P.O. Box 281, Port Townsend, Wadhington, June 2, 1934. The Honorable the Mayor and the City Council, Port Townsend, Washington. Gentlemen: - At a meeting of the City of Port Townsend Planning Board on May 21, 1934, the Chairman of the Board, Mr. James H. Coyne, instructed me to inform you that his board rec- ommends that you sponsor as a relief measure, for the City of Port Townsend, an extension of the city water system, as outlined to you under date of December 5, 1933, by Mr. IN. J. Sadler, former city engineer. The project that is now recommended is known as "The proposed 1211 and 14" Steel Pipe Line for Sheridan Street from 19th Street to Hastings Avenue; for Hastings Avenue fro Sheridan Street to Discovery Road, and thence along Discovery Road to San Juan Avenue, a distance of 5,701 feet, more or less." Mr. Sadlerts estimate of cost is as follows, viz: Cutting and welding pipe, hiring welding machine, and skilled labor, about $1,100.0 Material and miscellaneous 125.0 Supervision 500.0 Common labor 2,500.0 Our estimate for transportation of salvaged lead, pipe, and miscellaneous material from the old Snow Creek line to the city 400.0 Total ........................ 4,625.0 This Board will recommend that this project be submitted for approval to the Washington Emergency Relief Administration "AS TO PLAN ONLY." The amount of funds to be furnished by Port Townsend can be decided ofter tne plan has been approved. It is requested that you take such action as you may see fit and inform this board of your action. If any additional information is desired on this subject, we will be glad to assist you in -so -far as it is possible for us to do so. Very truly yours, Henry J. Phillips, member of the Planning Board, had given the Council some information as to the operation of the plan, it was moved by Councilman Welch and seconded by Councilmen Smith that the Council accept the project as recommended by the Planning Board As to Plan Only. Upon Roll Call vote, all six Councilmen present voted in the affirmative and motion was declared carried. Hoffman Letter. The City Clerk reported to the Council that he was in receipt of a letter from Mr. E. R. Hoffman, State Engineer, State Advisory Board, requesting an extraordinary a- mount of additional information relative to the application of the city for a loan and grant for waterworks construction, which application was submitted to the Federal Relief Administration several months ago, and requested an expression of opinion from the Council as to the disposition of the said letter. After some discussion, it was moved by Coun- cilman Smith and seconded by Councilman Aubart that the matter be referr-ed to the Planning Board but after a few moments consideration, the motion visa withdrawn. Clerkto furnish information. It was then moved by Councilman 'Nelch and seconded by Councilman Lafferty that the Clerk be instructed to forward the data requested by Mr. Hoff. man. Motion declared carried. UNFINISHED AND NF,7 BUSINESS. Steel Pipe Inspection. In a further consideration of the proposed project to salvage the steel pipe on the old Snow Creek Line and re -lay it on Sheridan Street, Hastings Avenue and Discovery Rot the point was raibed'that the pipe should be thoroughly tested before committing the city to the project. Councilman Aubert moved that a committee be appointed to inspect the old steel pipe and report on conditions and to employ the necessary help to make the tests. The motion received no second. After further discussion it was moved by Councilman Welch and seconded by Coun- cilman Lafferty that the matter of testing the pipe be laid over until the proper time. Upon Roll Call, Councilmen Lafferty, Lammers, Welch and McGee voted in the affirmative and Councilmen Smith and Aubert in the negative. ;;otion declared carried. REG,UISITIONS. Water Department: The City '/,star Department presented a requisition for the follow Ing supplies, to -wit: Legal tablets, and fillers for meter books; Stamps. (for Office) (From Federal Tank & Pipe Co.) 1 tee, for wood pipe, 12" x 6" x 12". 1 cast iron valve box. 41 feet of 6" '!.";, wood pipe, 300 ft head. 6 pcs 6" W. wood pipe, 12 ft lengths, 25C foot head, old tenon. It was moved by Councilman Aubert and seconded by Councilman Smith that the said re- quisition be granted. Lotion declared carried. ORDINANCES AND RESOLUTIONS. To print Interest Courons. Following proceedure in the past in relation to printing I _ i •�t i i +. t '-,3�.�3' ,_r � .;�vs.L:s�.,.f..`k.:�aG_ • 7, f k ti 5/3 A T ` Minutes of June 4, continued. - ..F t% " t• additional interest coupons for the General Obligation Bonds in default, the City Clerk s #' presented and read the following resolution, to -wit: 4 - RESOLUTION RESOLVED, by the City Council of the City of Port Townsend, State of Washington, and it is hereby ordered, that Forty-nine (49) interest bearing coupons, numbered Forty-six (46), be issued in the sum of Twenty-seven Dollars and Fifty cents ($27.50) each, payable t` July lot, 1934, as the semi-annual interest due on Forty-nine Thousand Dollars ($49,000.00) r. ,��• bonds of said city due and payable July let, 1931, and now outstanding and unpaid, and a general and binding obligation of said .city; and that the Mayor and the City Clerk of said # said city are hereby directed and ordered to sign and execute said coupons in the form as prescribed and set forth in Ordinance No. 1015 of said city; and be it further RESOLVED, that the Fiscal Agency of the State of Washington, at the City of New York, State of New York, is hereby authorized to pay such interest coupons and cancel same as provided,by said Ordinance No.1015; that -the City Treasurer of said city shall proceed in s the same manner as provided by said 'rdinance No. 1015, and that a certified copy of this Resolution be forthwith forwarded to said Fiscal Agency, together with said coupons. f� t, It was moved by Councilman Aubert and seconded by Councilman Lafferty that the said -, resolution be adopted. Motion declared carried unanimously. �d, • Via` The City Clerk called the attention of the Council to the considerable number of de- N linquent water accounts and suggested that some of the smaller sizes of old pipe be replace if the labor would be supplied by delinquent patrons of the water system. �,.,�+ �' „• To purchase Asphalt and gravel. Councilman Lafferty brought up the matter of securin #t from the contractor, some of the surplus supplies not used in the paving of 'Water Street, stating that 3ul' bbls of asphalt could be purchased for $15.00. It was suggested that some of the surplus crushed rock be also secured for patching or other repairs that may be re- ! quired on the highway in the future. After some discussion, it was moved by Councilman r 4 e'•. Welch and seconded by Councilman Aubert that the city purchase the 3J bble of asphalt at j. $15.00 and thatethe!.Street Committee negotiate with Mr. Henriot for the purchase of some of the surplus crushed rock and report back to the Council. Motion declared carried.. r. Business Tax on water receipt valid. For the information of the Council, City Attor- ney Daly 'reported that the State Supreme Court had rendered a decision in the matter of the 5 �v4 ti= State Business Tax law, holding the said law valid by a vote of S to 1. Clingan Building.
