HomeMy WebLinkAbout00301 Minutes of regular session of August 21/34 continued.590 Proposition III - Shall the City Council of the City of Port Townsend be authorized to collect by taxation during the year 1935 the sum of approximately $1,250.00, for the improvement, operation and maintenance of the City Park, by by a special and additional levy of 1.250 mills on all taxable property of said city, over and above the 15-mill levy now authorized by law? YES............... ( ) NO............... ( ) Any voter who desires to vote favorably upon either or all of said propositions shall place an nX" in the square to the right of the word "YES" and any voter who desires to vote against either or all of said propositions shall place an IV in the square to the right of the word "NO". Section 2. Said election shall be field and conducted in the manner provided by law general elections and under the supervision and direction of the County Election Board of Jefferson County, Washington, upon the notice required by Initiative No. 64 (Chapter 4, Laws 1933). Section 3. That this ordinance be published once in the Port Townsend Leader and to be in force and take effect from and after five (5) days from such publication; that a cer tified copy hereof be transmitted to and filed with the Jefferson County Election Board. At this time and at his request, Councilman Sather was excused from further attendance at this session. BILLS AND CLAIMS. BERG CLAIM. The Council returned to the regular order of business, and under the orde of Bills and Claims, the claim of Jay N. Berg, rorhipurported damages, and filed by his Attorney, A. Henry Packard, was presented and read, as follows, to -wit: Jay N. Berg, Claimant, ) vs. ) City of Port Townsend,•a Municipal Corporation ) CLAIM. of the State of Washington, and William Potter,) individually, and as an employrre thereof ) Comes now Jay N. Berg and presents this his claim against the above named defendants, City of Port Townsend, a Municipal Corporation of the third class and against William Pot- ter, individually, and as an employee of the said City of Port Townsend in the sum of $160.00 for damages to an automobile of said claimant as set forth as follows: That the claimant is and at all times herein mentioned was the owner of one certain i Erskine automobile. That on the 23rd day of July, 1934, one Burdette Redding, an employee of said claimant was driving said car of said claimant northerly along San Juan Avenue on the right hand side of said highway in a careful and lawful manner about 2 P.M. of said day, when a truck owned by said City of Port Townsend and drives by said William Potter, an employee of said City of Port Townsend, was backed out of a side street of said Port Townsend, known as Caroline Street, in a westerly direction across said San Juan Avenue in a negligent, care- less, wrongful, and unlawful manner, causing the said Burdette Redding operator of claims: ant's car to run same into the ditch and bushes on the left hand side of said San Juan Ave nue in order to avoid striking and colliding with said truck belonging to the City of Port Townsend, whereby said car of claimant was over turned and wrecked. That said car of said claimant was damaged thereby in the sum of $125.00 and that by reason of said overturning and wrecking of said car said claimant was deprived of the use thereof for two weeks to his damage in the sum of $35.00, making a total claim for such acts of negligence in the sum of $160.00. ' It was moved by Councilman Smith and seconded by Councilman Lafferty that the entire claim be rejected. Motion declared carried; the City Clerk being direct- ed to so notify the said claimant. REPORTS OF OFFICERS. Treasurer's Monthly Report. The 'Treasurer's report for the month of July, 1934, was presented, but it appearing that several items had been omitted, the report was returned for completion. Business Tax Warrant: The City Clerk reported that he had issued and forwarded a war- rant under date of August 14th, in favor of the State Tax Commission in the amount of $85.29 for tax due on water system receipts for the month of July, 1934. Y;.E.R.A. Projects. Reporting on the iron pipe water project, City Attorney W.J.Daly, presented plans, specifications and other data, which, he stated, had been prepared with- out a cent of cost to the city, but which estimates showed a cost of $1185.00 for the pro- ject, or $185.00 in excess of the amount set by the city council as the maximum cost. He stated that it had been explained to him that if one of the regular city employees could take rare of such items as inspection, the cost could probably be kept within the origi- nal appropriation of $1000.00. (Water pipe project continued) After some discussion as toithe relative merits of welding or bell aoints, it wag move by Councilman Welch and secondec` by Councilman Smith that the plane and specifications be substantially adopted and presented to the Washington Emergency Relief Administration. Upon Roll Call vote, all five Councilmen present voted in the affirmative and.the mots was declared carried.. Monthly Report of Water Supt.`, Tire monthly report (for July) of the Water Superintends was presented and read and referred to',I.the Water Committee. Main Line Flow: The report of the City Water Supt, showing the flow of water through the main line meters for the period ending August 21/34, were presented and read and order filed. STANDING COMMITTEE REPORTS. Carl Jorgensen Application. The Street Committee presented the following written re- port, to -wit: Port Townsend, Wash., August 21st, 1934. To the Honorable Mayor and City Council of the City og Port Townsend. Gentlemen: - Your Committe, on Streets and Sewers, to whom was referred the matter of applica- tion of Carl Jorgensen to purchase dirt to be taken from Water Street between Nan Buren any Walker Streets, would respectfully report as follows: After investigation, we fear that the removal of this dirt would cause further slides from the bluff to the damage of the abutting property, and we therefore recommend that the application be not granted.' W. S. Lafferty W. B. Smith Geo. Welch. Report adopted: It was moved by Councilman Lammers and seconded by Councilman McGee that the said report be approved and adopted. Motion declared carried. POLICE SIREN: Councilman Welch',brought up the matter of the siren horn belonging to the city police department, to the effect that the Night Patrolman, Use. Willestoft wanted the horn for official use but that R. S. Weppner, a former patrolman felt that he had cerb tain claims to the horn which'should be adjusted. A motion to secure the horn was offers, but upon the statement of the Mayor that he would secure the horn from Mr. Weppner, there wAenno call for the question. BUILDING PERMITS. Applications for Building Permits were presented, read, and disposed of as follows: From Mrs. Annie P. Daly, to -wit: Port Townsend, Wash., August 13, 1934. To the Honorable Mayor and City Council, Port Townsend, Wash. Gentlemen: - Permission is requested to re -shingle the dwelling house at 440 Polk St., at an estimated cost of $60.00. Respectfully submitted, From P. W. Sullivan, to=wit: Port Townsend, Wash. August 18, 1934 To the Honorable Mayor and City Council, Port Townsend, Wash. Gentlemen: Permission is requested to make general repairs to my dwelling house, including i re -shingling, situate on Block 3, O.C.Hastings Addition, at an estimated cost of $300.00. Respectfully submitted, P. W. Sullivan. It was moved by Councilman Smith and seconded by Councilman Lammers that the said per- mit be granted. Motion declared carried. REQUISITIONS: City Hall. Requisition from the City Hall was presented and read, for, 1 Fuller Floor Brush; 1 can of O'Cedar, and 2 brooms. i It was moved by Councilman Lafferty and seconded by Councilman Smith that the said requisition be granted. Motion declared carried. ADJOURNMENT. i It was moved by Councilmen Lafferty and seconded by Councilman Smith that the Council do now adjourn. Motion declared carried and Council adjourned.
