Hon. Dr. George Bangerter,
Mayor, City of Port Townsend,
Port Townsond, Washington.
Dear Sir: -
In connection with our planning for the proposed establishment of a 100-man
Civilian Conservation Corps camp on the old Fort Townsend Military Reservation at an early
date, we desire to assure ourselves that an ample and suitable source of Water supply will
be available at the camp -site. Such a source appears available by tap -off from the pipe
line supplying the City of Port Townsend.
From inspection and check of available maps, it appears that your supply line at pres-
ent crosses the reservation referred to above at a point close to the proposed camp site.
As it is learned that the National Paper Company at present holds some form of lease on
your pipe line, the terms of which prevent their granting permission for this line to be
tapped, they inform this headquarters that such authorization would have to be granted by
the City of Port Townsend. Therefore it appears that your city can give us the necessary
assurance as to water supply for the Civilian Conservation Corps camp. Will you please
take this matter up with the proper authority and inform this headquarters of the result
at as early a date as practicable.
Relative to your city water supply line crossing the Military Reservation referred to
above, a search of our files indicates there is no record here of a license, lease, or per-
mit having been granted by the War Department for the use of this right-of-way. If such
authority for use of this right-of-way does not exist, this matter should be taken up of-
ficially at once. Official application should be made by the City of Port Townsend to

Considering the above communication, City Attorney Daly stated that the maps prepared
by Bear and Cunningham and the right -of -way -deeds and condemnations secured, show that the
pipe line is located entirely outside of the said military reservation. Maps were se-
cured from the city files bearing on the location of the right-of-way and the Councilman
made a personal examination of same.
City Clerk to reply.
It was then moved by Councilman Welch and seconded by Councilman
Lafferty that the City Clerk be directed to reply to the said communication to the effect
that the records of the city shows that the said pipe line is not located on the reserva-
tion, and that the other items referred to in the communication had been referred to the
Water Committee and the City Attorney. Motion declared carried.
ORDINANCES AND RESOLUTIONS.
Budget Ordinances.
Pursuant to order of the City Council; Ordinances confirmimg the
Budgets adopted for the year 1935 were now presented to the Council for consideration.
'Water Budget Ordinance.
The Water Budget Ordinance entitled "An Ordinance fixing and
adopting a Budget for the Water Department of the City of Port Townsend for the year 1935"
was taken up and read in full for the first reading.
It vras moved by Councilman Lammers and seconded by Councilman Smith that the first
reading be considered the second reading and that the third reading be by title only. Upor.
Roll Call vote, all six councilmen present voted in the affirmative and motion was declare
carried.
