HomeMy WebLinkAbout00289 Minutes of May 15. 1934f I 1 1 566 Minutes of May 15. 1934 of work necessary to be performed by the city upon that portion of State Road No. 9, with- in the territorial limits of said city, could not have been contemplated; and, WBEREAS, there is insufficient money budgeted in the street department to take care of the demands of the State Highway Department as to the improvement and maintenance of said highway, THEREFORE, The City Council of the City of Port Townsend, Washington, do ordain as follows: Section 1. That an emergency is hereby declared and that there is hereby appropria- ted for the Street Department of the City of Port Townsend for the year 1934 the sum of $1500.00, which appropriation shall be divided into the following classes: Salaries and wages,(labor) $1000.00; Repairs and Replacements, $500.00. Sec. 2, That the City Clerk of the City of Port Townsend be and he is hereby authors zed to issue emergency warrants upon the current expense fund of said city, chargeable to the street department, upon properly approved vouchers not exceeding the said sum of $1500.00. Sec. 3. That this ordinance be published once in the Port Townsend Leader and to be enforced and to take effect as provided by law. Passed by the City Council this day of May, 1934. Approved by the ,ayor this day of May, 1934. Attest: Mayor. City er . In accordance with the statutes, the said proposed ordinance is laid over to the next regular session of the Council. Compensation of Dog License Collector. The City Clerk brought up the matter of the manner of compensation for the special police officer for collection of Dog Licenses, and it was moved by Councilman Aubert and seconded by Councilman Lammers that the said officer be paid at the rate of 50 per cent of all dog license collections since employment of the said officer. Motion declared carried. Pay Buttemere to date. Desiring a payment on account, Clive Buttemere, the special officer for collection of dog licenses made application for such a payment and upon the inquiry of the City Clerk, it was moved by Councilman Aubert and seconded by Councilman Smith that Buttemere be paid in full to date, but that future claims be paid monthly in accordance with the rules of the Council. Lotion declared carried. Interest Coupons to be printed. It was moved by Councilman Lammers and seconded by Councilman Lafferty that the City Clerk be authorized and directed to have interest coil- pons printed, covering the semi-annual interest due July 1st, 1934, on the first issue of refund bonds,in default since July let, 1931. Motion declared carried. Water Collections. Councilman Lafferty brought up the matter of overdue water accoun stating in effect that less latitude should be allowed delinquents. Water Supt. Green stated that a number of such patrons were unable to pay their water bills and that others asserted that they were uhableotoapay and that the problem was a hard one to solve. A general discussion followed,in relation to both the collection of water bills and overdue licenses of various character, but no definite action was taken in the matter, Adjournment. Upon motion of Councilman Smith, seconded by Councilman Lammers, Counci voted to adjourn. Lammers, Mayor pro tem, presiding in the absence of Mayor Bangerter. ROLL CALL. !y. Upon Roll Call there were present City Attorney 71. J. Daly, City Clerk C. F. Christian, and Councilmen Sam McGee, W. B. Smith, Wm. Lammers, and George Welch. Councilman -elect Paul H. Sather was also present when Council convened. MINUTES READ AND APPROVED. The Minutes of the regular session of May 15th,'19341 were read and approved as read. i SATHER SEATED. Introduction of new councilmen being the next order of business, the: mayor pro%tem appointed Councilman Welch and Councilman Smith as a committee to escort the newly elected Councilman for the 5th Ward, -r. Paul H. Sather, to his seat in the Council; '! the City Clerk reporting that Councilman Sather had duly subscribed to the Oath of Office.'% i( WARRANTS ISSUED: The City Clerk reported that he had issued warrants on the Current Expensd Fund, as authorized by the Council it the regular session of May 15th, as follows: Clive Buttemere Special Patrolman, Dog Licenses $ 55.82 Mercantile Cash drocerjn; Supplies, Street Lept. 5.75 COMMUNICATIONS. From Washington Emergencey Relief Administration_. Mayor Bangerter presented letters r;= r" from Mr. I.Y. J. Sadler, Works Manager for Jefferson County Area, Dist. No. 2, W.E.R.A., sub ' mitting circular letters from A. M. Young, District Engineer, and 47. H. Sullivan, District. Planning Officer, relative to funds available for relief work and the plan or method to be Ic.` followed to secure such funds for city projects. The said communications were ordered filed for reference. � Willestoft Medical Aid. Copy of letter to George Willestoft from Dept. Of Labor and Industries, was read for the information of the Council and was ordered filed. ' REQUISITIONS. I For City Hall. A requisition was presented by the City Hall Department for 5 gals. Floor Oil. It was moved by Councilman Welch and seconded by Councilman Sather that the said re- I quisition be granted. Motion declaredccarried. ORDINANCES AND RESOLUTIONS. The emergency ordinance introduced and read at the previous session to appropriate certain sums of money for the relief of the Street Dept., was now taken up and read in full for the second reading, and it was moved by Councilman Welch and seconded by Councilman Sather that the 3rd reading be by title only. After some discussion, Councilman Welch requested permission to withdraw his motion and with the con- I sent off his. second, the motion was withdrawn. Councilman Welch moved that the appropriation for Salaries and wages, labor, be reduced i to $500.00 but the motion received no second. For 3rd Reading: It was then moved by Councilman Sather and seconded by Councilman Smith that the 3rd reading be by title only. Upon Roll Call, Councilmen McGee, Smith, " Lammers and Sather voted in the affirmative and Councilman Welch in the negative. Motion declared carried. Motion to pass defeated. It was moved by Councilman Sather and seconded by Councilm n Smith that the ordinance be put on final passage and that it do now pass. Upon Roll Call 1 vote, Councilmen McGee, Smith, Lammers and Sather voted in the affirmative and Councilman f Welch in the negative. Lacking a unanimous affirmative vote, the motion was declared loft. motion to re -consider. I' It was then moved by Councilman Welch and seconded by Council- man Sather to re -consider the vote by which the motion was defeated. Upon Roll Call vote all five councilmen present voted in the affirmative and motion was declared carried. Labor item amended. It was then moved by Councilman Sather and seconded by Council- I man Welch to amend the first•:seetion of the ordinance by reducing the amount for labor ('sal- aries and wages) from $1000.00 to $750.00. Upon Roll Call vote, all five Councilmen pres- ent voted in the affirmative and motion was declared carried. Emergency Ordinance passed. It was now moved by Councilman Sather and aecpnded by Councilman Smith that the ordinance be put on final passage and that the ordinance do now i' pass.
