution adopted by the Port Townsend Chamber of Commerce relative to the Golden Pine Distilling Company permits. Upon Roll Call vote, Councilmen Lammers, Sather, Welch, McGee and Lafferty voted in the affirmative and Council. man Smith in the negative. Motion declared carried. "Airdrome" Resolution. A resolution relative to a site for a proposed Federal Govern. ment Airdrome, was presented by request and was read in full, as follows: RESOLUTION ON CITY AVIATION PROGRAM. WHEREAS, the City of Port Townsend has certain street and other property interests in those parts of Railroad and Eisenbeis Additions known as the "swamp" area, and WHEREAS, the United States Government, through advisors, has unofficially expressed interest in that area and adjacent properties for aviation purposes, and WHEREAS, the location of a military airdrome here would be of inestimable value to thi community, THEREFORE, BE IT RESOLVED, that the City of Port Townsend do hereby offer every assist ante in locating such a government unit here by agreeing to join with Jefferson County in providing the site by the waivering of city title to pnoperties in that area; by agreeing to vacate such streets and alleys and approving the transfer of such franchises as may be affected from that site; PROVIDING, that satisfactory assurances are given and responsi- bility proven to the City Council and Jefferson County Commissioners that such property given or vacated will be used and developed for Unites States aviation purposes within a reasonable time. By permission, Mr. Starrett again addressed the Council, favoring the adoption of the said resolution, but the Council considered the matter so far reaching in its several as- pects that it was deemed best to defer definite action and the resolution was, therefore, referred to the Council as a whole, and to the City Attorney. public Hearing. It was'moved by Councilman Welch and seconded by Councilman McGee tha o` the Council have a public hearing on the question of the location of the proposed Airdrome ?-' at tf3e regular session of October 16th, and that the public be advised of the holding of such hearing.
